Awards notes for exams: the PVSM, AVSM and VSM, the Yudh Seva medals, the Sena and Jeevan Raksha series and how each differs from a gallantry award.

India honours its armed forces in two separate lines. One line rewards gallantry, the courage shown in a particular action, and gives the Param Vir Chakra, the Ashoka Chakra and the medals below them. The other line rewards distinguished service, the quality of a soldier's or an officer's work over a period of duty, and gives the Param Vishisht Seva Medal, the Ati Vishisht Seva Medal and the Vishisht Seva Medal. Candidates lose marks because the two lines sound alike and their abbreviations share letters. This note sets out the distinguished service medals in order, states when each was instituted and what it is given for, and then places the gallantry awards beside them so that the difference is fixed in memory.

The peacetime distinguished service medals

All three are open to every rank of the Army, the Navy and the Air Force. They are worn as post-nominal letters after the holder's name, which is why the names of senior officers in the newspapers carry strings such as PVSM, AVSM, VSM. The order is fixed: the Param Vishisht Seva Medal stands above the Ati Vishisht Seva Medal, which stands above the Vishisht Seva Medal, and the word Param always marks the highest of a set.

The wartime distinguished service medals

The Vishisht Seva medals reward service in peace. For distinguished service during war or an operation the three Yudh Seva medals were instituted in 1980: the Sarvottam Yudh Seva Medal for service of the most exceptional order, the Uttam Yudh Seva Medal for service of an exceptional order and the Yudh Seva Medal for service of a high order. They follow the same three steps and the word Yudh in the name is the clue that the award belongs to war.

The Param Vir Chakra, the Maha Vir Chakra and the Vir Chakra were instituted on 26 January 1950 with effect from 15 August 1947, and the medal was designed by Savitri Khanolkar. Major Somnath Sharma was its first recipient, posthumously, for the action at Badgam in Kashmir in November 1947. The peacetime gallantry awards were instituted in 1952 as the Ashoka Chakra Class I, Class II and Class III and were given their present names in 1967, the same year in which the Vishisht Seva medals were renamed. Gallantry and service awards are announced twice a year, on Republic Day and on Independence Day.

Medals for gallantry or devotion to duty in each service

  • Sena Medal for the Army, Nao Sena Medal for the Navy and Vayu Sena Medal for the Air Force, instituted in 1960; the word Nao marks the Navy and Vayu the Air Force.
  • Mention-in-Despatches, a notice of distinguished service in an operation, without a medal of its own.
  • The President's Police Medal for Distinguished Service and the Police Medal for Meritorious Service, instituted in 1951 for the police and the central armed police forces, with parallel medals for the fire service, home guards, civil defence and correctional services.
  • The Jeevan Raksha Padak series, for saving a life: the Sarvottam Jeevan Raksha Padak, the Uttam Jeevan Raksha Padak and the Jeevan Raksha Padak, open to civilians and administered by the Ministry of Home Affairs.

What to keep ready

Remember the three-step pattern that runs through every Indian decoration: Param or Sarvottam at the top, Ati or Uttam in the middle, and the plain name at the third step. Remember that Chakra belongs to gallantry and Seva Medal to service, that Yudh means war and Vishisht means peace, and that 1960 is the year of institution for the Vishisht Seva medals while 1980 is the year for the Yudh Seva medals.

Exam Point of View

Three question shapes cover this topic. The first asks which medal is highest, and the answer follows the pattern of Param or Sarvottam at the top, Ati or Uttam in the middle, and the plain name third. The second gives a medal and asks what it is awarded for, where the trap is to mix a Chakra, which is always gallantry, with a Seva Medal, which is always service; the second trap is Yudh for wartime against Vishisht for peacetime.
