Every state keeps one honour at the top of its list of decorations, given for service rather than for a rank or a battle, and objective papers ask for the pair: the country and the name of that honour. The set is small, the names are distinctive, and a candidate who has learnt twelve pairs will answer almost every question of this kind. What examiners add to the pairs are the rules of the Indian awards, which are asked as often as the names themselves, and the boundary between a civilian honour and a gallantry award, which is where most candidates slip.

The Indian national awards

India instituted the Bharat Ratna and the Padma series on the second of January 1954, during the presidency of Dr Rajendra Prasad. The Bharat Ratna stands at the top and was originally given for exceptional service in art, literature and science and for public service of the highest order; the criteria were widened in December 2011 to cover any field of human endeavour, which is how a sportsperson became eligible. Below it come three Padma awards in descending order: Padma Vibhushan for exceptional and distinguished service, Padma Bhushan for distinguished service of a high order, and Padma Shri for distinguished service. In the first year the Padma awards were a single decoration with three classes, and they were renamed into the present three awards in January 1955.

Three features of the Bharat Ratna are asked repeatedly. It carries no monetary grant: the recipient receives a sanad, a certificate signed by the President, and a medallion in the shape of a peepal leaf in toned bronze, bearing a sun on the obverse and the state emblem with the national motto on the reverse. Not more than three Bharat Ratna awards may be made in a year, and the honour may be awarded posthumously. And it is not a title, so it cannot be written before or after a recipient's name; the Supreme Court held in the Balaji Raghavan case that the national awards do not offend Article 18 of the Constitution, which abolishes titles, precisely because they are not titles.

The dates worth learning

Four institution years answer most questions. The Legion of Honour was instituted by Napoleon Bonaparte in 1802 and is the oldest of the set, which is why it is asked as the oldest as well as by country. The Order of St Andrew the Apostle was founded by Peter the Great in 1698, lapsed with the empire and was restored by the Russian Federation in 1998. The Presidential Medal of Freedom was established in 1963 by John F. Kennedy, replacing an earlier Medal of Freedom of 1945; the Congressional Gold Medal is the highest honour that the Congress of the United States itself confers, and the two are often confused. In the United Kingdom the Order of the Garter, founded by Edward the third in 1348, is the senior order of chivalry, while the George Cross, instituted in 1940, is the highest civilian decoration for gallantry.

Where candidates go wrong

The first trap is the gallantry award dressed as a civilian honour. India's Param Vir Chakra, Ashoka Chakra and Kirti Chakra are gallantry decorations, and of these only the Ashoka Chakra is given for valour away from the battlefield; none of them is the highest civilian honour. The second trap is the field award: the Dadasaheb Phalke Award is the highest honour in Indian cinema and the Arjuna and Dhyan Chand awards belong to sport, so they sit outside the civilian order of precedence. The third is the order of the Padma awards, which must be read as Vibhushan, then Bhushan, then Shri. Finally, remember that the Nobel Prize and the Magsaysay Award are international prizes, not the civilian honour of any state.

Exam Point of View

Three question types cover this topic. The first is a straight pair, naming a country and asking for its highest civilian honour, or naming an honour and asking for the country; Nishan-e-Pakistan, Legion of Honour, Presidential Medal of Freedom and Sri Lankabhimanya come up most often. The second is a rank question on the Indian awards, asking which is the second or third highest civilian honour, where the answer turns on the order Vibhushan, Bhushan, Shri. The third is a rule question on the Bharat Ratna: the year of institution, the maximum of three in a year, whether it can be awarded posthumously or to a non citizen, and whether it may be used as a title. Distractors are drawn from gallantry awards such as the Param Vir Chakra and from field awards such as the Dadasaheb Phalke Award, so check first whether the option is a civilian honour at all.
