Asia's First Telecom Manufacturing Zone to Come Up in Gwalior

What is planned

Gwalior is to host Asia's first Telecom Manufacturing Zone (TMZ). On 20 September 2026, Union Communications Minister Jyotiraditya Scindia, with the Secretary of the Department of Telecommunications (DoT), inspected the site chosen for it at the Shrimant Madhavrao Scindia Counter Magnet City, known as SADA, in Gwalior.

The zone is expected to draw about ₹5,500 crore of investment and create more than 18,000 jobs. The minister said the idea is not a single factory but a full industrial ecosystem of 24-25 units making telecom equipment and components, planned around six key verticals of telecom manufacturing.

Land and applicants

About 170 acres have been identified for the first phase: more than 90 acres in SADA and more than 70 acres in the IT Park. Applications from investors already exceed the land on offer, so more land will be found to expand the first phase. So far 24 companies have started the application process; the minister stressed that these are firm applications made at the time of land allocation, not just statements of interest.

How the project came together

• July 2026: the DoT and the Government of Madhya Pradesh, led by Chief Minister Dr Mohan Yadav, signed an MoU to set up the TMZ.
• August 2026: investor roadshows were held in Delhi, with commitments of about ₹3,500 crore and some 14,000 potential jobs, and in Mumbai, with about ₹2,000 crore and around 4,000 jobs.
• 22 September 2026: the minister is due in Bengaluru for a roadshow with telecom investors.

Incentives and infrastructure

Madhya Pradesh has put together an incentive package covering land lease, power, employment and production, along with incentives for green and environmentally sustainable development. The DoT has proposed a Common Testing Lab package of about ₹500 crore on top of that.

Gwalior's case rests on connectivity and people. An Agra-Gwalior High-Speed Corridor of about 120 km is being built to bring the city closer to Delhi and the markets of North India; the city sits on major railway routes; and its airport was developed at a cost of about ₹650 crore in a record 16 months. Around 25,000 engineering students graduate in Gwalior every year, a ready pool of skilled workers.

Why SADA

SADA was set up as a Counter Magnet City, meant to turn Gwalior into a new industrial centre and a counter-magnet to Delhi. The TMZ carries that original plan forward.
