India moved into the second phase of its chip programme on 6 November 2026. Ashwini Vaishnaw, who holds the Railways, Information and Broadcasting, and Electronics and Information Technology portfolios, opened the Semicon 2.0 Web Application Portal under the Semicon India Programme. Companies can now apply online under three of the six pillars of Semicon 2.0. On the same day the Ministry of Electronics and Information Technology (MeitY) named 12 more approved applicants under the Electronics Components Manufacturing Scheme (ECMS).
Semicon 2.0 at a glance
The Union Cabinet has cleared Semicon 2.0 under the India Semiconductor Mission (ISM) with a fiscal outlay of ₹1,27,500 crore. It rests on six pillars: chip design (Pillar 1), machines and materials (Pillar 2), more fabs (Pillar 3), a stronger ATMP/OSAT industry (Pillar 4), research and development (Pillar 5) and talent (Pillar 6). The new portal takes applications for Pillars 2, 3 and 4. The minister said the phase aims to bring at least three major equipment makers and five chemicals and gases firms to India.
