Uttar Pradesh Economy and State Budget: Exam Notes — GK24 title card

Uttar Pradesh is the most populous state of India and one of the largest state economies in the country. Its wealth rests on a very broad base of agriculture, on crafts and small industry spread across its districts, and increasingly on the manufacturing and services that have gathered near Delhi. For examinations the chapter divides neatly into three: what the state grows, what its districts make, and how its budget is framed and passed.

Agriculture and irrigation

Agriculture still supports the largest share of the working population. Uttar Pradesh is the largest producer of sugarcane and of sugar in India, the largest producer of wheat, the largest producer of foodgrains taken together, the largest producer of potato and the largest producer of milk among the states. The state is divided for planning purposes into nine agro-climatic zones, which is a favourite figure in state papers. Western Uttar Pradesh, with Meerut, Muzaffarnagar, Saharanpur and Bijnor, is the sugarcane belt and the most prosperous farming tract; eastern Uttar Pradesh is a rice and sugarcane region with very small holdings; and Bundelkhand in the south, with its thin soils and uncertain rain, grows pulses and oilseeds and remains the weakest region of the state. Uttar Pradesh has the largest irrigated area of any Indian state. Canal irrigation goes back to the Upper Ganga Canal, opened in 1854 from Haridwar and designed by the engineer Proby Thomas Cautley, and later to the Lower Ganga Canal, the Sharda Canal and the Ramganga system; in modern times, however, it is tube wells that water the greatest part of the cropped area.

Industries and crafts, district by district

The state has few minerals of its own, so its industry grew around crops, crafts and markets. Examiners test the district pairs almost every year.

District or cityKnown for
KanpurLeather and textiles; called the Manchester of the East
FirozabadGlass and glass bangles
MoradabadBrassware; called Peetal Nagri
Bhadohi and MirzapurHand-knotted carpets
VaranasiBanarasi silk saris
LucknowChikankari embroidery
AligarhLocks and hardware
AgraLeather footwear and petha
KannaujPerfume, the itr industry
Khurja in BulandshahrPottery and ceramics
MeerutSports goods and scissors
SaharanpurWood carving
Noida and Greater NoidaElectronics, software and media

The One District One Product programme, launched by the state government in January 2018, was built on exactly these pairings; it gives each district a flagship product and supports its artisans with credit, design help and marketing.

Infrastructure, power and the defence corridor

Road building has been the most visible change of the last two decades, and the expressways are the work of the Uttar Pradesh Expressways Industrial Development Authority. The Yamuna Expressway runs from Greater Noida to Agra, the Agra-Lucknow Expressway carries the link further east, the Purvanchal Expressway joins Lucknow to Ghazipur, the Bundelkhand Expressway joins Chitrakoot to Etawah, and the Ganga Expressway from Meerut to Prayagraj is the longest of the series. A new international airport is being developed at Jewar in Gautam Buddha Nagar. In power, the southern district of Sonbhadra carries the Rihand dam, whose reservoir is called Govind Ballabh Pant Sagar, together with the Obra and Anpara thermal stations, which is why the district is described as the energy capital of the state; the Narora Atomic Power Station stands in Bulandshahr. The Defence Industrial Corridor announced for the state has six nodes, at Lucknow, Kanpur, Jhansi, Chitrakoot, Aligarh and Agra.

How the state budget is framed and passed

The budget of Uttar Pradesh is not a document of the executive alone; the Constitution lays down each step, and questions are asked straight from the articles.

ArticleProvision
199Definition of a money bill in a state
202Annual Financial Statement, the budget, laid before the House
203Demands for grants, moved only on the Governor's recommendation
204Appropriation Bill, authorising withdrawal from the Consolidated Fund
205Supplementary, additional or excess grants
206Votes on account, votes of credit and exceptional grants
207Special provisions as to financial bills
266 and 267Consolidated Fund and Public Account, and the Contingency Fund of the state

A money bill can be introduced only in the Vidhan Sabha and only on the recommendation of the Governor. The Vidhan Parishad, being the upper house, may discuss it and suggest changes but can hold it for no more than fourteen days, after which it is deemed passed. No money may leave the Consolidated Fund of the State without an Appropriation Act, and the accounts are audited by the Comptroller and Auditor General of India, whose report the Governor lays before the legislature. The state works within the limits set by the Uttar Pradesh Fiscal Responsibility and Budget Management Act of 2004. Its own revenue comes chiefly from the state goods and services tax, state excise, stamp duty and registration fees and taxes on vehicles, and to that is added the state's share of central taxes as recommended by the Finance Commission.

Exam Point of View

State papers divide this chapter between economic geography and the constitutional process. From the first half come the crops in which Uttar Pradesh leads the country, the number of agro-climatic zones, the district and product pairs, and the names and endpoints of the expressways. From the second half come the articles of the Constitution dealing with the budget, the fourteen day limit on the Vidhan Parishad, and the requirement of the Governor's recommendation for a demand for grant or a money bill. The commonest traps are adding Varanasi or Prayagraj to the list of defence corridor nodes, confusing the Purvanchal Expressway with the Bundelkhand Expressway, attributing the Upper Ganga Canal to Arthur Cotton rather than to Cautley, and mixing up Article 202 with Article 204. Since figures of revenue and outlay change every year, concentrate on the structure and the firsts.

Frequently Asked Questions

In which crops does Uttar Pradesh lead the country?

Uttar Pradesh is the largest producer of sugarcane and of sugar in India, the largest producer of wheat, the largest producer of foodgrains taken as a whole, the largest producer of potato and the largest producer of milk among the states. Western Uttar Pradesh carries the sugarcane belt, eastern Uttar Pradesh grows rice and sugarcane on very small holdings, and Bundelkhand in the south grows pulses and oilseeds.

What is the One District One Product programme?

It is a programme of the Uttar Pradesh government launched in January 2018 that identifies one traditional or flagship product for each district, such as brassware for Moradabad, glass for Firozabad, locks for Aligarh and perfume for Kannauj, and supports the artisans and small units making it with credit, training, design and marketing help. The scheme uses the district and product pairings that the state has long been known for.

Which districts are the nodes of the Uttar Pradesh Defence Industrial Corridor?

The corridor has six nodes, at Lucknow, Kanpur, Jhansi, Chitrakoot, Aligarh and Agra. Candidates often add Varanasi, Prayagraj or Noida to the list, which is wrong. The corridor is intended to bring defence manufacturing and its supplier industries into the state, and it runs across both the western and the Bundelkhand regions.

Under which article is the state budget laid before the legislature?

Article 202 of the Constitution requires the Governor to cause the Annual Financial Statement, which is what the budget formally is, to be laid before the House or Houses of the state legislature for every financial year. Article 203 governs the demands for grants, Article 204 the Appropriation Bill and Article 206 the vote on account.

How long can the Vidhan Parishad hold a money bill?

A money bill can be introduced only in the Vidhan Sabha and only on the recommendation of the Governor. After the Vidhan Sabha passes it, the bill goes to the Vidhan Parishad, which may discuss it and recommend changes but must return it within fourteen days. If it does not, the bill is deemed to have been passed by both Houses in the form in which the Vidhan Sabha passed it.

Why is Sonbhadra called the energy capital of Uttar Pradesh?

The district holds the Rihand dam, whose reservoir is named Govind Ballabh Pant Sagar, along with the Obra and Anpara thermal power stations and considerable deposits of limestone, dolomite and coal nearby. This concentration of generating capacity in one district, unusual for a state with few minerals of its own, is the reason for the name.
