Coal Sector Gets India's First Sector-Wide CSR Framework
Coal Minister G. Kishan Reddy launched the first sector-wide CSR framework for Indian coal companies in New Delhi on 8 September 2026, prepared by IICA.

Why in News
On 8 September 2026 the Ministry of Coal launched the first sector-wide CSR framework for Indian coal companies and marked the milestones of the Thalassemia Bal Sewa Yojana and Nanha Sa Dil.
The Ministry of Coal has given its companies a common rulebook for social spending. Shri G. Kishan Reddy, Union Minister of Coal and Mines, launched the Comprehensive CSR Framework for Indian Coal Companies at an event in New Delhi on 8 September 2026. It is the first framework of its kind for any one sector since corporate social responsibility became a statutory duty under the Companies Act, 2013. The document has been prepared by the Indian Institute of Corporate Affairs (IICA). It will guide outcome-oriented spending for people who live in coal mining areas.
Who was present
Shri Satish Chandra Dubey, Minister of State for Coal and Mines, and Shri Vikram Dev Dutt, Secretary in the Ministry of Coal, attended the event. The welcome address was given by Ms Rupinder Brar, Additional Secretary in the ministry. The same event marked milestones of two health schemes of Coal India Limited.
Thalassemia Bal Sewa Yojana
This scheme treats children with thalassemia and aplastic anaemia, which are rare genetic blood disorders. Its hospital network has grown from four hospitals to twenty one empanelled hospitals. Up to Rs 10 lakh per patient is paid directly to the hospital for a bone marrow transplant. The outlay is Rs 130 crore spread over four phases. More than 1,050 bone marrow transplants have been completed. Coal India is the only central public sector enterprise running a healthcare effort of this size for such disorders, and the scheme works with Thalassemics India under the watch of the Ministry of Health and Family Welfare.
Nanha Sa Dil
| Point | Detail |
| Problem addressed | Congenital heart defects in newborn children |
| Partner | Sri Sathya Sai Health and Education Trust |
| Started | March 2024, in four districts of Jharkhand |
| Scaled through | SECL, CCL, NCL and WCL |
| Surgeries completed | More than 1,500, free of cost |
Over two lakh children have been screened with modern diagnostic tools under this initiative. Treatment is free for the family, and the cost of travel and hospital stay is also met. India sees an estimated 2.4 lakh newborns with congenital heart defects every year, and only about 5 per cent of them get treatment in time, which is the gap the scheme tries to close.

Practice Questions
Which institute has prepared the Comprehensive CSR Framework for Indian Coal Companies?
- A.Indian Institute of Corporate Affairs
- B.Indian Institute of Public Administration
- C.National Institute of Financial Management
- D.Indian School of Mines
Show answer
Correct answer: A. Indian Institute of Corporate Affairs
Explanation
The correct answer is the Indian Institute of Corporate Affairs. The framework launched by the Union Minister of Coal and Mines in New Delhi on 8 September 2026 was drafted by this institute and is meant to guide outcome-oriented corporate social responsibility spending for people living around coal mines. Option B, the Indian Institute of Public Administration, is a well known body for administrative studies but had no role in drafting this framework. Option C, the National Institute of Financial Management, works on financial management training for government services and is likewise not connected to it. Option D refers to the mining and engineering institution at Dhanbad, and although the subject is the coal sector, a technical institute of that kind did not author a corporate responsibility framework. The point to carry into the hall is the pairing of the coal sector framework with the corporate affairs institute, along with the fact that it is the first framework written for a single sector.
Under which Act did corporate social responsibility become a statutory obligation in India, making the new coal sector framework the first sector-specific one since then?
- A.The Companies Act, 1956
- B.The Companies Act, 2013
- C.The Mines and Minerals Act, 1957
- D.The Coal Mines Act, 1952
Show answer
Correct answer: B. The Companies Act, 2013
Explanation
The correct answer is the Companies Act, 2013. The launch described the coal sector document as the first sector-specific corporate social responsibility framework since statutory CSR came in under that Act, which is the legal anchor of the entire CSR system for Indian companies. Option A refers to the older company law that the present Act replaced, and it did not carry the statutory corporate responsibility duty, so it is the classic trap for a candidate who remembers only the phrase Companies Act. Option C governs the grant of mineral concessions and regulation of mines, a different subject altogether. Option D deals with safety and working conditions in coal mines rather than with company spending on social causes. Learn the year with the Act, because questions on corporate social responsibility in economy and current affairs sections almost always test that single pairing.
Nanha Sa Dil, whose milestones were marked at the same event, addresses which health problem in children?
- A.Thalassemia
- B.Congenital heart defects
- C.Childhood tuberculosis
- D.Severe acute malnutrition
Show answer
Correct answer: B. Congenital heart defects
Explanation
The correct answer is congenital heart defects. Nanha Sa Dil is run by Coal India Limited with the Sri Sathya Sai Health and Education Trust, began in four districts of Jharkhand in March 2024, and has completed more than 1,500 corrective surgeries that are free for the family, including the cost of travel and hospital stay. Option A is wrong, but only because it belongs to the other scheme celebrated at the same event: the Thalassemia Bal Sewa Yojana treats thalassemia and aplastic anaemia through bone marrow transplants, of which more than 1,050 are complete. Option C is wrong as childhood tuberculosis is handled through the national tuberculosis programme and not through this initiative. Option D is wrong because severe acute malnutrition is addressed through nutrition programmes and anganwadi services. Keep the two Coal India schemes and their diseases paired correctly.
