Why in News

On 11 October 2026 the Ministry of Finance announced that the Madhya Pradesh unit of the Central Bureau of Narcotics had seized 4,209.80 kg of poppy straw, two trucks and 100 bags of wheat used as cover cargo in two operations, with three persons arrested under the NDPS Act, 1985.

The Central Bureau of Narcotics (CBN), which works under the Ministry of Finance, has taken a large quantity of poppy straw off the road in Madhya Pradesh. Its state unit ran two separate operations in the week to 11 October 2026, and together they yielded 4,209.80 kg of poppy straw, two trucks and 100 bags of wheat that had been stacked over the contraband to pass it off as a grain load. Three men were arrested in the two cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.

The Neemuch case

The first interception came on 5 October 2026. Acting on a specific tip-off, officers of the CBN unit at Neemuch stopped a container truck carrying a Haryana registration number on the Udaipur-Chittorgarh highway. Beneath 39 plastic sacks of assorted colours they found 929.08 kg of poppy straw in three forms: lanced straw, unlanced poppy straw, known in the trade as UPS, and straw that had been ground into powder. The truck and the consignment were both seized and one man was arrested.

The Mandsaur case

Four days later, on 9 October 2026, a Tata truck registered in Rajasthan was stopped on the Gandhisagar-Bhanpura road in Mandsaur district of Madhya Pradesh. The vehicle was driven to the CBN office at Garoth, where a detailed search brought out 3,280.72 kg of poppy straw lying under the wheat bags. Both occupants of the truck were arrested, and the straw, the vehicle and the wheat used as cover cargo were seized.

Investigators are now tracing both consignments backwards to establish where the straw came from, who the intended buyers were and which handlers in the chain are still untraced. The bureau has said it will keep combining intelligence-led seizures of this kind with preventive awareness work, built around the goal of a drug-free India and the message of safe use of medicines alongside prevention of their abuse.

Exam Point of View

Remember the agency (Central Bureau of Narcotics, under the Ministry of Finance), the state unit (Madhya Pradesh), the total quantity (4,209.80 kg of poppy straw), the split between the two cases (929.08 kg at Neemuch on 5 October 2026 and 3,280.72 kg in Mandsaur on 9 October 2026), the law applied (NDPS Act, 1985), the cover cargo (100 bags of wheat), the three forms of straw recovered and the three arrests.

Practice Questions

Q1.NationalMedium

How much poppy straw did the Central Bureau of Narcotics seize in its two Madhya Pradesh operations?

  1. A.1,209.80 kg
  2. B.2,750.50 kg
  3. C.4,209.80 kg
  4. D.6,480.25 kg
Show answer
Correct answer: C. 4,209.80 kg

Explanation

The correct answer is 4,209.80 kg. The Madhya Pradesh unit of the Central Bureau of Narcotics ran two operations in the week to 11 October 2026, and the quantities recovered in them add up to this figure. The first case, on the Udaipur-Chittorgarh highway, produced 929.08 kg of poppy straw from a container truck, and the second, in Mandsaur district, produced 3,280.72 kg from a Tata truck, which together make the total. Along with the straw the agency seized two trucks and 100 bags of wheat that had been loaded on top of the contraband as cover cargo, and three persons were arrested under the NDPS Act, 1985. The other three options do not match either the individual recoveries or their sum, so they can be ruled out.

Q2.NationalEasy

What was loaded over the poppy straw in the Mandsaur case to disguise the consignment?

  1. A.Bags of wheat
  2. B.Crates of fruit
  3. C.Bales of cotton
  4. D.Sacks of cement
Show answer
Correct answer: A. Bags of wheat

Explanation

The correct answer is bags of wheat. When the Tata truck with a Rajasthan registration number was stopped on the Gandhisagar-Bhanpura road on 9 October 2026 and taken to the CBN office at Garoth for a detailed search, officers found 3,280.72 kg of poppy straw underneath 100 bags of wheat that were being carried as cover cargo. The wheat bags were themselves seized along with the straw and the vehicle. Options B, C and D name fruit crates, cotton bales and cement sacks, none of which figure in this case. It is worth noting that in the other operation, at Neemuch on 5 October 2026, the concealment was different: there the 929.08 kg of poppy straw lay beneath 39 plastic sacks of assorted colours rather than under a grain load.

Q3.NationalEasy

Under which Act were the three persons arrested in these poppy straw cases?

  1. A.The Customs Act, 1962
  2. B.The Narcotic Drugs and Psychotropic Substances Act, 1985
  3. C.The Essential Commodities Act, 1955
  4. D.The Prevention of Money Laundering Act, 2002
Show answer
Correct answer: B. The Narcotic Drugs and Psychotropic Substances Act, 1985

Explanation

The correct answer is the Narcotic Drugs and Psychotropic Substances Act, 1985, usually shortened to the NDPS Act. Poppy straw is a narcotic substance covered by this law, so both the Neemuch case and the Mandsaur case were registered under its provisions and all three arrests were made under it. Option A, the Customs Act, applies to smuggled goods crossing the border and is the law used in gold seizure cases, not for narcotics moved within the country. Option C, the Essential Commodities Act, deals with hoarding and the supply of essential goods. Option D, the Prevention of Money Laundering Act, is used against the proceeds of crime and was not the law invoked here. The seizures totalled 4,209.80 kg of poppy straw.
