Why in News

On 3 September 2026 India and Belgium issued a joint statement during the official visit of Belgian Prime Minister Bart De Wever, announcing a defence Letter of Intent, a CBI-Federal Police MoU and the India-Belgium Investment Fast-Track Mechanism.

The Prime Minister of Belgium, Bart De Wever, was in India on an official visit from 2 to 4 September 2026. He came at the invitation of Prime Minister Narendra Modi. This was his first trip to India after he took charge in February 2025. Belgium's Minister of Defence and Foreign Trade, Theo Francken, travelled with him, along with officials and business leaders. The joint statement was issued on 3 September 2026.

How the visit began

De Wever went first to Rajghat and paid homage to Mahatma Gandhi. He then held talks with Prime Minister Modi, in a restricted format to begin with and later with both delegations. Modi hosted a luncheon for the visiting party.

The history the two leaders recalled

More than 9,000 Indian soldiers gave their lives in the Flanders Fields during the First World War. Belgium was among the first European nations to open diplomatic ties with India, and it did so in 1947. The 80th anniversary of those ties falls in 2027. The inaugural India-Belgium Strategic Dialogue had already been launched in Brussels on 15 July 2026.

What was signed and launched

  • A Letter of Intent between the two Defence Ministries, covering staff talks, training, education, research and defence-industrial partnerships.
  • An MoU between India's Central Bureau of Investigation and Belgium's Federal Police on transnational organised crime and cybercrime.
  • A renewed MoU on renewable energy cooperation, widening work on green hydrogen, solar power, offshore wind and energy storage.
  • The India-Belgium Investment Fast-Track Mechanism, a platform to clear investment bottlenecks on both sides.

Where the two stood on world affairs

Belgium again backed India for permanent membership of a reformed and enlarged United Nations Security Council. The two countries agreed to support each other for non-permanent seats as well. Both pressed for Council reform so that it mirrors the world of today. They condemned the terrorist attack on civilians at Pahalgam in Jammu and Kashmir, and spoke of setting up a joint working group on counter-terrorism. Belgium is the 24th biggest economy in the world, and the leaders set out to double bilateral trade in the next 5 years. The diamond link between Antwerp, Mumbai and Surat was described as a historic partnership worth building on. De Wever invited Modi to pay a bilateral visit to Belgium.

Exam Point of View

Remember the visiting leader (Bart De Wever), the dates of the visit (2 to 4 September 2026), the year diplomatic relations began (1947) and the 80th anniversary year (2027), the UNSC terms both countries will support (India 2028-29, Belgium 2037-2038), and the three documents signed.

Practice Questions

Q1.InternationalEasy

Bart De Wever, who was on an official visit to India from 2 to 4 September 2026, is the Prime Minister of which country?

  1. A.The Netherlands
  2. B.Belgium
  3. C.Luxembourg
  4. D.Denmark
Show answer

Correct answer: B. Belgium

Explanation

The correct answer is Belgium. The joint statement records that Bart De Wever, Prime Minister of the Kingdom of Belgium, was on an official visit to India at the invitation of Prime Minister Narendra Modi. It was his first visit to India after he assumed office in February 2025, and he was accompanied by Theo Francken, the Belgian Minister of Defence and Foreign Trade, together with officials and business leaders. The Netherlands and Luxembourg in options A and C are neighbours of Belgium and are often confused with it in the examination hall; Luxembourg is also part of the Belgium-Luxembourg Economic Union that the statement mentions, but its Prime Minister did not make this visit. Denmark in option D has no part in this release at all. A useful anchor is that the visitor laid a wreath at Rajghat before his talks with the Indian Prime Minister.

Q2.InternationalMedium

In which year were diplomatic relations between India and Belgium established, as recalled in the joint statement?

  1. A.1947
  2. B.1950
  3. C.1962
  4. D.1971
Show answer

Correct answer: A. 1947

Explanation

The correct answer is 1947. The two leaders noted that Belgium was among the first European countries to establish diplomatic ties with India, and the statement fixes that year as 1947. The arithmetic that follows is the reason the year matters for an examination: the 80th anniversary of the relationship will therefore be marked in 2027, and the statement itself describes that year as another historic occasion for the two countries. Option B, 1950, is the year India became a republic and is an easy trap for a candidate who remembers the Constitution rather than this bilateral fact. Options C and D, 1962 and 1971, are years of conflict in Indian history and appear nowhere in the release. Candidates should also recall the older link the leaders spoke of, the sacrifice of more than 9,000 Indian soldiers in the Flanders Fields during the First World War.

Q3.InternationalMedium

India and Belgium agreed to support each other's candidature for non-permanent membership of the UN Security Council. Which term will India contest?

  1. A.2026-27
  2. B.2028-29
  3. C.2031-32
  4. D.2037-2038
Show answer

Correct answer: B. 2028-29

Explanation

The correct answer is 2028-29. The joint statement sets out a straight exchange of support: India will contest a non-permanent seat on the Security Council for the 2028-29 term, and Belgium for the 2037-2038 term, with each backing the other. Option D is therefore the term Belgium will contest, not India, and it is the distractor most candidates fall for because both figures appear in the same sentence of the release. Options A and C are not mentioned anywhere. The passage carries a second point that is frequently asked alongside this one: Belgium reaffirmed its support for India's candidature for permanent membership of a reformed and expanded Security Council, and both sides stressed that the Council must be reformed so that it represents the world as it is today, with the United Nations Charter at the centre of multilateral order.

Q4.InternationalHard

Which of these was NOT signed or launched during the Belgian Prime Minister's visit to India?

  1. A.Letter of Intent between the two Defence Ministries
  2. B.MoU between the Central Bureau of Investigation and Belgium's Federal Police
  3. C.India-Belgium Civil Nuclear Liability Treaty
  4. D.India-Belgium Investment Fast-Track Mechanism
Show answer

Correct answer: C. India-Belgium Civil Nuclear Liability Treaty

Explanation

The correct answer is the India-Belgium Civil Nuclear Liability Treaty, which does not exist in this release. The joint statement lists what was actually concluded. A Letter of Intent was signed between the Defence Ministries of the two countries, giving a framework for staff talks, training, education, research and defence-industrial partnerships, and building on an understanding the two Defence Ministers reached in March 2025. An MoU was signed between India's Central Bureau of Investigation and the Federal Police of Belgium on transnational organised crime, cybercrime and the tracing of fugitives. The India-Belgium Investment Fast-Track Mechanism was launched to clear bottlenecks facing investors in both directions. A renewed MoU on renewable energy cooperation was also welcomed. Nuclear energy is mentioned only as an area of expanding economic interest, never as a treaty, so option C is the odd one out.
