Vinaya Prakash Singh Re-elected APPU Secretary-General

Dr Vinaya Prakash Singh has been re-elected Secretary-General of the Asian-Pacific Postal Union (APPU). He won a second four-year term in a row. The Ministry of Communications announced it on 6 September 2026. He belongs to the 1988 batch of the Indian Postal Service.

How he was elected

The vote took place at the 14th APPU Congress in Bangkok on 4 September 2026. No rival stood against him, and the Congress declared him elected by acclamation. The Department of Posts read the result as a mark of trust from postal administrations across the region and as recognition of India's part in international postal cooperation.

When the term runs

His second term starts in January 2027 and ends in December 2030. He first took charge in January 2023, after being elected at the 13th APPU Congress in 2022.

What the APPU is

The Asian-Pacific Postal Union is an inter-governmental organisation with 32 member countries. Its headquarters are in Bangkok. It works as a Regional Union of the Universal Postal Union (UPU), which is the United Nations specialised agency for the postal sector. The union works to knit postal administrations across the Asia-Pacific closer together and to modernise postal services in the region.

His career

Dr Singh has served in government for more than three decades. He has been a Member of the Postal Services Board. He has worked as Senior Deputy Director General and as Chief Vigilance Officer in the Department of Posts. He served as Chief Postmaster General of the Uttar Pradesh Circle and as Chief General Manager at India Post Headquarters. He has also taken assignments with the Union Public Service Commission, with the United Nations Development Programme in Afghanistan, and with the Army Postal Service Corps.

His academic record

He won a Gold Medal in Modern History at the University of Allahabad. He holds a Ph.D. in Management from the Indian Institute of Technology, Delhi. The Department of Posts congratulated him on the result and wished him a productive second term at the head of the union.
