Textiles PLI Portal Reopens for Round 4 From 1 November
The Ministry of Textiles will reopen the PLI scheme portal for Round 4 applications from 1 November to 31 December 2026, with the turnover bar cut by half.

Why in News
On 28 October 2026 the Ministry of Textiles announced that the PLI scheme portal will accept Round 4 applications from 1 November to 31 December 2026, with the Part 2 turnover criterion halved to 100 crore rupees and the tenure extended to 2033-34.
The Ministry of Textiles will reopen the application portal of the Production Linked Incentive (PLI) Scheme for Textiles for a fresh round of applicants. The window for Round 4 runs from 1 November 2026 to 31 December 2026. The scheme supports the making of Man-Made Fibre (MMF) Apparel, MMF Fabrics and Technical Textiles, the three segments in which India has been a smaller player than its size in cotton would suggest.
Three changes in the rules
The ministry has altered the scheme in three ways so that more firms can come in.
- A lower entry bar. The minimum turnover required under Part 2 of the scheme has been halved, from 200 crore rupees to 100 crore rupees. The ministry expects this to open the door to MSMEs and mid-sized manufacturing units that were earlier shut out.
- A longer run. The tenure of the scheme has been extended up to the financial year 2033-34, but only for applicants cleared under Round 4. The idea is to give a new entrant a longer horizon over which to set up a plant and scale it.
- A route in for old applicants. Companies that were already participants in Round 1, 2 or 3, in any part of the scheme, and that have neither claimed nor received any incentive so far, may migrate to Round 4. They must withdraw their existing applications to do so.

What a production linked incentive does
A production linked incentive pays a manufacturer against what it actually makes and sells, rather than handing out money in advance. Support therefore follows performance, which is why such schemes are written with turnover thresholds, fixed windows and defined product segments. In textiles the aim is stated plainly: raise domestic manufacturing capability, draw investment, create jobs and give India a firmer place in global textile value chains.
Why aspirants should note it
Three details are the likely questions. The window, which is 1 November to 31 December 2026; the revised turnover floor of 100 crore rupees under Part 2, down from 200 crore rupees; and the extended tenure up to 2033-34 for those approved in Round 4. The three product segments are worth memorising as a set, since man-made fibre apparel, man-made fibre fabrics and technical textiles are what this scheme is about rather than cotton textiles.
