Scindia Opens ITU AI for Good Lab Workshop at IMC 2026
Communications Minister Jyotiraditya M. Scindia opened the DoT-ITU AI for Good Lab Workshop at India Mobile Congress 2026, with India as a pilot country.

Why in News
On 9 October 2026 Union Minister Jyotiraditya M. Scindia inaugurated the AI for Good Lab Workshop organised by the Department of Telecommunications with the International Telecommunication Union at India Mobile Congress 2026, where India joined as a pilot country.
Union Minister for Communications and Development of the North Eastern Region Jyotiraditya M. Scindia inaugurated the workshop "AI for Good Lab Workshop: From Strategy to Impact" at the India Mobile Congress (IMC) 2026 in New Delhi. It was organised jointly by the Department of Telecommunications (DoT) and the International Telecommunication Union (ITU). Among those present were Dr Bilel Jamoussi, Deputy Director of the ITU Telecommunication Standardization Bureau, and Amit Agrawal, Secretary of the Department of Telecommunications.
What the minister said
Scindia said the journey of the AI for Good Lab from Geneva to New Delhi mirrors the journey artificial intelligence itself must make, from global conversation to local solution and from strategy to scale. The distance between ambition and impact, he said, is bridged by skills, compute, data, institutions and connectivity, and the real measure of the technology will not be the size of its models but the number of lives it improves. Recalling the idea of "Sarvajan Hitaya, Sarvajan Sukhaya", he warned that with nearly 2.2 billion people worldwide still offline, the digital divide must not become an AI divide.
India’s AI capability, in figures
| Item | Detail |
| IndiaAI Mission | Outlay of over ₹10,000 crore |
| Compute | More than 38,000 high-end GPUs onboarded at about a third of the global average cost; another 20,000 being added |
| Open data | AI Kosh platform unlocking datasets and sovereign models in agriculture, healthcare and education |
| Talent | India ranks first globally in relative AI skill penetration |
| Open source | Indian developers contribute about 5.2 per cent of open-source AI projects on GitHub with ten or more stars |
Trust in telecom
The minister said Sanchar Saathi, which uses artificial intelligence and data analytics, has led to the disconnection of over 7.14 crore fraudulent mobile connections, the tracing of over 35 lakh lost handsets and the prevention of potential financial fraud worth over ₹5,000 crore. India’s Telecommunication Engineering Centre has framed national standards on AI fairness, robustness and incident reporting, and a National Working Group on AI Standardization has been set up to align this work with ITU-T benchmarks.
The three pillars of the Lab
- AI Readiness and Policy — assessing policy gaps and putting workable governance frameworks in place.
- AI Skills Development — scaling national talent through capacity building and training.
- Public AI Infrastructure — standards-based, interoperable AI sandbox environments for testing, validating, scaling and reusing locally relevant solutions.
India is one of ten pilot countries for the framework, alongside partners from Africa, Asia, Latin America and the Gulf, and brings its model of shared compute, open datasets and Digital Public Infrastructure to lead learning across the Global South.

Exam Point of View
Remember the workshop’s name and organisers (DoT with the ITU), the minister who opened it, the three pillars of the AI for Good Lab, India as one of ten pilot countries, the IndiaAI Mission outlay above ₹10,000 crore, the 38,000 GPUs with 20,000 more coming, and India’s first rank in relative AI skill penetration.
Practice Questions
Which two bodies jointly organised the "AI for Good Lab Workshop: From Strategy to Impact" at India Mobile Congress 2026?
- A.MeitY and UNESCO
- B.Department of Telecommunications and the International Telecommunication Union
- C.TRAI and the World Bank
- D.NITI Aayog and the World Economic Forum
Show answer
Explanation
The correct answer is the Department of Telecommunications and the International Telecommunication Union. The workshop was organised jointly by the department, which sits in the Ministry of Communications, and the Union, and was inaugurated by Jyotiraditya M. Scindia at India Mobile Congress 2026 in New Delhi. Options A, C and D are wrong because none of those pairings is named as the organiser; they are offered as plausible combinations of Indian bodies and international agencies. Dr Bilel Jamoussi, Deputy Director of the Telecommunication Standardization Bureau of the Union, and Amit Agrawal, Secretary of the Department of Telecommunications, were among those present. The minister described the Lab’s move from Geneva to New Delhi as mirroring the path artificial intelligence must take from global talk to local solutions.
Which of the following is NOT one of the three pillars of the AI for Good Lab framework?
- A.AI Readiness and Policy
- B.AI Skills Development
- C.Public AI Infrastructure
- D.AI Export Promotion
Show answer
Explanation
The correct answer is AI Export Promotion, which is not a pillar of the framework. The three interconnected pillars are AI Readiness and Policy, which assesses policy gaps and sets up practical governance frameworks; AI Skills Development, which scales national talent through capacity building and training; and Public AI Infrastructure, which creates standards-based, interoperable sandbox environments for testing, validating, scaling and reusing locally relevant solutions. Options A, B and C are therefore wrong answers to a question asking what is not included. The framework is meant to help countries overcome limited skills, fragmented innovation and missing infrastructure, and India is one of ten pilot countries, alongside partners from Africa, Asia, Latin America and the Gulf, bringing its model of shared compute, open datasets and Digital Public Infrastructure.
How many high-end GPUs have been onboarded under the IndiaAI Mission, as stated at the workshop?
- A.More than 18,000
- B.More than 20,000
- C.More than 38,000
- D.More than 72,000
Show answer
Explanation
The correct answer is more than 38,000. The minister said more than 38,000 high-end GPUs have been onboarded under the IndiaAI Mission at roughly a third of the global average cost. Option B is the trap: 20,000 is the number of additional GPUs being added, not the number already onboarded. Options A and D do not match the figures given. The mission has an outlay of over ₹10,000 crore, and alongside compute it covers open data and talent through the AI Kosh platform, which unlocks datasets and sovereign models in agriculture, healthcare and education. India was also said to rank first globally in relative AI skill penetration, with Indian developers contributing about 5.2 per cent of open-source AI projects on GitHub that carry ten or more stars.
According to the minister, how many fraudulent mobile connections have been disconnected with the help of Sanchar Saathi?
- A.Over 35 lakh
- B.Over 2.2 crore
- C.Over 7.14 crore
- D.Over 10 crore
Show answer
Explanation
The correct answer is over 7.14 crore. The minister said the platform, which pairs artificial intelligence with data analytics, has facilitated the disconnection of more than 7.14 crore fraudulent mobile connections. Option A is a deliberate trap: 35 lakh is the number of lost handsets traced through the same platform, not the number of connections cut. Option B borrows the figure of 2.2 billion people worldwide who remain offline and recasts it as crore, so it is wrong. Option D does not match the number given. The platform has also prevented potential financial fraud worth over ₹5,000 crore. Alongside this, the Telecommunication Engineering Centre has developed national standards on AI fairness, robustness and incident reporting, and a National Working Group on AI Standardization aligns them with ITU-T benchmarks.
