Why in News

On 7 October 2026 the Department of Science and Technology announced completion of the preparatory phase of Special Campaign 6 and reviewed the readiness of its institutions for the implementation phase from 2 October to 31 October 2026.

The government's annual housekeeping drive across ministries has moved into its working phase. On 7 October 2026 the Department of Science and Technology (DST) said it had finished the preparatory phase of Special Campaign 6 on 30 September 2026 and was ready for the implementation phase, which runs from 2 October to 31 October 2026. The Department of Administrative Reforms and Public Grievances (DARPG) is the nodal department for the campaign across the Union Government.

What the campaign targets

The drive is about more than sweeping floors. Its stated aims are to strengthen Swachhata, raise efficiency, clear pending matters within a set time and manage official resources better. In the preparatory stage DST took stock of pending VIP references, public grievances, Parliamentary Assurances and other time-bound items, then drew up focused plans for clearing them.

Preparatory phase in numbers and lists

  • Physical and electronic records were reviewed; papers were marked for digitisation and obsolete ones for weeding out
  • Office scrap and surplus material were listed for disposal, and space was identified for better use
  • Required targets were uploaded on the SCDPM 6 portal
  • Action plans were finalised with Autonomous Institutions and Subordinate Offices

The exercise covered DST's wider network, including subordinate offices, autonomous institutions, technology hubs, missions and laboratories.

The review meeting

A hybrid review was held at DST headquarters, chaired by the Joint Secretary (Administration), who is also the Nodal Officer for the campaign in the department. Representatives of the Survey of India, the National Atlas and Thematic Mapping Organisation (NATMO), Technology Innovation Hubs, missions and laboratories joined by video link. The Nodal Officer asked offices to turn their stated targets into measurable results, to weed out obsolete records systematically, to free up office space and to clear pendency on time.

Electronic waste gets priority

Handling of e-waste emerged as a leading concern. Offices were told to identify and segregate the electronic waste thrown up during the campaign and to dispose of it only through authorised recyclers, in line with the E-Waste (Management) Rules, 2022 and the guidelines of the Ministry of Environment, Forest and Climate Change. Organisations were also asked to publicise their results on official websites and social media so that good practices spread beyond a single office.

Practice Questions

Q1.NationalMedium

Which department is the nodal department for Special Campaign 6 in the Union Government?

  1. A.Department of Personnel and Training
  2. B.Department of Administrative Reforms and Public Grievances
  3. C.Department of Science and Technology
  4. D.Department of Expenditure
Show answer

Correct answer: B. Department of Administrative Reforms and Public Grievances

Explanation

The correct answer is the Department of Administrative Reforms and Public Grievances, which steers this campaign across the Union Government. The campaign seeks to strengthen cleanliness in government offices, improve efficiency, ensure that pending matters are disposed of in time and promote better management of official resources. Option A is wrong because the Department of Personnel and Training handles service matters, training and personnel policy rather than leading this drive. Option C is wrong because the Department of Science and Technology is one of the many departments taking part in the campaign, not the body coordinating it; the question asks for the nodal department. Option D is wrong because the Department of Expenditure deals with public finance and budgets. Candidates should remember the nodal department along with the campaign window of October and the focus on electronic waste, since all three are commonly asked.

Q2.NationalEasy

What is the period of the implementation phase of Special Campaign 6?

  1. A.1 September to 30 September 2026
  2. B.2 October to 31 October 2026
  3. C.2 October to 31 December 2026
  4. D.15 October to 15 November 2026
Show answer

Correct answer: B. 2 October to 31 October 2026

Explanation

The correct answer is 2 October to 31 October 2026. The preparatory phase of the campaign closed on the last day of September, and the working phase was then taken up for the whole of October, which is why the Department of Science and Technology held a review of readiness with its autonomous institutions and field organisations. Option A describes the period of the preparatory stage rather than the implementation stage, and the two are often swapped in questions to test careful reading. Option C stretches the campaign to the end of the year, which is longer than the notified window. Option D shifts the dates into the middle of two months and matches neither phase. Candidates should remember that the campaign opens on the second of October, the date associated with cleanliness drives in India, and closes with the month.

Q3.NationalMedium

Under which rules must electronic waste generated during Special Campaign 6 be disposed of?

  1. A.Solid Waste Management Rules, 2016
  2. B.Plastic Waste Management Rules, 2016
  3. C.E-Waste (Management) Rules, 2022
  4. D.Hazardous Waste Rules, 2008
Show answer

Correct answer: C. E-Waste (Management) Rules, 2022

Explanation

The correct answer is the E-Waste (Management) Rules, 2022. Offices taking part in the campaign were told to identify and separate the electronic waste generated during the drive and to dispose of it only through authorised recyclers, following these rules together with the applicable guidelines of the Ministry of Environment, Forest and Climate Change. The purpose is safe and environmentally sound disposal along with recovery of useful material. Options A and B name rules that govern municipal solid waste and plastic waste respectively, both important in their own fields but not the framework cited for electronic waste here. Option D refers to an older framework for hazardous waste and is not the set of rules named for this campaign. Candidates should note that disposal through authorised recyclers, rather than through any scrap dealer, is the key requirement.
