Why in News

On 28 October 2026 the Union Cabinet approved the Container Manufacturing Promotion Scheme with an outlay of 10,000 crore rupees up to the financial year 2039-40, aimed at making India a competitive container manufacturing base.

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the Container Manufacturing Promotion Scheme (CMPS) on 28 October 2026. The scheme carries a budgetary outlay of 10,000 crore rupees that runs up to the financial year 2039-40, and its stated aim is to build a container manufacturing ecosystem in India that can compete globally, reduce dependence on imports and make the country's supply chains harder to disrupt. Both greenfield plants and the expansion of units already making containers are eligible. The scheme had been announced in the Union Budget for 2026-27.

Three components

  • Interest Subvention Assistance, with 859 crore rupees set aside, gives a 3 per cent a year subvention on eligible term loans taken to set up new container factories or to expand existing capacity
  • Operational Expenditure Assistance, the largest head at 8,891 crore rupees, pays support on every container built to global shipping standards and sold by an eligible manufacturer, so that the cost gap against imports narrows
  • Testing and certification assistance, with 150 crore rupees, funds common facilities such as dynamic longitudinal impact testing

What it is expected to achieve

The headline target is a roughly ten-fold rise in India's annual container making capacity, to as much as 7.5 lakh TEUs. TEU stands for twenty-foot equivalent unit, the standard measure by which container traffic and capacity are counted. The government expects the scheme to create an internationally competitive base that could turn India into an export hub for shipping containers, and to make the maritime and logistics chain more resilient.

Jobs and allied industry

An estimated 3,000 direct jobs and over 50,000 indirect jobs are expected. The indirect figure is the larger one because container building pulls along a string of supplier trades: corner castings, specialised steel, wooden flooring frames and paints. India at present buys most of its containers abroad, which leaves exporters exposed whenever global container prices spike or shipping lines hold back boxes, and it is this exposure the scheme is written to reduce.

Why aspirants should note it

The scheme sits at the meeting point of two subjects examiners like: the maritime and logistics push under the Ministry of Ports, Shipping and Waterways, and the wider policy of replacing imports with domestic manufacture. The outlay, the three components with their separate amounts, the capacity target in TEUs and the budget announcement are all quotable facts.
