The Election Commission of India held its fifth regional conference on Electoral Literacy Clubs and ECINET at Ahmedabad on 11 September 2026. Chief Election Commissioner Gyanesh Kumar addressed it. He said the students of today are the torchbearers of tomorrow's democracy. He added that Electoral Literacy Clubs across the country will help strengthen the backbone of the world's oldest and largest democracy.
Where the earlier conferences were held
Four regional conferences on the same subject came before this one. They were held at Patna in Bihar, Lucknow in Uttar Pradesh, Chennai in Tamil Nadu and Margao in Goa. The Ahmedabad gathering brought together students and teachers from schools, colleges and universities across Gujarat.

The size of the network it can reach
The Commission set out why the initiative matters. India has about 15 lakh schools. They hold nearly 25 crore students and over one crore teachers. Higher education adds nearly 1,500 universities and around 70,000 institutions. Their estimated enrolment is 4.33 crore students. Through this network ELC 2.0 seeks to spread factual and experiential electoral education and to turn young citizens into ambassadors of informed participation. The clubs will also carry information on electoral registration, polling, counting and the ECINET App.
What the CEC told students and BLOs
The Chief Election Commissioner said young electors should know India's electoral system, its democratic values, the process of registration, polling and counting, and the role of the Commission. He said elections in India are held strictly as per the Constitution, the law and the Commission's instructions, and are conducted transparently under the concurrent audit of political parties, candidates or their representatives at every stage. Earlier in the day he met over 500 Booth Level Officers of Gujarat and congratulated them for the smooth Special Intensive Revision of the electoral rolls in the state. Students and BLOs both took part in a question and answer session with him.
