On 25 September 2026 the Telecom Regulatory Authority of India launched the Digital Connectivity Rating Platform, which rates buildings for digital connectivity and lets consumers verify the rating certificate online before buying or leasing a property.
The Telecom Regulatory Authority of India, the regulator that works under the Ministry of Communications, has opened a single online window through which the digital connectivity of a building can be assessed, certified and then checked by anybody planning to buy or lease space there. The Digital Connectivity Rating (DCR) Platform comes with a companion mobile application meant for testing connectivity inside a building.
Who comes on the platform
The portal brings three sets of users onto one screen: property managers, the rating agencies that the regulator registers, and consumers. A property manager enrols a building under a category such as public, government, commercial or private, files the application for a rating, uploads the papers that are asked for, picks a registered agency and then tracks the file as it moves. Buildings already standing and buildings still coming up both follow the assessment route that has been laid down.
How a building earns its rating
A registered Digital Connectivity Rating Agency opens the file handed to it, runs the survey, enters what it observes and what its instruments read, keeps the supporting papers in order and closes the exercise with a report. Readings taken inside a building are captured through a dedicated agency application, and whatever the application records is synced back into the portal. Certificates are signed electronically, the rating fee is paid online, alerts go out by e-mail and text message, and records, test results and audit trails are stored securely.
What a buyer gets out of it
Anyone can look up a rated building by its name, by the certificate number or by where it stands, open the digitally signed certificate and satisfy themselves that it is genuine by scanning the QR code printed on it. Connectivity thus becomes a quality a buyer can see and verify before signing a purchase or lease, much as carpet area or a power backup is.
The rules behind the platform
The rating exercise flows from the regulator's rules of 2024 on rating properties for digital connectivity, which were amended by a notification issued on 13 May 2026, and from the Rating Manual of 2026 brought out on 9 June 2026. Assessment looks at fibre readiness, whether a mobile network is available, the solutions built into the building and the Wi-Fi it offers, with separate benchmarks for separate categories of property. Chairman Anil Kumar Lahoti said the exercise gives buyers credible and comparable information and nudges builders to plan connectivity early. The platform is hosted at dcrp.trai.gov.in.
