21st Maritime State Development Council Meets in Mumbai
The 21st Maritime State Development Council met in Mumbai on 13 October 2026, its first sitting as a statutory body, and cleared two shipbuilding insurance covers.

Why in News
The 21st Maritime State Development Council meeting concluded at Mumbai on 13 October 2026, the first after the Council became a statutory consultative body under the Indian Ports Act, 2025, and it launched two credit risk insurance policies for shipbuilders.
The twenty-first meeting of the Maritime State Development Council (MSDC) ended in Mumbai, chaired by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal. This was the first sitting of the Council after it became a statutory consultative body under the Indian Ports Act, 2025, which was notified on 15 May 2026. The Council itself is much older: it was first set up in 1997, and it now carries a wider mandate covering joint policy making and planned growth of maritime infrastructure.
Who took part
Ministers of coastal states, administrators of Union Territories, officials of State Maritime Boards, chairpersons of major ports and representatives of central ministries attended. Among the ministers present were Gujarat Finance Minister Kanubhai Desai, Goa Ports Minister Digambar V. Kamat, Maharashtra Fisheries and Ports Development Minister Nitesh Rane and Puducherry Minister Malladi Krishna Rao. Before the meeting, delegates were taken to the cruise terminal of the Mumbai Port Authority and to Jawaharlal Nehru Port Authority.
Decisions taken
- The Council adopted the targets of Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047, which together list more than 500 initiatives across ports, shipping, inland waterways, shipbuilding and green shipping.
- One Nation One Port Process reforms are to reach every port by March 2027, and every port must also join the Maritime Single Window, called Sagar Setu, by the same deadline. Mr Sonowal released a Ready Reckoner to guide ports through the change.
- Port tariffs must now be published electronically so that users can compare them.
- States and Union Territories were told to notify subordinate rules under Section 77 of the Act within three months, and draft MSDC Regulations on port data and tariff transparency were approved.
- States were asked to build port-linked industrial regions offering ready land, plug-and-play facilities and quick clearances.
Two new insurance covers for shipyards
The minister announced two credit risk insurance products for shipbuilders under the National Shipbuilding Mission. The Shipbuilding Project Credit Risk Insurance Policy, prepared by ECGC Ltd, will cover export orders, while the Business Credit Shield Policy for Shipbuilders, prepared by The New India Assurance Company, will cover domestic orders. The government will subsidise the premium and will also back insurers if a shipyard files a claim. Both policies come under the Shipbuilding Development Scheme and are meant to protect yards from a missed milestone payment stalling a long project.

Practice Questions
In which city was the 21st Maritime State Development Council (MSDC) meeting held?
- A.Chennai
- B.Mumbai
- C.Kochi
- D.Visakhapatnam
Show answer
Explanation
The correct answer is Mumbai. The twenty-first meeting of the Maritime State Development Council was held in Mumbai, where delegates were also taken on study visits to the cruise terminal of the Mumbai Port Authority and to Jawaharlal Nehru Port Authority before the session began. Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal chaired the meeting, which was the first one held after the Council became a statutory consultative body under the Indian Ports Act, 2025. Chennai, Kochi and Visakhapatnam are wrong. Each of them does have a major port whose chairperson attended the meeting, because chairpersons of major ports such as Chennai, Cochin and Visakhapatnam were among the participants, but none of these cities hosted the session. Candidates should link the edition number, the host city and the chairperson together, since questions on councils of this kind usually ask for one of the three.
Under which law did the Maritime State Development Council become a statutory consultative body?
- A.The Major Port Authorities Act, 2021
- B.The Indian Ports Act, 2025
- C.The Merchant Shipping Act, 2024
- D.The Inland Vessels Act, 2021
Show answer
Explanation
The correct answer is the Indian Ports Act, 2025. The Council was recognised as a statutory consultative body under this Act, which was notified on 15 May 2026, and the Mumbai session was the first one it held in that new character. The Council is not new in itself, as it was originally constituted in 1997, but the Act gave it a legal foundation and a wider mandate to promote integrated maritime growth, coordinated policy making and planned development of maritime infrastructure. States and Union Territories were directed by this meeting to notify subordinate rules under Section 77 of the same Act within three months. The other three options name laws that were not cited as the source of the Council's statutory status in this decision, so they are incorrect. Remember the pairing of the Council with the Indian Ports Act and with its notification date.
Which organisation developed the Shipbuilding Project Credit Risk Insurance Policy announced at the 21st MSDC meeting?
- A.The New India Assurance Company
- B.ECGC Ltd
- C.Life Insurance Corporation of India
- D.General Insurance Corporation of India
Show answer
Explanation
The correct answer is ECGC Ltd. Two credit risk insurance products for shipyards were announced at the meeting under the National Shipbuilding Mission, both framed under the Shipbuilding Development Scheme. The Shipbuilding Project Credit Risk Insurance Policy was developed by ECGC Ltd and covers export projects. Option A, The New India Assurance Company, is the insurer behind the other product, the Business Credit Shield Policy for Shipbuilders, which protects domestic projects, so it is a close but wrong choice here. Options C and D name insurers that had no role in these two policies. The government will subsidise the premium on both covers and will support the insurers if a shipyard files a claim, the aim being that a single delayed milestone payment does not stall a long shipbuilding project. Candidates should keep the export and domestic split clearly in mind.
By when are One Nation One Port Process reforms to be implemented at all ports, as decided by the 21st MSDC?
- A.March 2026
- B.December 2026
- C.March 2027
- D.March 2030
Show answer
Explanation
The correct answer is March 2027. The Council resolved that the One Nation One Port Process reforms, which include One Nation One Documentation, port process re-engineering and inter-ministerial process reforms, must be in place at every port by March 2027. It further decided that all ports must integrate with the Maritime Single Window, known as Sagar Setu, by the same date, so that documentation and clearances move through unified digital processes across the country. To help ports apply the change uniformly, the minister released a Ready Reckoner for implementing these reforms, which also gathers the relevant central circulars. The other options are wrong because no earlier or later deadline was set for this package of reforms. The vision targets adopted at the same meeting carry their own horizons, namely Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047, which should not be confused with this reform deadline.
