BHAVYA Scheme: Rs 33,660 Crore for 100 Industrial Parks

Why in News

A PIB backgrounder issued on 14 October 2026 set out how Bharat Audyogik Vikas Yojna (BHAVYA), a Rs 33,660 crore scheme notified on 10 April 2026, will create 100 plug-and-play industrial parks and where it fits in India’s manufacturing policy.

Bharat Audyogik Vikas Yojna (BHAVYA) is the Centre's push to give industry land that is ready to build on. With an outlay of Rs 33,660 crore, it will develop 100 plug-and-play industrial parks around the country, each offering modern infrastructure, dependable services and quicker clearances so that a new factory takes less time to come up.

Approval and purpose

The Cabinet cleared the scheme in March 2026 and it was notified on 10 April 2026. States and private developers are partners in carrying it out. The aim is to pull in investment, back MSMEs, firm up supply chains, create jobs and spread industrial growth across regions, while easing business through streamlined approvals and effective single-window systems.

What a park will get

Financial assistance runs up to Rs 1 crore per acre. The money covers internal roads, power, water networks, drainage, common effluent treatment, value-added infrastructure and administration run on information and communication technology, with underground utility corridors creating a no-dig environment for maintenance. Parks will also carry ready-built factory sheds, built-to-suit units, testing and certification facilities and warehousing, plus worker housing, healthcare, skill development centres and other social amenities. Up to 25 per cent of the approved funding may go to external infrastructure such as road, rail and last-mile logistics links.

How parks are chosen

The scheme runs for six years, from FY2026-27 to FY2031-32. In the first phase up to 50 parks will be picked through challenge mode across two selection rounds, with the rest following later to reach the full 100. Project readiness, land availability and industrial potential decide the choice. Each park will cover 25 to 1,000 acres under the land-size norms in the guidelines, and dedicated Special Purpose Vehicles will build, run and maintain them. A BHAVYA Portal was launched in June 2026 for submitting, appraising and evaluating projects.

Where it sits in policy

India's manufacturing sector contributes about 16 to 17 per cent of GDP and employs over 27 million workers, and the National Manufacturing Mission wants that share at 25 per cent by 2035. Medium- and high-technology industries already account for 46.3 per cent of manufacturing value addition. The earlier phase rested on industrial estates and special economic zones: as of February 2026 India had 370 notified SEZs, which drew Rs 7.82 lakh crore of investment and employed over 31.7 lakh people. As of 14 October 2026, 4,164 industrial parks were mapped on the India Industrial Land Bank. The country now has 260 plug-and-play industrial parks, and the Union Budget 2025-26 had set aside Rs 2,500 crore for such parks. In July 2026 the government approved the BHAVYA-Rasayan Scheme for three chemical parks.
