A World Heritage Site is a place that UNESCO has entered on the World Heritage List because it carries what the Convention calls outstanding universal value, a value that belongs to all humanity and not to one country alone. For an exam this chapter is a memory chapter: the question is almost always a pair, a site with its state, a site with its builder, or a site with its year of inscription. The Convention behind the list

The Convention Concerning the Protection of the World Cultural and Natural Heritage was adopted by the General Conference of UNESCO in 1972 and came into force in 1975. UNESCO has its headquarters in Paris. India became a party to the Convention in 1977. A country first places a property on its own Tentative List, then nominates it. Cultural nominations are evaluated by ICOMOS, the International Council on Monuments and Sites, and natural ones by IUCN, the International Union for Conservation of Nature. The final decision rests with the World Heritage Committee, a body of twenty-one States Parties that meets once a year. Ten criteria are used, numbered i to vi for cultural value and vii to x for natural value; a site that satisfies both kinds is called a mixed site. A site under serious threat can be placed on the List of World Heritage in Danger, and India's Manas Wildlife Sanctuary stayed on that list from 1992 until 2011.

India's first sites, and the cultural list

India's first entries came in 1983: the Taj Mahal and Agra Fort in Uttar Pradesh, and the Ajanta and Ellora caves in Maharashtra. The list grew through the nineteen eighties with temple towns and cave groups, and from the year two thousand with cities, railways and archaeological parks.

Natural and mixed sites

The natural list is short and is asked through its animals. Kaziranga National Park in Assam, inscribed in 1985, protects the one-horned rhinoceros; Manas Wildlife Sanctuary in Assam and Keoladeo National Park at Bharatpur in Rajasthan were inscribed the same year, Keoladeo for its birds. The Sundarbans National Park in West Bengal, home of the Royal Bengal tiger in the mangroves, followed in 1987, and the Nanda Devi National Park in Uttarakhand in 1988, extended in 2005 to include the Valley of Flowers. The Western Ghats, a serial property spread over Kerala, Tamil Nadu, Karnataka and Maharashtra, were inscribed in 2012, and the Great Himalayan National Park in Kullu, Himachal Pradesh, in 2014. Khangchendzonga National Park in Sikkim, inscribed in 2016, is India's only mixed site, recognised for its peaks and for the sacred meaning the mountain holds for the people who live below it.

Cities, railways and recent entries

  • The Mountain Railways of India went on the list in three steps: the Darjeeling Himalayan Railway in 1999, the Nilgiri Mountain Railway in 2005 and the Kalka Shimla Railway in 2008.
  • The Chhatrapati Shivaji Terminus, Mumbai, was inscribed in 2004 and the Victorian Gothic and Art Deco Ensembles of Mumbai in 2018.
  • The Historic City of Ahmedabad, inscribed in 2017, is India's first World Heritage City; the walled Jaipur City followed in 2019.
  • Dholavira, a Harappan city in the Rann of Kutch in Gujarat known for its water reservoirs, was inscribed in 2021.
  • Santiniketan in West Bengal and the Sacred Ensembles of the Hoysalas at Belur, Halebid and Somanathapura came in 2023, the Moidams of the Ahom dynasty at Charaideo in Assam in 2024, and the Maratha Military Landscapes, a group of forts led by Raigad and Rajgad, in 2025.

The pairs examiners repeat

Maharashtra holds the largest number of Indian sites, with the Ajanta, Ellora and Elephanta caves, the Mumbai entries and a share of the Western Ghats. Rajasthan's Hill Forts, inscribed in 2013, are six: Chittorgarh, Kumbhalgarh, Ranthambore, Amber, Jaisalmer and Gagron, so Mehrangarh and Junagarh are the usual traps. The Capitol Complex at Chandigarh, designed by Le Corbusier, was inscribed in 2016 as part of a nomination shared with several countries. Papers also like the Great Living Chola Temples, whose oldest member is the Brihadisvara temple at Thanjavur, built by Rajaraja I.

Exam Point of View

Papers ask this topic as pairs. Expect site to state (Rani ki Vav to Gujarat, Ramappa temple to Telangana, Bhimbetka to Madhya Pradesh), site to year (the 1983 group, the 2021 and 2023 entries), and site to category (which is natural, which is the only mixed site). Other favourites are the year of the Convention, India's year of ratification, the advisory bodies ICOMOS and IUCN, the first World Heritage City of India, and the six Hill Forts of Rajasthan. The commonest trap is a famous monument that is not on the list at all, such as Mehrangarh Fort or the Charminar, placed among genuine entries.
