Closing the session, Cooperation Secretary Dr Ashish Kumar Bhutani said no single model of cooperative development can be applied uniformly across the country, since each state has its own conditions, traditions and institutional needs. He asked states to draw up prioritised and time-bound action plans straight after the workshop, name the officials answerable for each step, set workable deadlines and build regular monitoring. Several of the sharpest ideas, he noted, had come from smaller states, and larger ones stood to gain by copying them.

He also backed wider decentralised grain storage and farmer-friendly options such as pledge finance, and said the ministry would look at pilot projects for locally suited models that fetch remunerative prices while the Minimum Support Price system stays in place.
