River Valley Projects and Inter-State Water Disputes — GK24 title card

A multipurpose river valley project is a dam built to do several things at once: store water for irrigation, generate electricity, control floods, supply towns and industry, and often help navigation, fisheries and afforestation. Jawaharlal Nehru called such dams the temples of modern India, and the first plan period put most of its outlay into them. The same projects produce the other half of this topic, because a river that crosses a state boundary makes every dam on it a political question, and India has settled those questions through tribunals rather than courts.

The projects examiners return to

Bhakra Nangal is the most asked of all. The Bhakra dam stands on the Sutlej in Bilaspur district of Himachal Pradesh and is a concrete gravity dam about 226 metres high; its reservoir is Govind Sagar. The Nangal barrage downstream in Punjab feeds the canal system. The Damodar Valley Corporation, set up in 1948 on the model of the Tennessee Valley Authority of the United States, was India's first multipurpose project and tamed a river long called the sorrow of Bengal, with dams at Tilaiya, Konar, Maithon and Panchet. The Hirakud dam on the Mahanadi in Odisha, counting its earthen dykes, is the longest dam in India. The Tehri dam on the Bhagirathi in Uttarakhand, about 260 metres high, is the tallest. Rihand's reservoir, Govind Ballabh Pant Sagar, is the largest artificial lake in India by volume. The Indira Gandhi Canal, once called the Rajasthan Canal, is the longest canal in the country and takes off from the Harike barrage below the meeting of the Sutlej and the Beas, carrying water into the Thar. The Sardar Sarovar project on the Narmada serves four states and is the project around which the Narmada Bachao Andolan grew, raising the questions of displacement, rehabilitation and submergence of forest that are now asked as directly as the dam's height.

How water is divided, and why it is disputed

Water is in Entry 17 of the State List, so a state controls the water within its boundary, but Entry 56 of the Union List lets Parliament regulate inter-state rivers and river valleys in the public interest. Article 262 then allows Parliament to provide by law for the adjudication of disputes over an inter-state river and to keep the Supreme Court and every other court out of them. Parliament used these powers to pass the River Boards Act, 1956 and the Inter-State River Water Disputes Act, 1956, under which the Union government sets up a tribunal when a state asks for one and negotiation fails. The 2002 amendment put time limits in the Act: a tribunal is to be constituted within a year of a request and is to give its award within three years, extendable by two more.

The major disputes

  • Krishna: Maharashtra, Karnataka and Andhra Pradesh, before the Bachawat tribunal of 1969 and a second tribunal under Justice Brijesh Kumar from 2004, with Telangana added after the state was formed.
  • Godavari: Maharashtra, Andhra Pradesh, Karnataka, Madhya Pradesh and Odisha, settled by the Bachawat tribunal.
  • Narmada: Gujarat, Madhya Pradesh, Maharashtra and Rajasthan, whose tribunal gave its award in 1979 and fixed the height of the Sardar Sarovar dam.
  • Kaveri: Karnataka, Tamil Nadu, Kerala and Puducherry, before a tribunal from 1990 whose final award of 2007 the Supreme Court modified in 2018, with a management authority to implement it.
  • Ravi and Beas: Punjab, Haryana and Rajasthan, before the Eradi tribunal of 1986, the dispute behind the unfinished Sutlej-Yamuna Link canal.
  • Vansadhara between Odisha and Andhra Pradesh, Mahadayi or Mandovi between Goa, Karnataka and Maharashtra, and Mahanadi between Odisha and Chhattisgarh.

Beyond sharing, the country's answer to uneven rainfall is interlinking. The National Perspective Plan of 1980 divided the idea into a Himalayan and a peninsular component, and the National Water Development Agency was created in 1982 to study the links. The Ken-Betwa link in Madhya Pradesh and Uttar Pradesh is the first to be taken up, with the agreement between the Union and the two states signed in 2021.

Exam Point of View

The questions are of four kinds. Project to river, which is the commonest: Bhakra on the Sutlej, Hirakud on the Mahanadi, Nagarjuna Sagar on the Krishna, Tehri on the Bhagirathi, Idukki on the Periyar. Project to state, where the trap is a project shared by states, such as Tungabhadra or Chambal. Superlatives: longest dam Hirakud, tallest dam Tehri, longest canal Indira Gandhi Canal, first multipurpose project the Damodar Valley Corporation. And the dispute set: which states are party to the Kaveri, Krishna, Mahadayi or Mahanadi dispute, and the legal pair Article 262 with the Inter-State River Water Disputes Act, 1956. Reservoir names are a favourite: Govind Sagar for Bhakra, Govind Ballabh Pant Sagar for Rihand, Stanley reservoir for Mettur.

Practice MCQs on this topic

Q1.GeographyEasy

The Bhakra Nangal project is built on which river?

  1. A.Beas
  2. B.Ravi
  3. C.Sutlej
  4. D.Chenab
Show answer
Correct answer: C. Sutlej

Explanation

The correct answer is C, the Sutlej. The Bhakra dam stands on the Sutlej at Bhakra in Bilaspur district of Himachal Pradesh, with the Nangal barrage downstream in Punjab, and the reservoir behind it is Govind Sagar. The project supplies irrigation water and power to Punjab, Haryana, Rajasthan and Himachal Pradesh and is the project Nehru described as a temple of resurgent India. Option A is wrong because the Beas carries the Pong dam, whose reservoir is Maharana Pratap Sagar, and the Pandoh dam. Option B is wrong because the Ravi carries the Thein or Ranjit Sagar dam in Punjab. Option D is wrong because the Chenab carries the Salal, Baglihar and Dulhasti projects in Jammu and Kashmir. All four are rivers of the Indus system, which is why they appear together as options.

Q2.GeographyEasy

The Hirakud dam, the longest dam in India, is built across which river?

  1. A.Mahanadi
  2. B.Godavari
  3. C.Subarnarekha
  4. D.Brahmani
Show answer
Correct answer: A. Mahanadi

Explanation

The correct answer is A, the Mahanadi. The Hirakud dam was built across the Mahanadi in Sambalpur district of Odisha, and with its earthen dykes on both flanks it is the longest dam in the country. It was taken up in the first plan period to control the floods for which the Mahanadi delta was notorious, and it also irrigates a large command area and generates power. Option B is wrong because the Godavari carries projects such as Sriram Sagar, Polavaram and Jayakwadi, not Hirakud. Option C is wrong because the Subarnarekha has its own multipurpose project shared by Jharkhand, Odisha and West Bengal. Option D is wrong because the Brahmani carries the Rengali project in Odisha. All four rivers drain to the Bay of Bengal, which is why they are set together.

Q3.GeographyMedium

The Nagarjuna Sagar project is located on which river?

  1. A.Kaveri
  2. B.Krishna
  3. C.Tungabhadra
  4. D.Penna
Show answer
Correct answer: B. Krishna

Explanation

The correct answer is B, the Krishna. The Nagarjuna Sagar dam is built across the Krishna at Nandikonda, on the border of Telangana and Andhra Pradesh, and is one of the largest masonry dams in the country. The reservoir submerged the Buddhist site of Nagarjunakonda, whose remains were shifted to an island museum, a detail examiners like to pair with the dam. Option A is wrong because the Kaveri carries the Krishnaraja Sagar and Mettur dams. Option C is wrong because the Tungabhadra, itself a tributary of the Krishna, carries the Tungabhadra project at Hospet shared by Karnataka and Andhra Pradesh. Option D is wrong because the Penna carries the Somasila and Gandikota projects. The Krishna basin also holds Srisailam, Almatti and Narayanpur. Examiners also ask for the state in which the dam stands, so remember Nandikonda on the Telangana and Andhra Pradesh border, and keep Srisailam, further upstream on the same river, separate from it.

Q4.GeographyMedium

The Damodar Valley Corporation, India's first multipurpose river valley project, was modelled on which authority?

  1. A.Tennessee Valley Authority of the United States
  2. B.Rhine Commission of Europe
  3. C.Volga Authority of the Soviet Union
  4. D.Yangtze Commission of China
Show answer
Correct answer: A. Tennessee Valley Authority of the United States

Explanation

The correct answer is A, the Tennessee Valley Authority of the United States. The Damodar Valley Corporation was created by an Act of 1948 as an autonomous body for an entire river basin, with flood control, irrigation, power and navigation under one management, exactly on the pattern of the Tennessee Valley Authority set up in America in 1933. Its dams at Tilaiya, Konar, Maithon and Panchet lie in Jharkhand and West Bengal, and they tamed a river long called the sorrow of Bengal. Option B is wrong because the Rhine Commission deals with navigation on an international river, not basin development. Option C is wrong because no Volga authority served as the Indian model. Option D is wrong because the Chinese projects on the Yangtze came decades later than the Indian corporation.

Q5.GeographyMedium

Which article of the Constitution empowers Parliament to provide for the adjudication of inter-state river water disputes?

  1. A.Article 252
  2. B.Article 262
  3. C.Article 263
  4. D.Article 280
Show answer
Correct answer: B. Article 262

Explanation

The correct answer is B, Article 262. Article 262 allows Parliament to make a law for the adjudication of any dispute about the use, distribution or control of the waters of an inter-state river or river valley, and to bar the Supreme Court and all other courts from such disputes. Parliament used this power to enact the River Boards Act, 1956 and the Inter-State River Water Disputes Act, 1956, under which tribunals are appointed. Option A is wrong because Article 252 lets Parliament legislate for two or more consenting states on a State List subject. Option C is wrong because Article 263 provides for an Inter-State Council, which discusses common subjects but does not adjudicate. Option D is wrong because Article 280 provides for the Finance Commission, which deals with the sharing of taxes, not of water.

Q6.GeographyMedium

The Kaveri water dispute involves which group of states and union territories?

  1. A.Karnataka, Maharashtra, Telangana and Andhra Pradesh
  2. B.Karnataka, Tamil Nadu, Kerala and Puducherry
  3. C.Tamil Nadu, Kerala, Goa and Karnataka
  4. D.Odisha, Chhattisgarh, Jharkhand and West Bengal
Show answer
Correct answer: B. Karnataka, Tamil Nadu, Kerala and Puducherry

Explanation

The correct answer is B, Karnataka, Tamil Nadu, Kerala and Puducherry. The Kaveri rises in Karnataka at Talakaveri in the Brahmagiri hills, flows through Tamil Nadu to the delta, receives tributaries from Kerala and serves the Karaikal region of Puducherry, so all four are parties. The tribunal constituted in 1990 gave its final award in 2007, the Supreme Court revised the shares in 2018, and a management authority now supervises releases. Option A is wrong because those four are the parties to the Krishna dispute. Option C is wrong because Goa is a party to the Mahadayi or Mandovi dispute with Karnataka and Maharashtra, not to the Kaveri. Option D is wrong because those states belong to the Mahanadi and Subarnarekha disputes of eastern India.

Q7.GeographyHard

The Indira Gandhi Canal, the longest canal in India, takes off from which barrage?

  1. A.Harike barrage
  2. B.Farakka barrage
  3. C.Nangal barrage
  4. D.Okhla barrage
Show answer
Correct answer: A. Harike barrage

Explanation

The correct answer is A, the Harike barrage. The Indira Gandhi Canal, which was called the Rajasthan Canal when it was begun, starts at the Harike barrage in Punjab, just below the point where the Beas joins the Sutlej, and runs south-west through Haryana into the desert districts of Rajasthan. It is the longest canal in the country and carries both irrigation and drinking water into the Thar. Option B is wrong because the Farakka barrage is on the Ganga in West Bengal and feeds the Hooghly to keep the Kolkata port navigable. Option C is wrong because the Nangal barrage belongs to the Bhakra Nangal system and feeds the Nangal canals. Option D is wrong because the Okhla barrage is on the Yamuna near Delhi, feeding the Agra canal.

Q8.GeographyMedium

The Tehri dam, the tallest dam in India, is built on which river?

  1. A.Alaknanda
  2. B.Bhagirathi
  3. C.Mandakini
  4. D.Yamuna
Show answer
Correct answer: B. Bhagirathi

Explanation

The correct answer is B, the Bhagirathi. The Tehri dam stands on the Bhagirathi in Tehri Garhwal district of Uttarakhand, close to the confluence with the Bhilangna, and at about 260 metres it is the tallest dam in India. It supplies power, irrigation and drinking water to Uttarakhand, Uttar Pradesh and Delhi, and the submergence of the old town of Tehri made it the subject of a long protest movement. Option A is wrong because the Alaknanda carries projects such as Vishnuprayag and Srinagar, and joins the Bhagirathi at Devprayag to form the Ganga. Option C is wrong because the Mandakini is a smaller tributary joining the Alaknanda at Rudraprayag. Option D is wrong because the Yamuna carries the Lakhwar and Dakpathar projects in the same state.

Q9.GeographyHard

Govind Ballabh Pant Sagar, the largest artificial lake in India by volume, is the reservoir of which dam?

  1. A.Rihand dam
  2. B.Bhakra dam
  3. C.Bansagar dam
  4. D.Matatila dam
Show answer
Correct answer: A. Rihand dam

Explanation

The correct answer is A, the Rihand dam. The Rihand dam, in Sonbhadra district of Uttar Pradesh, is built on the Rihand, a tributary of the Son, and the reservoir it created, Govind Ballabh Pant Sagar, is the largest artificial lake in India measured by volume of water stored. The reservoir and the coalfields around it support a cluster of thermal power stations. Option B is wrong because the Bhakra dam on the Sutlej impounds Govind Sagar, a name candidates confuse with Govind Ballabh Pant Sagar, and that confusion is the point of the question. Option C is wrong because the Bansagar dam on the Son in Madhya Pradesh is a separate project shared with Uttar Pradesh and Bihar. Option D is wrong because the Matatila dam lies on the Betwa.

Q10.GeographyMedium

The Sardar Sarovar project is built on which river, and which four states share its benefits?

  1. A.Tapi; Gujarat, Maharashtra, Madhya Pradesh and Rajasthan
  2. B.Narmada; Gujarat, Madhya Pradesh, Maharashtra and Rajasthan
  3. C.Mahi; Gujarat, Rajasthan, Madhya Pradesh and Maharashtra
  4. D.Chambal; Rajasthan, Madhya Pradesh, Gujarat and Uttar Pradesh
Show answer
Correct answer: B. Narmada; Gujarat, Madhya Pradesh, Maharashtra and Rajasthan

Explanation

The correct answer is B, the Narmada, shared by Gujarat, Madhya Pradesh, Maharashtra and Rajasthan. The Sardar Sarovar dam stands on the Narmada in Narmada district of Gujarat, and the Narmada Water Disputes Tribunal, whose award came in 1979, divided the water among these four states and fixed the dam's height. The project is also the one against which the Narmada Bachao Andolan campaigned on displacement and rehabilitation. Option A is wrong because the Tapi carries the Ukai and Kakrapar projects of Gujarat. Option C is wrong because the Mahi carries the Mahi Bajaj Sagar project of Rajasthan and the Kadana dam of Gujarat. Option D is wrong because the Chambal valley project, with Gandhi Sagar, Rana Pratap Sagar and Jawahar Sagar, is shared by Madhya Pradesh and Rajasthan alone.

Q11.GeographyHard

The Mahanadi water dispute, for which a tribunal was constituted in 2018, is between which two states?

  1. A.Odisha and Chhattisgarh
  2. B.Odisha and Andhra Pradesh
  3. C.Chhattisgarh and Madhya Pradesh
  4. D.Odisha and West Bengal
Show answer
Correct answer: A. Odisha and Chhattisgarh

Explanation

The correct answer is A, Odisha and Chhattisgarh. The Mahanadi rises in Chhattisgarh and flows into Odisha, where the Hirakud reservoir depends on its flow, so the barrages built upstream in Chhattisgarh brought a dispute that led the Union government to constitute a tribunal in 2018 under the Inter-State River Water Disputes Act, 1956. Option B is wrong because the dispute between Odisha and Andhra Pradesh concerns the Vansadhara, for which a separate tribunal was set up in 2010. Option C is wrong because Madhya Pradesh is not a riparian state of the Mahanadi, though it shares the Son and the Narmada with its neighbours. Option D is wrong because Odisha and West Bengal, with Jharkhand, are concerned with the Subarnarekha, not the Mahanadi. Odisha argued that the upstream structures reduced the flow into Hirakud in the lean season, and the tribunal was set up only after the talks between the two state governments failed.

Q12.GeographyMedium

Under which law does the Union government constitute a tribunal to decide an inter-state river water dispute?

  1. A.River Boards Act, 1956
  2. B.Inter-State River Water Disputes Act, 1956
  3. C.Environment (Protection) Act, 1986
  4. D.Water (Prevention and Control of Pollution) Act, 1974
Show answer
Correct answer: B. Inter-State River Water Disputes Act, 1956

Explanation

The correct answer is B, the Inter-State River Water Disputes Act, 1956. Passed under Article 262, this Act requires the Union government to constitute a tribunal when a state asks for one and the dispute cannot be settled by negotiation, and the award of the tribunal, once notified, has the force of a decree of the Supreme Court. The amendment of 2002 fixed time limits of one year to constitute a tribunal and three years, extendable by two, to make the award. Option A is wrong because the River Boards Act, 1956 provides for advisory boards for the development of a river valley, which have hardly been used. Option C is wrong because the Environment Protection Act is the umbrella environmental law. Option D is wrong because the Water Act of 1974 deals with pollution control boards, not with sharing water.

Frequently Asked Questions

Which is the longest dam in India?

The Hirakud dam on the Mahanadi in Odisha, when its earthen dykes on both flanks are counted with the main structure. It is also among the longest earthen dams in the world. The tallest dam in India is a different answer: the Tehri dam on the Bhagirathi in Uttarakhand, about 260 metres high.

Why is the Damodar Valley Corporation important in the exam?

Because it was India's first multipurpose river valley project, set up in 1948, and because it was consciously modelled on the Tennessee Valley Authority of the United States. It controls the Damodar, once called the sorrow of Bengal, through dams at Tilaiya, Konar, Maithon and Panchet in Jharkhand and West Bengal.

How are inter-state river water disputes settled in India?

Not by the ordinary courts. Article 262 lets Parliament provide for adjudication and bar the courts, and under the Inter-State River Water Disputes Act, 1956 the Union government constitutes a tribunal when a state requests one and negotiations fail. The tribunal's award, once notified, has the force of a decree of the Supreme Court.

Which states are parties to the Kaveri water dispute?

Karnataka, Tamil Nadu, Kerala and the Union Territory of Puducherry. The tribunal set up in 1990 gave its final award in 2007, the Supreme Court modified the shares in 2018, and a management authority with a regulation committee now supervises the monthly releases.

Which canal is the longest in India and where does it begin?

The Indira Gandhi Canal, formerly the Rajasthan Canal. It begins at the Harike barrage in Punjab, just below the confluence of the Sutlej and the Beas, and carries water south-west into the desert districts of Rajasthan, where it supports irrigation and drinking water supply.

What was the Narmada Bachao Andolan about?

It was the movement against the Sardar Sarovar project on the Narmada, which argued that raising the dam would submerge forest and farmland and displace villagers, mostly tribal, without proper rehabilitation. The dispute over the river's water itself was settled separately by the Narmada tribunal, whose award came in 1979.
