Beyond the military gallantry decorations, India has a second family of awards for courage: the medals given to policemen and fire and correctional staff for their service, and the Jeevan Raksha Padak series given to anyone, in uniform or not, who risks their own life to save another. Examiners like this group because it is made of neat hierarchies with fixed names, and because candidates confuse it with the Chakra series. This note sets out each award, its classes, the ministry that administers it and the day on which it is announced.

First, keep the gallantry Chakras separate

The Chakra series is the gallantry series and is not part of the police or civilian bravery awards, but it must be fixed in mind because every question in this topic is built against it. The wartime gallantry awards, in order, are the Param Vir Chakra, the Maha Vir Chakra and the Vir Chakra, all instituted on 26 January 1950. The peacetime gallantry awards, in order, are the Ashoka Chakra, the Kirti Chakra and the Shaurya Chakra. The Ashoka Chakra is therefore the highest peacetime gallantry award, and it is important that it may be conferred on civilians as well as on service personnel, which is the single most useful fact in this topic.

The Jeevan Raksha Padak series

This is the civilian life-saving award, instituted in 1961 and administered by the Ministry of Home Affairs. It is given for a meritorious act of a humane nature in saving the life of a person from drowning, from fire, from electrocution, from a mine or a landslide and from similar danger. It is open to any person, in uniform or out of it, including women and children, and it may be awarded posthumously.

The names follow the familiar pattern of Indian award hierarchies: Sarvottam, meaning the best of all, stands above Uttam, meaning excellent, which stands above the plain Padak. The awards are announced on Independence Day, and the medal and the certificate are presented to the recipient by the state government, union territory administration or ministry concerned, rather than at a single ceremony in Delhi, which is a difference from the Padma awards that is sometimes asked.

Police and allied service medals

The medals for the police were instituted in 1951 and now run in two columns, one for gallantry and one for service. In each column the medal with the President's name is the higher award.

Parallel medals exist for the other uniformed services under the Ministry of Home Affairs: the President's Fire Service Medal and the Fire Service Medal, the Home Guard and Civil Defence Medals, and the Correctional Service Medals for prison staff. Gallantry medals of the police are announced on Independence Day and on Republic Day, while the service medals are announced on Republic Day and on Independence Day in the same way; candidates should remember that the gallantry list is the larger of the two and that the awards go to the state and central armed police forces alike.

Bravery awards for children

The National Bravery Award for children was instituted in 1957 and was for many years given by the Indian Council for Child Welfare, a voluntary body, with its own named awards within the scheme: the Bharat Award as the highest, the Geeta Chopra Award for a girl and the Sanjay Chopra Award for a boy, both named after the brother and sister killed in a kidnapping in Delhi in 1978, and the Bapu Gaidhani Awards. Since 2018 the government has brought bravery into the Pradhan Mantri Rashtriya Bal Puraskar, administered by the Ministry of Women and Child Development, in which bravery is one of the categories of the Bal Shakti Puraskar alongside innovation, scholastic achievement, social service, art and culture, and sport; the Bal Kalyan Puraskar in the same scheme honours adults and institutions working for children.

Awards for courage in communal violence and public life

  • Kabir Puraskar - instituted in 1990 and administered by the Ministry of Home Affairs, it is given for conspicuous courage and humanity in saving the lives and property of members of another community during communal violence. Like the Jeevan Raksha Padak, it has three classes.
  • National Communal Harmony Award - given by the National Foundation for Communal Harmony, for work promoting harmony rather than for a single act of rescue.
  • Padma awards - the civilian honours Padma Vibhushan, Padma Bhushan and Padma Shri recognise distinguished service in any field and are not bravery awards; a single act of rescue is not their ground.

Read a question in this topic by asking two things: was the act one of fighting an enemy or of saving a life, and was the person in uniform or not. An act against an armed adversary in peacetime goes to the Chakra series and may reach a civilian through the Ashoka Chakra; an act of rescue from fire or water goes to the Jeevan Raksha Padak series; a police officer's gallantry in the course of duty goes to the police gallantry medals. Nearly every wrong answer in this topic comes from crossing these three lines.

Exam Point of View

Examiners test three things here. First, the hierarchy within a family: Sarvottam above Uttam above the plain Padak, and the President's police medal above the plain one in each column. Second, the year and the ministry: 1950 for the Chakras under Defence, 1951 for the police medals, 1954 for the civilian honours, 1957 for the children's award, 1961 for the Jeevan Raksha Padak and 1990 for the Kabir Puraskar, with Home Affairs running most of this list. Third, and most often, the crossing of families, where a rescue from fire is offered against the Ashoka Chakra, or the Param Vir Chakra is offered to a civilian. Read the act in the stem: rescue goes to the Padak series, combat in peacetime to the Chakra series.
