SAARC, ASEAN and BIMSTEC: Regional Groupings with PYQs — GK24 title card

Regional groupings are the one part of international affairs that behaves like static general knowledge. The founding year, the founding city, the declaration or treaty that created the body, the number of members and the seat of the secretariat do not change from year to year, and examiners ask exactly those. Three groupings matter most for Indian papers: SAARC in South Asia, ASEAN in Southeast Asia and BIMSTEC in the Bay of Bengal, which cuts across the two. These notes set them out in that order and then add the other organisations whose headquarters are asked alongside them.

SAARC: the South Asian Association for Regional Cooperation

SAARC was established on 8 December 1985, when the heads of state and government of seven countries adopted its Charter at the first summit in Dhaka. The idea had been put forward by President Ziaur Rahman of Bangladesh at the start of the decade. Its Secretariat was set up at Kathmandu on 16 January 1987, and the Secretary-General is drawn from the member states in turn.

  • Members: the seven founders, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, with Afghanistan admitted in 2007 at the fourteenth summit in New Delhi as the eighth member.
  • Observers include China, Japan, the United States, the European Union, Iran, Mauritius, Myanmar, South Korea and Australia.
  • SAPTA, the SAARC Preferential Trading Arrangement, was signed in 1993 and came into force in 1995. SAFTA, the South Asian Free Trade Area, was signed at the twelfth summit at Islamabad in 2004 and came into force on 1 January 2006.
  • Institutions: the SAARC Development Fund at Thimphu, the South Asian University at New Delhi, opened in 2010, and the SAARC Disaster Management Centre.
  • Summits: the seventeenth was held at Addu City in the Maldives in 2011 and the eighteenth at Kathmandu in 2014, after which the summit process stalled. Charter Day is 8 December.

ASEAN: the Association of Southeast Asian Nations

ASEAN was established on 8 August 1967 by the Bangkok Declaration, also called the ASEAN Declaration, signed by five founding states: Indonesia, Malaysia, the Philippines, Singapore and Thailand. Brunei Darussalam joined in 1984, Vietnam in 1995, Laos and Myanmar in 1997 and Cambodia in 1999; the admission of Timor-Leste was agreed in principle at the summit of 2022. The Secretariat is at Jakarta, and the motto is One Vision, One Identity, One Community. Since 2015 the grouping has worked through three pillars, the Political-Security Community, the Economic Community and the Socio-Cultural Community.

India's relationship with ASEAN moved in four steps, and the sequence is examinable: sectoral dialogue partner in 1992, full dialogue partner in 1996, summit-level partner in 2002 and strategic partner in 2012. Around ASEAN sit the forums it convenes: the ASEAN Regional Forum of 1994 on security, ASEAN Plus Three with China, Japan and South Korea, and the East Asia Summit, first held at Kuala Lumpur in 2005 with India as a founding participant. India took part in the negotiation of the Regional Comprehensive Economic Partnership but withdrew from it in 2019.

BIMSTEC: the Bay of Bengal grouping

BIMSTEC began on 6 June 1997 with the Bangkok Declaration as BIST-EC, four countries only: Bangladesh, India, Sri Lanka and Thailand. Myanmar joined later in 1997, making it BIMST-EC, and Nepal and Bhutan joined in 2004, when the name was settled as the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation. It therefore has seven members, five from South Asia and two from Southeast Asia, and Pakistan is not among them, which is the first reason India has leaned on it. Its Secretariat was opened at Dhaka in 2014, and the BIMSTEC Charter was adopted at the fifth summit, held at Colombo in 2022.

Two of these rows need a line of their own. India and Pakistan became full members of the Shanghai Cooperation Organisation in 2017 at the Astana summit, having been observers before that; the grouping grew out of the Shanghai Five of 1996 and its Regional Anti-Terrorist Structure, usually shortened to RATS, works from Tashkent. India is not a member of the Asia-Pacific Economic Cooperation, which is a favourite negative question.

How examiners build the question

Almost every question in this chapter is one of five kinds: the founding year, the founding city or declaration, the seat of the secretariat, the number of members, or the odd country out. Learn the three secretariats as a single line, Kathmandu for SAARC, Jakarta for ASEAN and Dhaka for BIMSTEC, and notice that each is in a different country from the city where the grouping was founded. Learn that two groupings were born of a Bangkok Declaration, ASEAN in 1967 and BIMSTEC in 1997, thirty years apart. Finally, keep the membership exclusions ready: Pakistan is not in BIMSTEC, India is not in APEC, and Afghanistan is in SAARC but in none of the others.

Exam Point of View

Five question types cover the chapter: founding year, founding city or declaration, seat of the secretariat, number of members, and the odd country out. The three secretariats are asked most often, so fix Kathmandu, Jakarta and Dhaka in one line, and note that each sits in a different country from the city of the founding declaration. Two Bangkok Declarations, of 1967 and 1997, created ASEAN and BIMSTEC. Membership exclusions are the favourite negative question: Pakistan is out of BIMSTEC, the Maldives is out of it too, India is out of APEC. Dates that recur are 1985 and 1987 for SAARC, 2004 and 2006 for SAFTA, 2007 for Afghanistan's admission and 2017 for the Shanghai accession of India and Pakistan.

Practice MCQs on this topic

Q1.Static GKAsked in: Uttar Pradesh · UPPSC Civil Service 2012 Official PaperMedium

Where was the 17th SAARC (2011) Conference held?

  1. A.Male
  2. B.Dhaka
  3. C.Colombo
  4. D.Addu City
Show answer
Correct answer: D. Addu City

Explanation

The correct answer is D, Addu City. The seventeenth SAARC summit was held in November 2011 at Addu City in the Maldives, the country's second largest urban area, on Addu Atoll in the far south of the chain, and its theme was building bridges. Option A is wrong because Male is the capital of the Maldives and hosted an earlier SAARC summit, which is why it is the strongest distractor here; the Maldives has hosted the summit more than once and the venue in 2011 was deliberately moved away from the capital. Option B is wrong because Dhaka hosted the very first summit in 1985, at which the SAARC Charter was adopted, and also a later one. Option C is wrong because Colombo in Sri Lanka has hosted SAARC summits of its own but not the seventeenth. The eighteenth summit, in 2014, was held at Kathmandu.

Q2.Static GKEasy

SAARC was established in which year, and at the summit held in which city?

  1. A.1983, New Delhi
  2. B.1985, Dhaka
  3. C.1987, Kathmandu
  4. D.1991, Colombo
Show answer
Correct answer: B. 1985, Dhaka

Explanation

The correct answer is B, 1985 at Dhaka. The South Asian Association for Regional Cooperation came into being on 8 December 1985, when the heads of state and government of seven South Asian countries adopted its Charter at the first summit in Dhaka; the proposal had been made by President Ziaur Rahman of Bangladesh at the start of the decade, and 8 December is observed as SAARC Charter Day. Option A is wrong because 1983 is the year of the New Delhi declaration on South Asian regional cooperation, a preparatory step by the foreign ministers rather than the founding. Option C is wrong because 1987 is the year the SAARC Secretariat was opened at Kathmandu, on 16 January, a fact often swapped with the founding. Option D is wrong because Colombo hosted later summits and is not connected with the founding year.

Q3.Static GKEasy

The Secretariat of SAARC is located in which city?

  1. A.Dhaka
  2. B.Kathmandu
  3. C.Colombo
  4. D.New Delhi
Show answer
Correct answer: B. Kathmandu

Explanation

The correct answer is B, Kathmandu. The SAARC Secretariat was established at Kathmandu in Nepal on 16 January 1987 and is headed by a Secretary-General chosen from the member states in turn; it coordinates the work of the technical committees and the regional centres. Option A is wrong because Dhaka is the city of the first summit of 1985 and is also the seat of the BIMSTEC Secretariat, which makes it the most likely wrong choice here. Option C is wrong because Colombo has hosted summits and is the headquarters of none of the three main groupings in this chapter. Option D is wrong because New Delhi hosts the South Asian University, opened in 2010 as a SAARC institution, and hosted the fourteenth summit in 2007 at which Afghanistan was admitted, but not the Secretariat. Remember Kathmandu for SAARC, Jakarta for ASEAN and Dhaka for BIMSTEC.

Q4.Static GKMedium

Which country was admitted to SAARC in 2007 as its eighth member?

  1. A.Myanmar
  2. B.Afghanistan
  3. C.Mauritius
  4. D.Iran
Show answer
Correct answer: B. Afghanistan

Explanation

The correct answer is B, Afghanistan. SAARC began with seven members, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, and Afghanistan was admitted as the eighth member at the fourteenth summit held in New Delhi in 2007, making it the only country to have joined the grouping after its founding. Option A is wrong because Myanmar is an observer at SAARC, and is instead a full member of BIMSTEC, which it joined in 1997. Option C is wrong because Mauritius is also an observer at SAARC, besides being the seat of the Indian Ocean Rim Association at Ebene. Option D is wrong because Iran is an observer and has sought membership without obtaining it. The list of observers, which includes China, Japan, the United States, the European Union, South Korea and Australia as well, is the set these three distractors come from.

Q5.Static GKMedium

ASEAN was established in 1967 by which declaration?

  1. A.Bangkok Declaration
  2. B.Jakarta Declaration
  3. C.Manila Declaration
  4. D.Singapore Declaration
Show answer
Correct answer: A. Bangkok Declaration

Explanation

The correct answer is A, the Bangkok Declaration. The Association of Southeast Asian Nations was created on 8 August 1967 by the Bangkok Declaration, also called the ASEAN Declaration, signed by the foreign ministers of Indonesia, Malaysia, the Philippines, Singapore and Thailand; 8 August is observed as ASEAN Day. Option B is wrong because Jakarta is the seat of the ASEAN Secretariat but not the city of the founding declaration, and the two facts are deliberately mixed in option sheets. Option C is wrong because Manila has given its name to other agreements of the region and hosted later ASEAN summits. Option D is wrong because Singapore, although a founder, is associated with the ASEAN Declaration of Concord of a later period and with the secretariat of the Asia-Pacific Economic Cooperation. Note also that BIMSTEC was founded in 1997 by a Bangkok Declaration of its own.

Q6.Static GKEasy

The Secretariat of ASEAN is located in which city?

  1. A.Bangkok
  2. B.Jakarta
  3. C.Manila
  4. D.Kuala Lumpur
Show answer
Correct answer: B. Jakarta

Explanation

The correct answer is B, Jakarta. The ASEAN Secretariat has been at Jakarta, the capital of Indonesia, since 1976, and it supports the summits, the ministerial councils and the three community pillars into which the grouping's work was organised in 2015. Option A is wrong because Bangkok is the city where the founding declaration of 1967 was signed, and this is the commonest confusion in the chapter: founded at Bangkok, housed at Jakarta. Option C is wrong because Manila has hosted summits but holds no permanent organ of the grouping. Option D is wrong because Kuala Lumpur hosted the first East Asia Summit in 2005 and the summit of 2022 at which the admission of Timor-Leste was agreed in principle, but the Secretariat has never been there. India became a sectoral dialogue partner of ASEAN in 1992 and a strategic partner in 2012.

Q7.Static GKMedium

BIMSTEC was founded in 1997 and its permanent Secretariat is located at:

  1. A.Dhaka
  2. B.Kathmandu
  3. C.Bangkok
  4. D.Colombo
Show answer
Correct answer: A. Dhaka

Explanation

The correct answer is A, Dhaka. The BIMSTEC Secretariat was opened at Dhaka in Bangladesh in 2014, seventeen years after the grouping was created by the Bangkok Declaration of 6 June 1997. Option B is wrong because Kathmandu is the seat of the SAARC Secretariat and also hosted a BIMSTEC summit, which makes it the strongest distractor. Option C is wrong because Bangkok is where the founding declaration was signed, and Thailand leads the connectivity sector, but the permanent office is not there; the same founded-here, housed-there pattern appears with ASEAN. Option D is wrong because Colombo hosted the fifth summit in 2022, at which the BIMSTEC Charter was adopted, and Sri Lanka leads the science, technology and innovation sector, but it holds no secretariat. BIMSTEC has seven members, five from South Asia and two from Southeast Asia.

Q8.Static GKMedium

Which of the following countries is NOT a member of BIMSTEC?

  1. A.Nepal
  2. B.Bhutan
  3. C.Pakistan
  4. D.Myanmar
Show answer
Correct answer: C. Pakistan

Explanation

The correct answer is C, Pakistan. BIMSTEC has seven members: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand, of which five are in South Asia and two in Southeast Asia. Pakistan is a member of SAARC but not of BIMSTEC, which is the main reason India has given the Bay of Bengal grouping greater weight since the SAARC summit process stalled after Kathmandu in 2014. Option A is wrong because Nepal joined in 2004, along with Bhutan, and leads the people-to-people contact sector. Option B is wrong because Bhutan joined in the same year and leads the environment and climate change sector. Option D is wrong because Myanmar joined in December 1997, turning BIST-EC into BIMST-EC, and leads the agriculture and food security sector. Note also that the Maldives, a SAARC member, is not in BIMSTEC either.

Q9.Static GKHard

The South Asian Free Trade Area (SAFTA) agreement came into force on:

  1. A.1 January 2004
  2. B.1 January 2006
  3. C.1 April 2007
  4. D.1 January 2010
Show answer
Correct answer: B. 1 January 2006

Explanation

The correct answer is B, 1 January 2006. SAFTA was signed at the twelfth SAARC summit held at Islamabad in 2004 and came into force on 1 January 2006, replacing the SAARC Preferential Trading Arrangement, which had been signed in 1993 and had come into force in 1995. Option A is wrong because 2004 is the year of signature, not of entry into force, and the two-year gap between them is exactly what this question tests. Option C is wrong because 2007 is the year Afghanistan was admitted to SAARC at the New Delhi summit, a different landmark of the same decade. Option D is wrong because 2010 is the year the South Asian University opened at New Delhi as a SAARC institution. Keep the pairs apart: SAPTA signed 1993 and in force 1995, SAFTA signed 2004 and in force 2006.

Q10.Static GKHard

The Regional Anti-Terrorist Structure (RATS) of the Shanghai Cooperation Organisation is based at:

  1. A.Beijing
  2. B.Tashkent
  3. C.Astana
  4. D.Moscow
Show answer
Correct answer: B. Tashkent

Explanation

The correct answer is B, Tashkent. The Shanghai Cooperation Organisation, created at Shanghai in 2001 out of the Shanghai Five of 1996, keeps its Secretariat at Beijing and its Regional Anti-Terrorist Structure, usually shortened to RATS, at Tashkent in Uzbekistan, where it coordinates intelligence and joint exercises against terrorism, separatism and extremism. Option A is wrong because Beijing holds the Secretariat, the other of the two seats, and the question is built on the pair. Option C is wrong because Astana in Kazakhstan hosted the summit of 2017 at which India and Pakistan were admitted as full members, having been observers until then. Option D is wrong because Moscow, although Russia is a founder, holds neither organ. For Indian papers the two facts to keep are the 2017 accession at Astana and the split of the two seats between Beijing and Tashkent.

Frequently Asked Questions

When and where was SAARC founded, and where is its Secretariat?

SAARC was founded on 8 December 1985, when seven South Asian countries adopted its Charter at the first summit held in Dhaka; the proposal had come from President Ziaur Rahman of Bangladesh. Its Secretariat was opened at Kathmandu in Nepal on 16 January 1987 and is headed by a Secretary-General drawn from the member states in turn. Afghanistan became the eighth member in 2007.

Which countries founded ASEAN and which city hosts its Secretariat?

ASEAN was founded on 8 August 1967 by the Bangkok Declaration, signed by the foreign ministers of Indonesia, Malaysia, the Philippines, Singapore and Thailand. Brunei Darussalam joined in 1984, Vietnam in 1995, Laos and Myanmar in 1997 and Cambodia in 1999. The Secretariat is at Jakarta in Indonesia, so the grouping was founded in one capital and is housed in another.

Why has India given more weight to BIMSTEC than to SAARC in recent years?

Because BIMSTEC includes the Bay of Bengal neighbours without Pakistan, while the SAARC summit process stalled after the eighteenth summit at Kathmandu in 2014. BIMSTEC has seven members, five of them in South Asia and two in Southeast Asia, which lets India join its neighbourhood policy to its Act East policy. Its Secretariat has been at Dhaka since 2014, and its Charter was adopted at Colombo in 2022.

What is the difference between SAPTA and SAFTA?

SAPTA, the SAARC Preferential Trading Arrangement, was signed in 1993 and came into force in 1995; it worked product by product, cutting duties on an agreed list. SAFTA, the South Asian Free Trade Area, was signed at the twelfth summit at Islamabad in 2004 and came into force on 1 January 2006; it set out a timetable for reducing tariffs across the board, with longer periods for the least developed members.

Which regional groupings is India not a member of?

India is not a member of ASEAN itself, although it is a strategic partner and takes part in the ASEAN Regional Forum and the East Asia Summit. It is not a member of the Asia-Pacific Economic Cooperation, whose secretariat is at Singapore. It withdrew from the Regional Comprehensive Economic Partnership negotiations in 2019. It is a full member of SAARC, BIMSTEC, the Indian Ocean Rim Association and, since 2017, the Shanghai Cooperation Organisation.
