Why in News

On 6 October 2026 the Union Cabinet approved the setting up of the Integrated Transport and Logistics Authority, a Special Purpose Vehicle for integrated planning, appraisal and monitoring of transport and logistics projects.

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved on 6 October 2026 the setting up of a Special Purpose Vehicle called the Integrated Transport and Logistics Authority (ITLA). Its field is research, planning, appraisal, monitoring and impact assessment across transport and logistics.

Why it was set up

Transport in India is planned by many ministries and agencies at once, and that scattered working has long produced mismatched plans and uneven delivery. ITLA is meant to pull the pieces together, so that modes are integrated and infrastructure is built more efficiently and sustainably.

What ITLA will do

  • Work as the national apex institution for integrated transport and logistics planning, research, project appraisal, monitoring, policy support and data analytics.
  • Prepare a National Transport Master Plan with a horizon of ten years or more, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.
  • Examine the short-term sectoral plans of about five years and the annual plans of transport ministries, so that they match the master plan.
  • Carry out the technical appraisal of central infrastructure projects costing Rs 500 crore or more; financial appraisal stays with existing mechanisms.

A single store of transport data

ITLA will build a National Transport Data Repository (NTDR), drawing datasets from the GSTN e-way bill, FASTag, Vahan, GPS-based systems, urban traffic management systems and other databases. On that base it will run analytics such as freight flow and origin-destination studies for planning, monitoring and impact assessment.

Other duties

The authority will advise on reviewing and updating the National Logistics Policy of 2022, take up capacity building, training and skilling in logistics, and promote research and innovation in the sector. Government expects it to strengthen multimodal connectivity, cut logistics costs and improve India's standing in global logistics, in line with the Vision 2047 goal.
