On 6 October 2026 Union Environment Minister Bhupender Yadav addressed the Leaders Plenary of the UNFCCC Pre-COP31 in Fiji, calling for equity, CBDR-RC and equal attention to adaptation, mitigation and means of implementation.
Union Minister for Environment, Forest and Climate Change Bhupender Yadav is leading the Indian delegation at the UNFCCC Pre-COP31 meetings, co-hosted by Australia, Fiji and Tuvalu. Addressing the Leaders' Plenary at Fiji on 6 October 2026, he asked for equal attention to adaptation, mitigation and means of implementation as the world moves towards COP31.
India's position
The Minister said the principles of Equity and Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC) must be upheld in letter and spirit if climate action is to be meaningful and sustained across countries. There cannot be a one-size-fits-all pathway, he argued: local studies and assessments are what reveal the problems of a particular area, and those findings in turn show which mitigation and adaptation measures are needed, and how much money and capacity they demand.
An offer to the Pacific
India, with its long coastline and islands, understands the difficulties of Pacific Island Countries, the Minister said. He pointed to the knowledge base built by Indian institutions in ocean science, naming the Indian Space Research Organisation (ISRO), the National Centre for Sustainable Coastal Management (NCSCM) and the National Centre for Coastal Research (NCCR). India's strengths, he listed, include:
- Vulnerability assessment of coasts and mapping of shoreline changes.
- Marine spatial plans and integrated management plans for coastal areas.
- Unlocking the potential of the Blue Economy.
- Space-based applications for shoreline monitoring, inundation assessment, cyclone and extreme-weather early warning, and climate-risk assessment.
He offered to share this expertise with India's Pacific partners, with whom the country already works on health and wellness, renewable energy, resilient infrastructure, early warning, information technology, agriculture and capacity building.
The Tuvalu example
Recalling his visit to Tuvalu, the Minister said the Tuvalu Coastal Adaptation Project showed how international cooperation, and in particular the provision of means of implementation, turns into real resilience on the ground. The experience, he said, reinforced the value of local solutions to emerging climate challenges.
