Heritage and Tourism Schemes: PRASHAD and Swadesh Darshan — GK24 title card

India earns from its monuments, temples and festivals, and the central government runs a set of schemes to repair, connect and market them. Examiners like these schemes because each one has a full form, a launch year and, most important, a ministry attached to it, and because the acronyms are easy to confuse. The three names that appear most often are Swadesh Darshan, which builds theme-based tourist circuits, PRASHAD, which develops pilgrimage towns, and HRIDAY, which was meant for heritage cities. The first two belong to the Ministry of Tourism, while HRIDAY was run by the urban ministry, and that single difference decides many questions.

Swadesh Darshan

Swadesh Darshan was launched in the year 2014-15 as a central sector scheme of the Ministry of Tourism, which means the whole cost is met by the centre, and its aim was the integrated development of tourist circuits built around a theme. Fifteen thematic circuits were identified for the purpose, among them the Buddhist Circuit, the Ramayana Circuit, the Krishna Circuit, the Himalayan Circuit, the North East Circuit, the Coastal Circuit, the Desert Circuit, the Tribal Circuit, the Eco Circuit, the Wildlife Circuit, the Rural Circuit, the Spiritual Circuit, the Heritage Circuit, the Tirthankar Circuit and the Sufi Circuit. A circuit groups several destinations in one or more states so that a traveller can move between them, and the money is spent on approach roads, wayside amenities, interpretation centres, lighting, signage and solid waste management rather than on the monuments themselves. In 2022 the scheme was recast as Swadesh Darshan 2.0, which turned the approach from circuits to individual destinations, choosing places for development on a competitive basis and asking state governments to plan each destination as a whole.

PRASHAD

PRASHAD was also launched in 2014-15 by the Ministry of Tourism, as the National Mission on Pilgrimage Rejuvenation and Spiritual Augmentation Drive, and it is likewise fully funded by the centre. The scheme was renamed in 2017 as the National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive, adding the word heritage to the full form, which is why the spelling PRASHAD now carries an extra letter. It develops the infrastructure of pilgrimage and heritage towns: queue management, bathing ghats, cloakrooms, drinking water, toilets, illumination and tourist facilitation centres. Among the places identified in its first list were Amritsar, Ajmer, Dwarka, Mathura, Varanasi, Gaya, Puri, Amaravati, Kanchipuram, Velankanni, Kedarnath and Kamakhya, and the list has grown since.

HRIDAY

HRIDAY, the Heritage City Development and Augmentation Yojana, was launched on 21 January 2015 by the Ministry of Urban Development, now the Ministry of Housing and Urban Affairs. It was not a tourism scheme in the narrow sense: its purpose was the planned development of the old core of a heritage city, with attention to water supply, sanitation, drainage, roads, street furniture and the conservation of heritage buildings in the same neighbourhood. The scheme was given an outlay of five hundred crore rupees and covered twelve cities, namely Ajmer, Amaravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal. Its period of operation has since ended, but the twelve cities and the ministry remain standard examination facts.

The other schemes and campaigns

  • Adopt a Heritage, announced on World Tourism Day in 2017, lets companies and individuals take up the upkeep and visitor amenities of a monument under corporate social responsibility; the adopting body is called a Monument Mitra. A revised version, Adopt a Heritage 2.0, was brought out in 2023 under the Ministry of Culture and the Archaeological Survey of India.
  • Incredible India, the marketing campaign of the Ministry of Tourism, began in 2002 and made Indian tourism a recognised brand abroad.
  • Atithi Devo Bhava is the campaign that trains taxi drivers, guides and hotel staff in courtesy towards tourists, taking its name from the Sanskrit saying that the guest is like God.
  • Dekho Apna Desh, begun in 2020, encourages Indians to travel within their own country and runs a long series of webinars on Indian destinations.
  • Seva Bhoj Yojana of the Ministry of Culture, begun in 2018, refunds the central share of goods and services tax on raw food items used by charitable religious institutions to serve free food to devotees.
  • The National Culture Fund, set up in 1996, and the National Mission on Monuments and Antiquities, begun in 2007, are the Ministry of Culture's instruments for conservation and documentation.
  • Lighthouses on the Indian coast are being developed as tourist attractions by the Ministry of Ports, Shipping and Waterways, a reminder that tourism schemes are not run by the tourism ministry alone.
  • National Tourism Day is observed on 25 January and World Tourism Day on 27 September.

Exam Point of View

The questions are nearly always of the matching kind: scheme with ministry, scheme with year, or acronym with full form. The three facts that decide the mark are that Swadesh Darshan and PRASHAD belong to the Ministry of Tourism while HRIDAY belonged to the urban development ministry, that HRIDAY covered twelve cities and was launched on 21 January 2015, and that the extra H in PRASHAD stands for heritage, added when the scheme was renamed in 2017. Beyond these, remember the names of the thematic circuits, since a question may ask which of four circuits is not part of Swadesh Darshan, and remember the term Monument Mitra for Adopt a Heritage. The common trap is to attach HRIDAY to the Ministry of Tourism or Ministry of Culture because the word heritage appears in its name.

Practice MCQs on this topic

Q1.Art & CultureEasy

The Swadesh Darshan scheme for the development of theme-based tourist circuits is run by which ministry?

  1. A.Ministry of Culture
  2. B.Ministry of Tourism
  3. C.Ministry of Housing and Urban Affairs
  4. D.Ministry of Home Affairs
Show answer
Correct answer: B. Ministry of Tourism

Explanation

The correct answer is B, Ministry of Tourism. Swadesh Darshan was launched in 2014-15 as a central sector scheme of the Ministry of Tourism, which means the entire expenditure is borne by the central government, and its purpose is the integrated development of tourist circuits built around a theme such as Buddhism, the Ramayana or the coast. Option A is wrong because the Ministry of Culture runs conservation and art promotion schemes such as the National Culture Fund and Seva Bhoj Yojana, not this one. Option C is wrong because the Ministry of Housing and Urban Affairs ran HRIDAY, the heritage city scheme, and runs urban missions such as AMRUT and the Smart Cities Mission. Option D is wrong because the Ministry of Home Affairs has no role in tourism circuit development.

Q2.Art & CultureMedium

The HRIDAY scheme, launched in January 2015 for heritage cities, was launched by which ministry?

  1. A.Ministry of Tourism
  2. B.Ministry of Culture
  3. C.Ministry of Urban Development
  4. D.Ministry of Environment, Forest and Climate Change
Show answer
Correct answer: C. Ministry of Urban Development

Explanation

The correct answer is C, Ministry of Urban Development, which is today called the Ministry of Housing and Urban Affairs. HRIDAY, the Heritage City Development and Augmentation Yojana, was launched on 21 January 2015 to develop the old core of twelve heritage cities, dealing with water supply, sanitation, drainage, roads, street furniture and the conservation of heritage buildings in the same area. Option A is wrong because the Ministry of Tourism runs Swadesh Darshan and PRASHAD, which are often confused with HRIDAY. Option B is wrong because the Ministry of Culture handles monuments through the Archaeological Survey of India but did not run this urban scheme. Option D is wrong because the environment ministry has no part in it, though heritage city plans must respect environmental clearances.

Q3.Art & CultureMedium

In the name of the PRASHAD scheme, what does the letter H stand for?

  1. A.Housing
  2. B.Heritage
  3. C.Highways
  4. D.Hospitality
Show answer
Correct answer: B. Heritage

Explanation

The correct answer is B, Heritage. The scheme began in 2014-15 as PRASAD, the Pilgrimage Rejuvenation and Spiritual Augmentation Drive, and was renamed in 2017 as the National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive. The addition of the word heritage gave the acronym its extra H, so the spelling used in current papers is PRASHAD, and the scheme now covers heritage destinations along with pilgrimage towns. Option A is wrong because housing belongs to the name of the ministry that ran HRIDAY, not to this scheme. Option C is wrong because highways are built under separate schemes of the road transport ministry. Option D is wrong because hospitality, though related to tourism, does not appear in the full form of the mission.

Q4.Art & CultureMedium

How many cities were selected for development under the HRIDAY scheme?

  1. A.8
  2. B.12
  3. C.20
  4. D.28
Show answer
Correct answer: B. 12

Explanation

The correct answer is B, 12. HRIDAY covered twelve heritage cities with an outlay of five hundred crore rupees, namely Ajmer, Amaravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal. Several of these names also appear in the first list of the PRASHAD scheme, so the count of twelve should be learnt along with the less familiar entries Badami in Karnataka and Warangal in Telangana. Option A is wrong because eight is not the figure for any phase of the scheme. Option C is wrong because twenty is often confused with the number of cities in other urban missions. Option D is wrong because twenty-eight is the number of states of India and is placed here only as a distractor, since it has nothing to do with the list of heritage cities.

Q5.Art & CultureMedium

Under the Adopt a Heritage scheme, the company or individual that adopts a monument for its upkeep and visitor amenities is called

  1. A.Monument Mitra
  2. B.Heritage Sakhi
  3. C.Virasat Prahari
  4. D.Smarak Sevak
Show answer
Correct answer: A. Monument Mitra

Explanation

The correct answer is A, Monument Mitra. Adopt a Heritage was announced on World Tourism Day in 2017 by the Ministry of Tourism along with the Ministry of Culture and the Archaeological Survey of India, and it allows a company, trust or individual to take up a monument and pay for its drinking water, toilets, signage, lighting and other visitor facilities as part of corporate social responsibility. Such a body is called a Monument Mitra, and a revised version of the scheme was issued in 2023. Option B is wrong because Heritage Sakhi is not a term used in the scheme. Option C is wrong because Virasat Prahari is not the official name of any such role. Option D is wrong because Smarak Sevak, though it means a monument helper, is not the term in the guidelines.

Q6.Art & CultureEasy

The Incredible India campaign of the Ministry of Tourism was launched in which year?

  1. A.1998
  2. B.2002
  3. C.2010
  4. D.2015
Show answer
Correct answer: B. 2002

Explanation

The correct answer is B, 2002. Incredible India was launched by the Ministry of Tourism in 2002 as an international marketing campaign, and its advertisements in foreign magazines and on television turned Indian tourism into a recognised brand, with the exclamation mark in the logo forming the letter I. The campaign has since had further editions. Option A is wrong because no such campaign existed in 1998, when tourism promotion was carried out without a single brand. Option C is wrong because 2010 is the year of the Commonwealth Games in Delhi, which gave tourism a push but did not launch this campaign. Option D is wrong because 2015 is the year HRIDAY was launched and the year the cabinet cleared Swadesh Darshan, not the year of Incredible India.

Q7.Art & CultureHard

Swadesh Darshan 2.0, announced in 2022, changed the approach of the scheme from

  1. A.Destinations to circuits
  2. B.Circuits to destinations
  3. C.Cities to villages
  4. D.Domestic to foreign tourists
Show answer
Correct answer: B. Circuits to destinations

Explanation

The correct answer is B, circuits to destinations. The original Swadesh Darshan spread its money along fifteen themed circuits, each linking several places and often several states, and experience showed that the spending became thin and scattered. Swadesh Darshan 2.0, announced in 2022, therefore selects individual destinations, in part through a challenge-based process, and asks the state government to prepare an integrated plan for each destination covering connectivity, amenities, skills and local participation. Option A is wrong because it reverses the change that actually took place. Option C is wrong because the shift was not from cities to villages, although a separate best tourism village competition exists. Option D is wrong because the scheme serves domestic and foreign visitors alike and the revision did not change that.

Q8.Art & CultureEasy

National Tourism Day is observed in India on which date?

  1. A.25 January
  2. B.27 September
  3. C.18 April
  4. D.5 June
Show answer
Correct answer: A. 25 January

Explanation

The correct answer is A, 25 January. National Tourism Day is observed in India on 25 January every year to spread awareness of the importance of tourism for the economy and for employment, and the Ministry of Tourism marks it with a theme and with events at destinations. Option B is wrong because 27 September is World Tourism Day, observed by the United Nations tourism body, and it was on that day in 2017 that Adopt a Heritage was announced. Option C is wrong because 18 April is World Heritage Day, also called the International Day for Monuments and Sites. Option D is wrong because 5 June is World Environment Day. Candidates should keep these four dates apart, since they are regularly set against one another in the same question.

Q9.Art & CultureHard

The Seva Bhoj Yojana, which refunds the central share of goods and services tax on raw food items used by charitable religious institutions to serve free food, is a scheme of the

  1. A.Ministry of Tourism
  2. B.Ministry of Culture
  3. C.Ministry of Finance
  4. D.Ministry of Consumer Affairs, Food and Public Distribution
Show answer
Correct answer: B. Ministry of Culture

Explanation

The correct answer is B, Ministry of Culture. Seva Bhoj Yojana was begun in 2018 by the Ministry of Culture to lighten the burden on temples, gurudwaras, dargahs, churches, monasteries and other charitable religious institutions that distribute free food, known as prasad, langar or bhandara, by reimbursing the central share of the goods and services tax paid on ingredients such as ghee, flour, sugar and pulses. Option A is wrong because the tourism ministry runs Swadesh Darshan, PRASHAD and the publicity campaigns. Option C is wrong because the finance ministry frames the tax but the reimbursement scheme is administered by the culture ministry. Option D is wrong because the food and public distribution ministry handles the public distribution system and buffer stocks, not this refund.

Q10.Art & CultureMedium

The Dekho Apna Desh initiative of the Ministry of Tourism, meant to encourage Indians to travel within their own country, was launched in which year?

  1. A.2014
  2. B.2017
  3. C.2020
  4. D.2023
Show answer
Correct answer: C. 2020

Explanation

The correct answer is C, 2020. Dekho Apna Desh was launched by the Ministry of Tourism in January 2020 to persuade Indian travellers to see their own country first, and it became better known through a long series of webinars on Indian destinations, crafts and cuisines that were held when travel was restricted. A pledge to visit a set number of destinations within India was also part of it. Option A is wrong because 2014-15 is when Swadesh Darshan and PRASHAD were launched. Option B is wrong because 2017 is the year of Adopt a Heritage and of the renaming of PRASAD as PRASHAD. Option D is wrong because 2023 is the year of Adopt a Heritage 2.0, not of this campaign, though its webinars continued in that year.

Q11.Art & CultureMedium

Which of the following is NOT one of the thematic circuits identified under the Swadesh Darshan scheme?

  1. A.Buddhist Circuit
  2. B.Ramayana Circuit
  3. C.Industrial Circuit
  4. D.Sufi Circuit
Show answer
Correct answer: C. Industrial Circuit

Explanation

The correct answer is C, Industrial Circuit. The fifteen themes identified under Swadesh Darshan are tied to faith, nature, culture and landscape, and industry is not among them. The list includes the Buddhist, Ramayana, Krishna, Himalayan, North East, Coastal, Desert, Tribal, Eco, Wildlife, Rural, Spiritual, Heritage, Tirthankar and Sufi circuits. Option A is wrong as an answer because the Buddhist Circuit is one of the best known of them, linking Bodh Gaya, Sarnath, Kushinagar and Sanchi. Option B is wrong because the Ramayana Circuit connects Ayodhya, Chitrakoot, Shringverpur and other places of the epic. Option D is wrong because the Sufi Circuit, covering dargahs and khanqahs, is also on the list, and the Tirthankar Circuit covers Jain sites associated with the twenty-four Tirthankaras, so three of the four options named here are genuine circuits.

Frequently Asked Questions

What is the difference between Swadesh Darshan and PRASHAD?

Both are central sector schemes of the Ministry of Tourism launched in 2014-15, but their subject differs. Swadesh Darshan develops tourist circuits built around a theme, such as the Buddhist or Ramayana circuit, linking several destinations across states. PRASHAD develops the infrastructure of individual pilgrimage and heritage towns, such as ghats, queue lines, drinking water and toilets at places of worship.

Which ministry runs the HRIDAY scheme?

HRIDAY, the Heritage City Development and Augmentation Yojana, was launched on 21 January 2015 by the Ministry of Urban Development, which is today the Ministry of Housing and Urban Affairs. Although its name carries the word heritage, it was an urban development scheme and not a scheme of the tourism or culture ministry, and this is the point most often tested.

What does the extra H in PRASHAD stand for?

When the scheme was launched in 2014-15 it was called PRASAD, for Pilgrimage Rejuvenation and Spiritual Augmentation Drive. In 2017 it was renamed the National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive, and the word heritage gave the acronym its additional H, so the correct spelling in current papers is PRASHAD.

How many cities were covered under HRIDAY and which were they?

Twelve cities were covered with an outlay of five hundred crore rupees: Ajmer, Amaravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal. Several of these appear in the PRASHAD list as well, which is why candidates should remember the count of twelve along with the less familiar names, Badami and Warangal.

What is a Monument Mitra?

A Monument Mitra is a company, trust or individual that adopts a monument or a heritage site under the Adopt a Heritage scheme, announced in 2017, and pays for its visitor amenities and upkeep as part of corporate social responsibility. The adoption does not transfer ownership; the monument stays with the Archaeological Survey of India or the concerned state authority.

What changed in Swadesh Darshan 2.0?

The revised scheme, announced in 2022, moved the focus from circuits to destinations. Instead of spreading money along a themed circuit crossing several states, the centre now selects individual destinations, in part through a challenge-based process, and asks the state to prepare an integrated plan covering connectivity, amenities, skills and local participation for that destination.
