Besides the national honours given by the Union Government, almost every Indian state confers its own awards. A state award is created by a government order of that state, carries a citation and a cash prize, and is usually handed over by the Governor or the Chief Minister on the state formation day or on the birth anniversary of a figure the state honours. Examiners like this topic because the answer is always a fixed pairing: the award with its state, or the award with its field. This note arranges the important state awards in exactly that way.
Why states give awards, and the rule of Article 18
Article 18 of the Constitution abolishes titles. It forbids the State from conferring any title except a military or academic distinction. In Balaji Raghavan versus Union of India, decided in 1996, the Supreme Court held that awards such as the Bharat Ratna and the Padma awards are not titles within the meaning of Article 18, because they recognise work and are not hereditary marks of rank. The same reasoning covers state awards. The practical rule that follows is important for exams: a recipient cannot use the name of the award as a prefix or a suffix to the name. A person may hold a state award and a national award at the same time, as the two are conferred by different governments.

Three of these sets are worth learning as sets, because a question often asks which of the three stands highest. Assam has Assam Baibhav, then Assam Saurav, then Assam Gaurav; the first Assam Baibhav was conferred on the industrialist Ratan Tata. Kerala has Kerala Jyothi, then Kerala Prabha, then Kerala Sree; the first Kerala Jyothi went to the writer M. T. Vasudevan Nair. West Bengal has Banga Bibhushan above Banga Bhushan. Karnataka, besides the Karnataka Ratna, gives the Rajyotsava Prashasti to a large number of people every year on Kannada Rajyotsava, the first of November.
State awards for literature
Several states run a literary honour of their own, separate from the Sahitya Akademi awards of the Union.
- Pampa Award, Karnataka: the highest literary honour of the state, instituted in 1987 and named after the Kannada poet Pampa.
- Ezhuthachan Puraskaram, Kerala: the state's highest honour for Malayalam literature, named after Thunchaththu Ezhuthachan, the father of Malayalam literature.
- Rabindra Puraskar, West Bengal: the state's oldest literary award, instituted in 1950 and named after Rabindranath Tagore.
- Kalidas Samman, Madhya Pradesh: instituted in 1980 for the classical arts, given by rotation to classical music, dance, theatre and the plastic arts.
- Maithili Sharan Gupt Samman for Hindi writing and Iqbal Samman for Urdu writing, both of Madhya Pradesh.
- Bharat Bharati Samman, Uttar Pradesh: the top award of the Uttar Pradesh Hindi Sansthan for Hindi literature.
State awards for music, dance and cinema
Madhya Pradesh is the state most often asked about here because it runs a whole family of awards named after artists. The Tansen Samman is given for Hindustani classical music and is tied to the Tansen Samaroh held at Behat near Gwalior, the birthplace of Tansen. The Lata Mangeshkar Award is for light music and the Kishore Kumar Samman for cinema. In the south, the Kalaimamani title is conferred by Tamil Nadu through its Iyal Isai Nataka Manram on artists of music, dance, theatre and cinema. Andhra Pradesh gives the Nandi Awards for Telugu cinema. Kerala has given its State Film Awards since 1969 and also the J. C. Daniel Award for lifetime contribution to Malayalam cinema, named after the maker of the first Malayalam film. Maharashtra gives the Raj Kapoor Award and the V. Shantaram Award for cinema.
What a state award carries
- A citation or prashasti patra, a medal or a shawl, and a cash prize fixed by the state government order.
- Conferment by the Governor or the Chief Minister, generally at a state function.
- No title, no change of name, and no official precedence of the kind an office carries.
- Eligibility is usually open to anyone whose work touches the state, not only to those born there.
Exam Point of View
Questions are nearly always a pairing: the award with its state (Gomant Vibhushan with Goa, Yash Bharti with Uttar Pradesh), the award with its field (Tansen Samman with Hindustani classical music, Kishore Kumar Samman with cinema) or the award with the year it was instituted. A second favourite is the order inside a set, as in which of Assam Baibhav, Assam Saurav and Assam Gaurav stands highest, or which of Kerala Jyothi, Kerala Prabha and Kerala Sree. Expect one question on Article 18 and on the 1996 Balaji Raghavan judgment whenever awards appear in a Polity paper. The common trap is the Madhya Pradesh family of awards being shifted to Maharashtra, because both begin with the same letter in Hindi, and the Lata Mangeshkar Award being attached to Maharashtra rather than Madhya Pradesh.
