Asia's First Telecom Manufacturing Zone Comes Up in Gwalior

Why in News

On 6 October 2026 the Ministry of Communications announced that Asia’s first Telecom Manufacturing Zone is being built at Gwalior, Madhya Pradesh, with its Bhoomipujan fixed for 29 October 2026 in the presence of Union Home Minister Amit Shah.

India is to get what the Ministry of Communications calls Asia's first Telecom Manufacturing Zone (TMZ), and the site chosen for it is Gwalior in Madhya Pradesh. The ground-breaking ceremony, or Bhoomipujan, has been fixed for 29 October 2026, and Union Home Minister Amit Shah has accepted an invitation from Jyotiraditya Scindia, the Union Minister for Communications and for Development of the North Eastern Region, to attend it. More than 24 companies tied to the telecom trade are expected to be present.

Where the zone will stand

The plot earmarked for the project lies in the Shrimant Madhavrao Scindia Counter Magnet City (SADA) at Gwalior. The state government has handed over roughly 170 acres for it at no cost. The zone is being raised on a plug-and-play pattern of the kind a Special Economic Zone follows, so that a company arriving there finds roads, power and shared facilities ready and can begin production with little waiting.

What it will make

Beyond assembling telecom equipment and components, the zone is meant to carry design work, research, testing and innovation. Firms working on optical fibre, on semiconductors and on 5G and 6G technology are to be given room there.

The money behind it

Roadshows held at Delhi, Mumbai and Bengaluru brought in the commitments that add up to the headline figure. A memorandum of understanding between the Department of Telecommunications and the Madhya Pradesh government was signed in July 2026.

ItemFigure
Total investment proposalsOver Rs 5,500 crore
Jobs that may followMore than 18,000
Delhi roadshowAbout Rs 3,500 crore, about 14,000 jobs
Mumbai roadshowAbout Rs 2,000 crore, about 4,000 jobs
Bengaluru meetingA further Rs 700-800 crore

Who pays and who owns

For the first phase the Centre is meeting the whole cost of the infrastructure, Rs 493 crore, a 100 per cent grant. A Special Purpose Vehicle has been set up to build and run the zone, in which the Madhya Pradesh government holds 51 per cent of the equity and the Department of Telecommunications the remaining 49 per cent.

Points a paper setter will pick

  • First of its kind in Asia, and the location is Gwalior, Madhya Pradesh.
  • Investment proposals cross Rs 5,500 crore; employment potential is above 18,000.

Exam Point of View

Hold on to the superlative (Asia’s first Telecom Manufacturing Zone), the place (Shrimant Madhavrao Scindia Counter Magnet City, Gwalior, Madhya Pradesh), the ministry and department behind it, the Bhoomipujan date, the investment of over Rs 5,500 crore and 18,000 jobs, the central grant of Rs 493 crore, the 170 acres of free land and the 51:49 equity split in the Special Purpose Vehicle.

Practice Questions

Q1.EconomyEasy

Asia’s first Telecom Manufacturing Zone is being set up in which city?

  1. A.Indore
  2. B.Gwalior
  3. C.Bhopal
  4. D.Jabalpur
Show answer

Correct answer: B. Gwalior

Explanation

The correct answer is Gwalior. The zone is coming up at the Shrimant Madhavrao Scindia Counter Magnet City, known as SADA, inside Gwalior in Madhya Pradesh, and the state government has given about 170 acres of land free of cost for it. The ground-breaking ceremony has been fixed for 29 October 2026, when the Union Home Minister will join more than 24 companies of the telecom trade. Option A, Indore, is wrong: although it is the largest city of Madhya Pradesh by commerce, no telecom zone of this kind has been announced there. Option C, Bhopal, is wrong: it is the state capital and the seat of the government that gave the land, but the project itself sits elsewhere. Option D, Jabalpur, is wrong: it has no role in this announcement. Candidates should link the superlative, Asia’s first such zone, with Gwalior and with the Gwalior-Chambal belt of Madhya Pradesh that the project is expected to lift.

Q2.EconomyMedium

How much central assistance is being given for the first-phase infrastructure of the Telecom Manufacturing Zone?

  1. A.Rs 493 crore
  2. B.Rs 349 crore
  3. C.Rs 934 crore
  4. D.Rs 439 crore
Show answer

Correct answer: A. Rs 493 crore

Explanation

The correct answer is Rs 493 crore. The Government of India is bearing the entire cost of building infrastructure in the first phase of the zone, and that figure is a full grant rather than a loan or a shared contribution. Alongside it the Madhya Pradesh government has handed over roughly 170 acres of land without charge, and a Special Purpose Vehicle has been formed in which the state holds the larger share of equity and the Department of Telecommunications the smaller. Options B, C and D are wrong because each rearranges the same digits into a sum that was never announced for the project, a common trap in examinations where a candidate remembers the digits but not their order. Note also the separate figures: investment proposals of over Rs 5,500 crore and an employment potential of more than 18,000, which are the money brought by industry, not by the Centre.

Q3.EconomyHard

In the Special Purpose Vehicle formed for the Gwalior Telecom Manufacturing Zone, what is the equity split?

  1. A.Centre 51 per cent, state 49 per cent
  2. B.State 51 per cent, Department of Telecommunications 49 per cent
  3. C.Equal halves
  4. D.State 74 per cent, Centre 26 per cent
Show answer

Correct answer: B. State 51 per cent, Department of Telecommunications 49 per cent

Explanation

The correct answer is state 51 per cent, Department of Telecommunications 49 per cent. The vehicle set up to build and run the zone gives the Madhya Pradesh government the controlling share and the Department of Telecommunications the rest, which makes the project an example of a Centre-state partnership where the state leads on the ground while the Centre funds the first phase. Option A reverses the two partners and is therefore wrong. Option C is wrong because an equal division would leave neither partner with control, and that is not the structure announced. Option D is wrong because no such ratio figures anywhere in the plan. Remember alongside this that the state also gave the land free, the Centre is paying the whole first-phase infrastructure bill, and the zone follows a plug-and-play model similar in working to a Special Economic Zone.
