Union Territories of India: Articles, Capitals and Facts
Exam notes on India’s Union Territories: Articles 239 to 241, capitals and High Courts, Andaman and Nicobar, Lakshadweep, Puducherry, Chandigarh and Delhi.

A Union Territory is a part of India administered directly by the Union Government rather than by a State government of its own. Article 1 of the Constitution says that the territory of India comprises the territories of the States, the Union Territories and such other territories as may be acquired, and Part VIII, that is Articles 239 to 241, lays down how a Union Territory is run. Examiners like the Union Territories because each one carries a short list of unmistakable facts: an Article, a capital, a High Court and one or two superlatives. This note takes the constitutional scheme first and then goes Territory by Territory.
The constitutional scheme
- Article 239 says every Union Territory is administered by the President through an Administrator appointed by him, with whatever designation the President specifies, which is why some are called Lieutenant Governor and others simply Administrator.
- Article 239A allows Parliament to create a legislature and a Council of Ministers for Puducherry, and was inserted by the Constitution (Fourteenth Amendment) Act, 1962.
- Article 239AA, inserted by the Constitution (Sixty-ninth Amendment) Act, 1991, gives the National Capital Territory of Delhi a Legislative Assembly of seventy seats and a Council of Ministers of not more than ten per cent of the total members, that is seven; Article 239AB provides for suspension of that arrangement if constitutional machinery fails.
- Article 240 lets the President make regulations for the peace, progress and good government of the named Union Territories.
- Article 241 allows Parliament to make a High Court for a Union Territory, and in its absence the Territory falls within the jurisdiction of a neighbouring State’s High Court.
Three Union Territories have legislatures of their own: Delhi, Puducherry and Jammu and Kashmir. The rest are run by an Administrator alone. Dadra and Nagar Haveli merged with Daman and Diu into a single Union Territory on 26 January 2020, and the Union Territories of Jammu and Kashmir and of Ladakh had come into being on 31 October 2019.

Andaman and Nicobar Islands
The Andaman and Nicobar Islands are the largest Union Territory by area and lie in the Bay of Bengal along a submerged extension of the Arakan Yoma. The capital, long called Port Blair, was renamed Sri Vijaya Puram in September 2024. The Cellular Jail there, built with seven wings radiating from a central tower, was the prison to which revolutionaries including Vinayak Damodar Savarkar were transported, and is called Kala Pani. Netaji Subhas Chandra Bose hoisted the tricolour at Port Blair on 30 December 1943, and in 2018 Ross Island was renamed Netaji Subhas Chandra Bose Dweep, Neil Island became Shaheed Dweep and Havelock Island became Swaraj Dweep.
The geography is a ready source of questions. Barren Island in the Andaman Sea is the only active volcano in India, while Narcondam is dormant. Saddle Peak in North Andaman is the highest point of the Territory, and Indira Point at the southern tip of Great Nicobar is the southernmost point of India. The Ten Degree Channel separates the Andaman group from the Nicobar group, the Duncan Passage separates South Andaman from Little Andaman and the Coco Channel lies between North Andaman and Myanmar’s Coco Islands. Mahatma Gandhi Marine National Park at Wandoor, Rani Jhansi Marine National Park and Campbell Bay and Galathea National Parks protect the coral and the rainforest, and the Great Nicobar Biosphere Reserve is on the UNESCO list. Five of India’s particularly vulnerable tribal groups live here: the Great Andamanese, the Onge, the Jarawa, the Sentinelese of North Sentinel Island and the Shompen of Great Nicobar.
Lakshadweep
Lakshadweep is the smallest Union Territory by area and India’s only group of coral atolls, lying in the Arabian Sea off the Malabar coast. Its capital is Kavaratti. Of its thirty-six islands only ten are inhabited; Androth is the largest island and the nearest to the mainland, Agatti has the airport, and Minicoy, called Maliku, stands apart because its people speak Mahl, written in a Thaana script, while the rest of Lakshadweep speaks a Malayalam dialect called Jeseri. The Nine Degree Channel separates Minicoy from the rest of the group and the Eight Degree Channel separates Minicoy from the Maldives. Pitti island is a bird sanctuary. The Territory was formed in 1956 as the Laccadive, Minicoy and Amindivi Islands and renamed Lakshadweep in 1973; the name means a hundred thousand islands.
Puducherry
Puducherry is made of four scattered districts: Puducherry and Karaikal on the Coromandel coast within Tamil Nadu, Mahe on the Malabar coast within Kerala and Yanam within Andhra Pradesh. It was the chief French settlement in India; the French transferred it de facto in 1954 and the Treaty of Cession of 1962 completed the transfer in law, after which the Constitution (Fourteenth Amendment) Act, 1962 provided for its legislature and it became a Union Territory in 1963. Pondicherry was renamed Puducherry in 2006. Tamil is the official language and French retains a special place. The Sri Aurobindo Ashram was founded in 1926 and Auroville, the township with the Matrimandir at its centre, was founded in 1968 by Mirra Alfassa, known as the Mother, to a design by the architect Roger Anger.
Chandigarh, Delhi and Dadra and Nagar Haveli and Daman and Diu
Chandigarh is the shared capital of Punjab and Haryana and has been a Union Territory since the Punjab Reorganisation Act, 1966 divided the old State. It was the first planned city of independent India; the first plan was by Albert Mayer with Matthew Nowicki, and after Nowicki’s death the work passed to Le Corbusier, who was assisted by Pierre Jeanneret, Jane Drew and Maxwell Fry. The Capitol Complex, with the Secretariat, the Assembly, the High Court and the Open Hand monument, was inscribed on the UNESCO World Heritage List in 2016 as part of the architectural work of Le Corbusier. The city also has Nek Chand’s Rock Garden, the Sukhna lake and the Zakir Hussain Rose Garden, and takes its name from the Chandi Mandir temple nearby.
Delhi became the National Capital Territory through the Constitution (Sixty-ninth Amendment) Act, 1991, which inserted Article 239AA and was given effect by the Government of National Capital Territory of Delhi Act, 1991. Public order, police and land remain with the Union Government. The National Capital Region, a planning region spreading into Haryana, Uttar Pradesh and Rajasthan, is governed by the National Capital Region Planning Board Act, 1985.
Dadra and Nagar Haveli and Daman and Diu were Portuguese possessions. Dadra and Nagar Haveli was freed by volunteers in 1954 and added to the Constitution by the Tenth Amendment Act, 1961; Goa, Daman and Diu were taken in 1961 and added by the Twelfth Amendment Act, 1962. When Goa became a State in 1987, Daman and Diu continued as a separate Union Territory until the merger of 26 January 2020. Daman is the headquarters of the merged Territory and Silvassa of the Dadra and Nagar Haveli district. Daman is divided by the Daman Ganga river into Nani Daman and Moti Daman, while Diu is an island off the Saurashtra coast of Gujarat. Varli, Dhodia and Kokna are the main tribes of the Dadra and Nagar Haveli district.
Exam Point of View
Questions divide into three sets. The constitutional set asks the Articles and the Amendments: 239 for the Administrator, 239A with the Fourteenth Amendment for Puducherry, 239AA with the Sixty-ninth Amendment for Delhi, 240 for regulations and 241 for High Courts, along with the three Union Territories that have legislatures. The map set asks the superlatives and the channels: largest and smallest Union Territory, Barren as the only active volcano, Indira Point as the southernmost point, Saddle Peak as the highest point of the islands, and the Eight, Nine and Ten Degree Channels in order. The institutional set asks which High Court serves which Territory, the capital of each, and dates such as 26 January 2020 for the Daman merger and 31 October 2019 for Jammu and Kashmir and Ladakh. The common traps are swapping Swaraj Dweep with Shaheed Dweep, putting Mahe in Tamil Nadu and confusing Kavaratti with Androth.
