Why in News

On 6 October 2026 the Ministry of Steel announced a Steel Industry Safety Council chaired by its Secretary, and released its half-yearly review of the steel sector showing crude steel output up 2.9 per cent and consumption up 7.5 per cent.

The Ministry of Steel brought out its review of the steel sector on 6 October 2026, covering the first half of the financial year and resting on provisional Joint Plant Committee (JPC) data for September 2026. Along with the output and trade numbers, it announced a new safety architecture for the industry.

A safety council and a directorate

The ministry has decided to create a Steel Industry Safety Council (SISC) as an apex body, chaired by the Secretary, Ministry of Steel, to tighten safety standards, prevent accidents and build a safety culture across steel making. A Steel Industry Safety Directorate (SISD) will do the technical work under the council: safety audits, enquiries into serious incidents and the issue of standards suited to Indian conditions. Its remit covers iron and steel producers as well as the mines of central public sector enterprises. Separately, SAIL has switched on an AI-based surveillance system at Hot Strip Mill-2 of its Rourkela Steel Plant, where 10 internet protocol cameras and computer vision spot workers without helmets and raise an automatic alarm.

How the sector performed

Crude steel production in April to September 2026 was 2.9 per cent higher than in the same months of 2025, hot metal 2.5 per cent higher and finished steel 3.7 per cent higher. Demand grew faster than supply: consumption of finished steel was up 7.5 per cent over the half year. Both imports and exports of finished steel rose, but by quantity India remained a net importer of finished steel through April to September 2026. Prices of long and flat products alike, from 10 mm TMT bars to galvanised plain sheet, were dearer than a month and a year earlier; the ministry quotes averages for Kolkata, Delhi, Mumbai and Chennai inclusive of GST. Among raw materials, iron ore fines of NMDC held at Rs 4,500 a tonne and manganese ore lump of MOIL at Rs 17,603 a tonne.

NMDC and SAIL projects

NMDC has commissioned a pellet plant of 2 MTPA at Nagarnar in Chhattisgarh, which completes an integrated project worth Rs 5,427 crore. The project also takes in an iron ore processing plant at Bacheli and a slurry pipeline 135 km long with a capacity of 15 MTPA, and the pellet plant uses Straight Grate Induration technology to add value to the fines and slimes of Bailadila ore while cutting road movement. The company mined 4.04 Mt of iron ore in September 2026, 8 per cent more than a year earlier, taking the half-year total to 27.3 Mt, a gain of close to 23 per cent. SAIL and Bharat Coking Coal Limited have signed a memorandum to jointly develop and run two coal blocks in West Bengal, the Indikatta Ramnagore block of SAIL and the East of Damagoria or Kalyaneshwari block of BCCL, to widen domestic sources of coking coal.

Green steel

Under the ministry Green Steel Initiative, 101 separate producers have received Green Steel Certificates in the lists issued up to September 2026, covering TMT bars, coils, plates, wire rods and pipes, with most certified products rated five star. Jadavpur University, working with SAIL, DVC and HURL, is setting up a Centre of Excellence for green hydrogen research at a cost of Rs 8.18 crore, one of four cleared by the Ministry of New and Renewable Energy under the National Green Hydrogen Mission.
