HAL, NCF and ASI Sign Pact for Three Heritage Sites
HAL, the National Culture Fund and the Archaeological Survey of India signed a pact on 13 October 2026 to conserve Hampi, the Taj Mahal and Bekal Fort.

Why in News
On 13 October 2026 Hindustan Aeronautics Limited, the National Culture Fund and the Archaeological Survey of India signed a memorandum of agreement for conservation and development work at Hampi, the Taj Mahal and Bekal Fort, backed by HAL support of 23.60 crore rupees.
Hindustan Aeronautics Limited (HAL), the National Culture Fund (NCF) and the Archaeological Survey of India (ASI) signed a memorandum of agreement in New Delhi for conservation and development work at three well known heritage sites. The three places chosen are Hampi in Karnataka, the Taj Mahal at Agra in Uttar Pradesh and Bekal Fort in Kerala. The agreement was signed at Kartavya Bhawan-02 in the presence of the Secretary of the Ministry of Culture, Vivek Aggarwal, and Executive Director (Human Resources) Pradeep Kumar put his signature to it for the defence public sector company.
What HAL will spend
HAL has given its in-principle approval to financial support of 23.60 crore rupees for these projects, spread over the financial years 2026-27 to 2028-29. The money comes from the company's corporate social responsibility effort. The work planned is meant to conserve and preserve the monuments and also to improve the facilities that visitors use, which should help sustainable heritage tourism at all three places.
The work at each site
- At Hampi, which is on the UNESCO list of World Heritage Sites, the work covers the historic North Bazaar and South Bazaar areas, with development planned over a stretch of about 270 metres in the first and about 250 metres in the second.
- At the Taj Mahal, conservation and site development work already approved will be carried out.
- At Bekal Fort in Kerala, similar approved conservation and development work will be taken up, in consultation with the ASI.
How the three bodies will work together
The National Culture Fund was set up by the Ministry of Culture to bring the government and companies together for the care and promotion of the country's tangible and intangible heritage. In this partnership the Fund will help put the projects into effect, working with HAL and the ASI. The projects themselves will be carried out under the technical guidance and supervision of the ASI, so that accepted conservation methods and the prescribed norms are followed at each monument. Officials of HAL, among them Director (Human Resources) M G Balasubrahmanya, took part in the signing along with senior officers of the Fund and the Survey.
Why it matters
The agreement is an example of a public sector company putting money into monuments while the technical work stays with the government agency that is responsible for them. It strengthens public-private partnership in the heritage sector, and the Ministry of Culture sees it as a step towards protecting the country's cultural legacy for coming generations while improving what a visitor finds at the site.

Practice Questions
Which three heritage sites are covered by the memorandum of agreement signed by HAL, NCF and ASI?
- A.Hampi, Taj Mahal and Bekal Fort
- B.Hampi, Khajuraho and Golconda Fort
- C.Taj Mahal, Konark and Chittorgarh Fort
- D.Ajanta Caves, Taj Mahal and Bekal Fort
Show answer
Explanation
The correct answer is Hampi, the Taj Mahal and Bekal Fort. The agreement signed by Hindustan Aeronautics Limited, the National Culture Fund and the Archaeological Survey of India covers conservation and development work at Hampi in Karnataka, the Taj Mahal at Agra in Uttar Pradesh and Bekal Fort in Kerala. The other options are wrong because they bring in monuments that do not figure in this agreement, such as Khajuraho, Golconda Fort, Konark, Chittorgarh Fort and the Ajanta Caves, even though each of them is a protected monument in its own right. Candidates should note the spread of the three chosen sites across Karnataka, Uttar Pradesh and Kerala, and that the Archaeological Survey of India keeps the technical supervision of the work while the company provides the money.
How much financial support has HAL approved in principle for the heritage conservation projects?
- A.13.60 crore rupees
- B.23.60 crore rupees
- C.33.60 crore rupees
- D.123.60 crore rupees
Show answer
Explanation
The correct answer is 23.60 crore rupees. Hindustan Aeronautics Limited accorded in-principle approval for financial support of this amount, to be used over the financial years 2026-27 to 2028-29, and the spending forms part of the company's corporate social responsibility effort. The funds will pay for conservation and preservation work and for better amenities for visitors at the three sites, which should in turn help sustainable heritage tourism. The other three figures are incorrect, as no such sum was announced in this agreement. Along with the amount, remember the three year window of the spending and the division of roles: the National Culture Fund will facilitate implementation, while the Archaeological Survey of India will supervise the work technically so that prescribed conservation norms are met.
At which of the three sites in the agreement is the work planned in the North Bazaar and South Bazaar areas?
- A.Taj Mahal
- B.Bekal Fort
- C.Hampi
- D.Kartavya Bhawan
Show answer
Explanation
The correct answer is Hampi, the site in Karnataka that stands on the UNESCO list of World Heritage Sites. The projects there take in the historic North Bazaar and South Bazaar areas, where development work is proposed over a stretch of about 270 metres in the first and about 250 metres in the second. At the Taj Mahal and at Bekal Fort the agreement provides for approved conservation and site development work settled in consultation with the Archaeological Survey of India, but no bazaar stretches are named for them, so options A and B are wrong. Option D is not a heritage site at all: Kartavya Bhawan-02 in New Delhi is the building where the agreement was signed, in the presence of the Secretary of the Ministry of Culture, Vivek Aggarwal. Keep the two lengths at Hampi in mind.
Which body set up the National Culture Fund that is a party to this agreement?
- A.The Ministry of Culture
- B.The Archaeological Survey of India
- C.The Ministry of Tourism
- D.Hindustan Aeronautics Limited
Show answer
Explanation
The correct answer is the Ministry of Culture. The National Culture Fund was established by that ministry to make partnerships possible between the government and the corporate sector for conserving and promoting India's tangible and intangible cultural heritage, and this agreement is an example of that purpose at work. Option B is wrong because the Archaeological Survey of India is the agency that protects monuments and will supervise the work technically, not the body that created the Fund. Option C is wrong since the Ministry of Tourism has no role in this agreement. Option D is wrong because Hindustan Aeronautics Limited is the defence public sector company funding the projects from its corporate social responsibility budget. The Secretary of the Ministry of Culture, Vivek Aggarwal, was present when the agreement was signed in New Delhi.
