Why in News

On 13 October 2026 DARPG released the 53rd monthly CPGRAMS report for Central Ministries and Departments and the 50th CPGRAMS report for States and Union Territories, both covering September 2026.

The Department of Administrative Reforms and Public Grievances (DARPG) brought out its monthly review of the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) for September 2026. Two documents were issued together on 13 October 2026: the 53rd report on Central Ministries and Departments, and the 50th report on States and Union Territories.

How the Central Secretariat performed

Central Ministries and Departments settled 2,38,579 grievances during the month, while 2,27,837 fresh cases reached the portal. Cases still open at the Centre numbered 85,687. Monthly disposal in the Central Secretariat has stayed above one lakh for 51 months without a break, and the average time taken to close a case in 2026 works out to 13 days. The reports form part of a ten-step reform plan that DARPG follows to cut delay and improve the quality of replies.

Where the complaints went

Three offices accounted for about 35 per cent of the month's grievances: the Ministry of Labour and Employment with 37,492, the Banking Division of the Department of Financial Services with 31,968, and the Railway Board with 9,914. On the appeals side, 48,653 appeals came in and 42,116 were decided, leaving 23,230 awaiting a decision. New registrations on the portal touched 92,822 for the month, the largest share of them from Uttar Pradesh.

States and Union Territories

The 50th report puts receipts for States and UTs at 99,134 and disposals at 1,15,168, the best monthly figure of the year. Uttar Pradesh closed the most cases at 45,970, ahead of Andhra Pradesh with 8,340 and Haryana with 6,437. Cases pending with States and UTs stood at 2,37,128 on 30 September 2026. West Bengal finished linking its own system to the portal on 22 September 2026.

Rankings and training

In the Grievance Redressal Assessment and Index (GRAI), the Department of Posts, the Insurance Division of the Department of Financial Services and the Department of Telecommunications led Group A, which covers offices drawing 500 or more grievances. The Ministry of Textiles, the Ministry of Heavy Industries and the Ministry of Tourism led Group B. Under the Sevottam Scheme, 1,312 training courses have been run over five financial years, covering about 43,738 officers.

Practice Questions

Q1.Reports & IndicesMedium

How many grievances were redressed by Central Ministries and Departments in September 2026, as per the 53rd CPGRAMS monthly report?

  1. A.2,27,837
  2. B.2,38,579
  3. C.1,15,168
  4. D.85,687
Show answer
Correct answer: B. 2,38,579

Explanation

The correct answer is 2,38,579. The 53rd monthly CPGRAMS report brought out by DARPG for September 2026 puts the number of grievances closed by Central Ministries and Departments at 2,38,579 for the month. Option A, 2,27,837, is the count of fresh cases that reached the portal in the same month, so it is the receipts figure and not the disposal figure; note that disposals were higher than receipts, which is why pendency fell. Option C, 1,15,168, belongs to the companion 50th report on States and Union Territories, where that many cases were closed against 99,134 received, and it therefore has nothing to do with the Central Secretariat. Option D, 85,687, is the number of cases still open with Central Ministries at the end of the month, that is the pendency and not the disposal. The report also notes that monthly disposal in the Central Secretariat has stayed above one lakh cases for 51 consecutive months, with an average disposal time of 13 days in 2026.

Q2.Reports & IndicesMedium

Which State recorded the highest number of public grievance disposals in September 2026 under CPGRAMS?

  1. A.Andhra Pradesh
  2. B.Haryana
  3. C.Uttar Pradesh
  4. D.Karnataka
Show answer
Correct answer: C. Uttar Pradesh

Explanation

The correct answer is Uttar Pradesh. The 50th CPGRAMS report on States and Union Territories records that Uttar Pradesh closed the largest number of cases in September 2026 at 45,970, far ahead of every other State. Option A, Andhra Pradesh, stood second with 8,340 disposals, so it is not the highest. Option B, Haryana, came next with 6,437 disposals and is therefore third rather than first. Option D, Karnataka, is a distractor drawn from a different statistic in the same report: Karnataka sent the biggest share of grievances filed through Common Service Centres, which measures where complaints came from and not how many were settled. Uttar Pradesh also accounted for the largest share of new users registering on the portal during the month. Across all States and Union Territories, 1,15,168 cases were redressed, the best monthly total of the year, while pendency stood at 2,37,128 cases on 30 September 2026.

Q3.Reports & IndicesHard

Under the Sevottam Scheme, how many officers have been trained over the last five financial years, according to the September 2026 CPGRAMS report for States and UTs?

  1. A.About 43,738 officers in 1,312 courses
  2. B.About 23,230 officers in 454 courses
  3. C.About 92,822 officers in 1,312 courses
  4. D.About 12,996 officers in 500 courses
Show answer
Correct answer: A. About 43,738 officers in 1,312 courses

Explanation

The correct answer is about 43,738 officers in 1,312 courses. The 50th CPGRAMS report on States and Union Territories states that 1,312 training courses were completed under the Sevottam Scheme over the last five financial years, training roughly 43,738 officers in grievance handling and service delivery. Option B mixes up two unrelated numbers: 23,230 is the count of appeals still pending with Central Ministries in September 2026, while 454 is the number of review meetings held under the Review Meeting Module since it began. Option C uses the correct course total but pairs it with 92,822, which is the number of new users who registered on the CPGRAMS portal during September 2026. Option D uses 12,996, the grievances filed through Common Service Centres in the month, and a round course figure that the report does not give. Sevottam is the capacity-building arm of the grievance reform effort, which is why its training totals are reported alongside disposal data.
