Sadhana Shrinkhla 2026: Guwahati Hosts 2nd CBC Workshop

Why in News

On 7 October 2026 the Personnel Ministry announced that the Capacity Building Commission's second regional workshop under Sadhana Shrinkhla 2026 would be held at Guwahati on 9 October 2026 and inaugurated by Assam Chief Minister Dr. Himanta Biswa Sarma.

The body that oversees how India trains its civil servants is taking its reform agenda to the regions. On 7 October 2026 the Ministry of Personnel, Public Grievances and Pensions said that the Capacity Building Commission (CBC) would hold the second regional workshop of Sadhana Shrinkhla (Series) 2026 at Guwahati, Assam, on 9 October 2026. Assam Chief Minister Dr. Himanta Biswa Sarma will inaugurate it.

Who takes part

Stakeholders from all eight States of the North Eastern region — Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura — will attend, along with heads and faculty of Government Training Institutes, subject experts and industry partners.

What the series is

Sadhana Shrinkhla 2026 is a nationwide set of four regional workshops run by the Commission to turn civil service training institutions into capacity building institutions under the National Programme for Civil Services Capacity Building. The opening workshop was held at Vijayawada, Andhra Pradesh, on 29 and 30 September 2026, which makes Guwahati the second stop.

From consultation to framework

Over the past year the Commission has run Regional Task Force meetings, held Sadhana Saptah from 2 to 8 April 2026, and convened a National Departmental Summit on institutionalising capacity building in May 2026. Those talks pointed to the need for a single framework to guide training institutes as they grow from stand-alone trainers into competency-driven bodies. The workshops are feeding into a Training Institute Transformation Framework, with attention to institutional governance, faculty skills, operational effectiveness and the use of new technology including artificial intelligence. The aim is to shift training from what institutes can supply to what roles and competencies actually demand.

The UNNATI portal

Delivery of the change rests on the Unified New-Age National Training Initiative (UNNATI) portal, launched during Sadhana Saptah 2026. It links over 700 Training Institutes on one digital platform so that demand for capacity building meets institutional supply, letting institutes respond to needs thrown up by Capacity Building Plans and share resources with one another. The whole exercise is tied to readying the civil service for Viksit Bharat 2047.

Practice Questions

Q1.NationalMedium

Sadhana Shrinkhla (Series) 2026, whose second regional workshop is being held at Guwahati, is organised by which body?

  1. A.NITI Aayog
  2. B.Capacity Building Commission
  3. C.Union Public Service Commission
  4. D.Department of Administrative Reforms and Public Grievances
Show answer

Correct answer: B. Capacity Building Commission

Explanation

The correct answer is the Capacity Building Commission. The Commission is running this nationwide series of four regional workshops to help turn civil service training institutions into capacity building institutions under the National Programme for Civil Services Capacity Building. Option A is wrong because NITI Aayog is the government's policy think tank and does not run the civil services capacity building programme. Option C is wrong because the Union Public Service Commission conducts recruitment examinations and advises on service matters, not the transformation of training institutes. Option D names a department that leads several governance and administrative reform campaigns, and it is easy to confuse the two, but the workshops in this series belong to the Commission set up specifically for capacity building. Candidates should connect the Commission with the UNNATI portal and with the Training Institute Transformation Framework, all three of which appear together in questions.

Q2.NationalMedium

How many Training Institutes are connected by the UNNATI portal launched during Sadhana Saptah 2026?

  1. A.More than 300
  2. B.More than 500
  3. C.More than 700
  4. D.More than 1,200
Show answer

Correct answer: C. More than 700

Explanation

The correct answer is more than 700. The Unified New-Age National Training Initiative portal brings that many training institutes on to a single digital platform, with the purpose of closing the gap between the demand for capacity building and what institutions can actually supply. Through the portal, institutes can respond to the competency needs that emerge from Capacity Building Plans, gain visibility, share resources and improve on the strength of data. Options A and B understate the number of institutes linked, while option D overstates it. Candidates should remember the full form of the portal's name along with the figure, and also that the portal was launched during Sadhana Saptah, the week-long exercise held in April, since examiners often ask which initiative was launched at which event rather than asking for the number alone.

Q3.NationalEasy

Who will inaugurate the second regional workshop of Sadhana Shrinkhla 2026 at Guwahati?

  1. A.The Governor of Assam
  2. B.Dr. Himanta Biswa Sarma, Chief Minister of Assam
  3. C.Dr. Jitendra Singh, Minister of State for Personnel
  4. D.The Chairperson of the Capacity Building Commission
Show answer

Correct answer: B. Dr. Himanta Biswa Sarma, Chief Minister of Assam

Explanation

The correct answer is Dr. Himanta Biswa Sarma, the Chief Minister of Assam, who will open the workshop in Guwahati, where stakeholders from all eight States of the North Eastern region are gathering along with heads and faculty of government training institutes, subject experts and industry partners. Option A is wrong because the Governor of the State is not named as the one inaugurating this workshop. Option C names the Minister of State who holds charge of the personnel portfolio under which the Commission functions, which makes it a tempting choice, but the inauguration at Guwahati is being done by the State's Chief Minister. Option D is wrong because the Commission is the organiser of the series rather than the inaugurating authority at this particular regional workshop. Note that the first workshop of the series was held at Vijayawada in Andhra Pradesh.
