Housing, sanitation and drinking water are the three welfare missions on which the Union government spends most in the social sector, and together they make one of the safest scoring chapters in the Indian Economy section. The Swachh Bharat Mission has just completed twelve years and Swachh Bharat Diwas is observed every 2 October, which is why the schemes are in the news again; but the questions asked in papers are the fixed ones: the date of launch, the ministry in charge, the components and the money or the norm attached to each. Learn them as a table of scheme, year, ministry and target.

Swachh Bharat Mission

The Swachh Bharat Mission was launched on 2 October 2014, the 145th birth anniversary of Mahatma Gandhi, with the goal of an open defecation free India by 2 October 2019, his 150th birth anniversary. It replaced the Nirmal Bharat Abhiyan of 2012, which had itself grown out of the Total Sanitation Campaign of 1999 and the Central Rural Sanitation Programme of 1986. The mission runs in two halves: Swachh Bharat Mission-Gramin, under the Department of Drinking Water and Sanitation in the Ministry of Jal Shakti, and Swachh Bharat Mission-Urban, under the Ministry of Housing and Urban Affairs. Rural India was declared open defecation free on 2 October 2019. The second phase of the rural mission works for ODF Plus villages, which must sustain their status and manage solid and liquid waste, while Swachh Bharat Mission-Urban 2.0, launched on 1 October 2021, aims at garbage-free cities. The logo of the mission is a pair of spectacles recalling Gandhi, the annual cleanliness ranking of cities is the Swachh Survekshan conducted by the Ministry of Housing and Urban Affairs, and the fortnight of voluntary shramdaan before 2 October is called Swachhata Hi Seva.

Pradhan Mantri Awas Yojana

The Pradhan Mantri Awas Yojana was launched on 25 June 2015, the same day as AMRUT and the Smart Cities Mission, with the aim of a pucca house for every eligible family. Its urban arm, PMAY-Urban, is run by the Ministry of Housing and Urban Affairs through four verticals: in-situ slum redevelopment using land as a resource, the credit linked subsidy scheme, affordable housing in partnership with public or private agencies, and beneficiary-led individual house construction. Under the credit linked subsidy scheme an interest subsidy of 6.5 per cent is available to the economically weaker section and the low income group on a loan of up to twenty years. The income slabs are worth memorising: EWS up to three lakh rupees a year, LIG from three to six lakh, MIG-I from six to twelve lakh and MIG-II from twelve to eighteen lakh.

The rural arm, PMAY-Gramin, was launched on 20 November 2016 and restructured the old Indira Awaas Yojana. Beneficiaries are identified from the deprivation data of the Socio-Economic and Caste Census of 2011, verified by the gram sabha, and the house must be at least 25 square metres in area with a dedicated hygienic cooking space. Unit assistance is 1.20 lakh rupees in the plains and 1.30 lakh rupees in hilly states, difficult areas and districts affected by Left Wing Extremism. The scheme is deliberately built on convergence: ninety days of unskilled wage labour from MGNREGA, a toilet from the Swachh Bharat Mission, a connection from Saubhagya and a gas connection from Ujjwala, so that the house is complete rather than bare.

Jal Jeevan Mission and the urban water missions

The Jal Jeevan Mission was announced from the Red Fort on 15 August 2019 and is implemented by the Department of Drinking Water and Sanitation in the Ministry of Jal Shakti, a ministry itself created in 2019 by merging water resources with drinking water and sanitation. Its promise, carried by the slogan Har Ghar Jal, is a functional household tap connection to every rural household supplying at least 55 litres of water per person per day of prescribed quality, with village water and sanitation committees and Paani Samitis running the schemes and women trained to test water with field kits. Jal Jeevan Mission-Urban, announced in the Budget of 2021-22 and run by the Ministry of Housing and Urban Affairs, extends universal water supply and sewerage to all statutory towns. AMRUT, the Atal Mission for Rejuvenation and Urban Transformation, had already taken up water supply, sewerage and septage management, storm water drains and green spaces in selected cities from 2015, and AMRUT 2.0 followed on 1 October 2021 with a focus on recycled water and water bodies.

Two constitutional points complete the chapter. Water supply and sanitation are listed in the Eleventh Schedule for panchayats and the Twelfth Schedule for municipalities, so these missions are carried out by local bodies with central funds. Internationally they answer to Sustainable Development Goal 6 on clean water and sanitation and Goal 11 on sustainable cities, which is how a question links a scheme to the SDGs.

Exam Point of View

Expect direct one-liners: the launch date of a mission, the ministry that runs it, the full form of AMRUT, the slogan Har Ghar Jal and the norm of 55 litres per person per day. The traps are the pairs. SBM-Gramin and the Jal Jeevan Mission sit in the Ministry of Jal Shakti while SBM-Urban, PMAY-Urban, AMRUT and JJM-Urban sit in the Ministry of Housing and Urban Affairs; PMAY-Gramin is with the Ministry of Rural Development. Questions also test the old scheme a new one replaced, so remember Indira Awaas Yojana for PMAY-Gramin and Nirmal Bharat Abhiyan for the Swachh Bharat Mission. Numbers worth keeping are 25 square metres, 55 litres, 6.5 per cent interest subsidy and the unit assistance of 1.20 and 1.30 lakh rupees.
