Exam notes on the foundation days of Indian states with the Acts that created them, from the States Reorganisation Act of 1956 to the making of Telangana.

A state's foundation day is not a matter of sentiment; it is the date on which a law of Parliament took effect and brought the state into being. That is why the dates are exact, why so many of them fall on the same day and why they can be asked as one line questions. Parliament may under Article 3 of the Constitution form a new state, alter the boundaries of an existing one or change its name, and every such Act names the appointed day from which the change operates. Learn the Acts and the dates arrange themselves; learn the dates alone and they stay a jumble.

Why so many states share one date

Four great reorganisations account for most of the calendar. The States Reorganisation Act of 1956 redrew the map of the country on a mainly linguistic basis with effect from the first of November that year, which is why Kerala, Karnataka, Madhya Pradesh and Andhra Pradesh all keep that day. The Bombay Reorganisation Act of 1960 split the bilingual state of Bombay into Gujarat and Maharashtra on the first of May. The Punjab Reorganisation Act of 1966 carved Haryana out of Punjab, created the union territory of Chandigarh and transferred hill areas to Himachal Pradesh, all on the first of November. And in the year 2000 three separate Acts created three states within a fortnight: Chhattisgarh on the first of November, Uttarakhand on the ninth and Jharkhand on the fifteenth. The last new state so far, Telangana, came from the Andhra Pradesh Reorganisation Act of 2014 and counts the second of June as its day.

Some of these days carry a second meaning. Jharkhand's fifteenth of November is also the birth anniversary of the tribal leader Birsa Munda, and the date was chosen for that reason. Karnataka calls its day Rajyotsava, the festival of the state, and it was on the first of November that the state, formed in 1956 as Mysore, took the name Karnataka in 1973. Tamil Nadu came into being on the same day in 1956 as Madras State and took its present name in January 1969. Sikkim's day marks the completion of a two step process: the Thirty-sixth Amendment made it the twenty-second state of the Union, and the sixteenth of May is when it formally joined.

States whose day is older than the Republic

Four states count a day that has nothing to do with the reorganisation Acts, because they remember an older creation. Bihar Diwas falls on the twenty-second of March, marking the day in 1912 when Bihar was separated from the Bengal Presidency and became a province of its own. Odisha keeps the first of April, called Utkal Divas, for the day in 1936 when it was made a separate province on a linguistic basis, the first province in India so created. Rajasthan Diwas is the thirtieth of March, recalling the union of the princely states of Rajputana in 1949, some years before the Constitution came into force. Uttar Pradesh observes the twenty-fourth of January, the day the United Provinces took the name Uttar Pradesh in 1950. In the same family of renamings, Uttaranchal became Uttarakhand at the start of 2007, Orissa became Odisha in 2011 and Pondicherry became Puducherry in 2006.

The union territories

Union territories have appointed days too. Chandigarh was created as a union territory on the first of November 1966 by the same Act that made Haryana, and it serves as the shared capital of both Punjab and Haryana. The Jammu and Kashmir Reorganisation Act of 2019 reorganised the former state into the two union territories of Jammu and Kashmir and of Ladakh with effect from the thirty-first of October 2019, and Ladakh has no legislature of its own. On the twenty-sixth of January 2020 the two union territories of Dadra and Nagar Haveli and of Daman and Diu were merged into a single union territory. Since the number of states and union territories has changed several times, examiners who ask for a count usually ask about a particular Act instead, and that is the safer thing to remember.

Exam Point of View

Three kinds of question come from this list. First, a date to a state or a state to a date, usually with a second state that shares the day of the month placed as the distractor: 1 November is used for Haryana in 1966 and Chhattisgarh in 2000, and 15 November for Jharkhand against 9 November for Uttarakhand. Second, the Act or amendment behind the date, where Sikkim with the Thirty-sixth Amendment and Nagaland with Article 371A are the two favourites, and the North-Eastern Areas (Reorganisation) Act of 1971 is asked by the group of three states it created. Third, a day that means something extra: Birsa Munda's birth anniversary for Jharkhand, Rajyotsava for Karnataka, and Goa's statehood day of 1987 set against its liberation day of 1961. Avoid stating the current number of states and union territories, since that has changed more than once; name the Act instead.

Frequently Asked Questions

Why do so many states celebrate their foundation day on 1 November?

Because three different Acts chose that date. The States Reorganisation Act of 1956 came into force on the first of November 1956, creating or reshaping Kerala, Karnataka, Madhya Pradesh, Andhra Pradesh and Madras State. The Punjab Reorganisation Act of 1966 chose the same day to create Haryana and the union territory of Chandigarh. And the Madhya Pradesh Reorganisation Act of 2000 again chose it for Chhattisgarh. Karnataka has a further reason, since it took its present name on the first of November 1973.

What is the difference between Goa Liberation Day and Goa Statehood Day?

They mark two different events twenty-six years apart. Goa Liberation Day, the nineteenth of December, remembers 1961, when Portuguese rule over Goa, Daman and Diu ended and the territory came to India. Goa Statehood Day, the thirtieth of May, remembers 1987, when the Goa, Daman and Diu Reorganisation Act raised Goa from a union territory to a full state, leaving Daman and Diu as a union territory. Liberation changed the ruler; statehood changed the constitutional status.

Which states have a foundation day older than the Constitution?

Four keep such a day. Bihar Diwas on the twenty-second of March recalls the separation from the Bengal Presidency in 1912. Odisha's Utkal Divas on the first of April recalls 1936, when it became the first province in India constituted on a linguistic basis. Rajasthan Diwas on the thirtieth of March recalls the union of the Rajputana princely states in 1949. Uttar Pradesh observes the twenty-fourth of January, when the United Provinces took its present name in 1950.

How did Sikkim become a state of India?

In two constitutional steps. The Thirty-fifth Amendment of 1974 gave Sikkim the status of an associate state of the Union, a status created for it alone and used nowhere else. The Thirty-sixth Amendment then made it a full state, and the sixteenth of May 1975 is observed as the day of accession. The same amendment inserted Article 371F, which contains special provisions for Sikkim, and it removed the associate state provisions that were no longer needed.

Why is it risky to memorise the number of states and union territories?

Because that number is one of the few facts in this topic that has changed within living memory, and more than once. Telangana was added as a state in 2014; in 2019 the former state of Jammu and Kashmir became two union territories; and in 2020 two union territories were merged into one. A foundation day, by contrast, is fixed by the appointed day of an Act and never moves, so an examiner's question is safer answered from the Act than from a running total.
