The first of the Indian Navy's new Fleet Support Ships, designated FSS-1, took to the water at Hindustan Shipyard Limited (HSL) in Visakhapatnam on 6 October 2026. Built in India

The class has been drawn up and constructed within the country by HSL at Visakhapatnam. Indigenous content crosses 82 per cent, a figure the ministry reads as proof of how closely the Navy, the shipyard, private defence firms and small and medium enterprises now work together. The project is presented as a standard bearer of Aatmanirbhar Bharat and Make in India, and as a lift for shipbuilding in the country as a whole.

Why the Navy wants them

A fleet support ship is a floating supply base. Once commissioned, these vessels will refuel and restock warships while they remain at sea, so a task force need not break off and return to harbour. That is what the Navy means by widening its Blue Water reach: the fleet can stay out longer, go further and move faster. Operational logistics, strategic reach and mobility are all expected to improve.

In a second role, the ships can carry out Humanitarian Aid and Disaster Relief (HADR) missions and Non-Combatant Evacuation Operations (NEO), rushing relief stores to a stricken coast or lifting people out of danger.
