Why in News

On 24 September 2026 the Department of Empowerment of Persons with Disabilities set out its preparations for Special Campaign 6.0, the DARPG drive on cleanliness and pendency that runs from 2 to 31 October 2026.

The Department of Empowerment of Persons with Disabilities (DEPwD), which works under the Ministry of Social Justice and Empowerment, has begun getting ready for Special Campaign 6.0, the government-wide drive to clear pending matters and to keep offices clean. The campaign has been launched by the Department of Administrative Reforms and Public Grievances (DARPG), and its purpose is to make Swachhata a part of everyday governance rather than a once-a-year exercise.

The two phases

The drive is built in two stages. The preparatory phase runs from 16 to 30 September 2026, when offices identify the files, references and grievances they will take up. The implementation phase runs from 2 to 31 October 2026, when that pendency is actually disposed of. This year the drive puts special weight on the collection, segregation and disposal of e-waste.

What the department has put in place

DEPwD has nominated a Nodal Officer for itself, and every subordinate and attached office, public sector undertaking and autonomous body under its administrative control has been asked to name its own Nodal Officer and to list pending matters against the parameters that DARPG prescribes.

What the previous campaign achieved

  • 11,972 physical files and documents were digitised and weeded out.
  • About 15,588 square feet of office space was freed for use.
  • Revenue of 14,47,619 rupees was generated from disposal.
  • 64 cleanliness drives were organised, indoors and outdoors, across the country.

Those results are from Special Campaign 5.0, held from 2 to 31 October 2025, in which the department and its organisations met the targets set for them. The work did not stop when that month ended. Following DARPG's guidelines, DEPwD and its organisations have carried out cleanliness and pendency-reduction activities every month since November 2025, and they upload what they achieve on the Special Campaign 6.0 portal, known as SCDPM.

Why the drive matters

The campaign treats old files, redundant material and pending cases as resources rather than clutter. Space can be put back to use, records can be digitised, obsolete equipment can be disposed of responsibly, and decisions that have waited too long can finally be taken. That is the sense in which the department describes the exercise as turning pendency into productivity and waste into resource.
