The COP31 Presidencies have placed three themes at the centre of the agenda: consensus, decision-making and implementation. Responding to them, the Minister said agreement on direction and on the long-term goals already exists. The distances still to be bridged, he listed, lie between science on one side and traditional knowledge and community practice on the other, between practice and ethics, and between the resources in hand and the needs people actually feel. On decisions, he said the single choice Parties owe one another is to keep their commitments in true letter and spirit, and to make it possible for every Party to do so. On delivery, he urged that effort go where need is sharpest and the result is visible to the many, pressed for stronger capacity building, and asked countries to bring real success stories forward every year covering mitigation of high impact, adaptation at scale and the honest handing over of means of implementation.

Repeating and widening such examples year after year, he argued, would show up as better outcomes on the ground. He closed by saying that Antalya should not be scored on fresh targets or declarations alone, but on whether delivery actually quickened, whether help reached the people who need it most, and whether answers that already work were carried to a larger scale.
