HLCDC Launches Portal on Demographic Changes Inputs
Justice Prakash Prabhakar Naolekar launched the web portal of the High-Level Committee on Demographic Changes, inviting inputs on unnatural demographic change.

Why in News
The Chairman of the High-Level Committee on Demographic Changes, Justice Prakash Prabhakar Naolekar (Retd.), launched the committee’s web portal at demography.mha.gov.in in New Delhi, opening it for inputs from governments, institutions and individuals on unnatural demographic change.
Justice Prakash Prabhakar Naolekar (Retd.), who chairs the High-Level Committee on Demographic Changes (HLCDC), has launched the committee's own digital web portal in New Delhi. The portal is live at demography.mha.gov.in and is open to the public for browsing, for submissions by stakeholders and for interaction with data.
What the portal does
It gives four sets of users a single place to send material to the committee: Central Ministries and Departments, State and Union Territory Governments, non-governmental organisations and institutions, and individual citizens. What they can send is inputs, data and information on unnatural demographic change, on what is causing it, on the factors underlying it, and on abnormal patterns of settlement.
The committee will use those submissions for two tasks. The first is to analyse and pin down the causes of demographic change. The second is to recommend an organised and permanent working system for identifying, detaining and deporting illegal immigrants living in the country, in a manner that is legal, fair and bound by time.
The committee
The Ministry of Home Affairs formally constituted the committee on 26 May 2026. Its terms of reference run to eight heads.
| Term of reference | Substance |
| Challenges | Extensive consideration of challenges arising from demographic change, including from illegal immigration |
| Causes | Study of possible causes such as variations in fertility, cross-border movement, economic opportunities and socio-environmental factors |
| Underlying factors | Identification of illegal immigration, abnormal settlement patterns and planned migration |
| Structural analysis | Analysis of population change at the level of religious or social communities, especially where it diverges from uniform trends |
| Operational system | A permanent system for legal, fair and time-bound identification, detention and deportation of illegal immigrants already in the country |
| Institutional mechanism | Strengthening border management, population stabilisation and identification systems for sustained monitoring |
| Policy framework | Better coordination between the Centre and the States on illegal immigration and resulting demographic imbalance |
| Open clause | Any other measure the committee thinks appropriate |
Why it matters
Committees of this kind usually gather evidence through hearings and departmental references. Putting a public portal at the centre of the exercise widens the net to institutions and ordinary citizens, and the material gathered there is what the final recommendations on border management, identification systems and Centre-State coordination will rest on. For an aspirant the useful handles are the chairman's name, the parent ministry, the date of constitution and the portal's address.
