Schedule M Amendment Aligns Grade A Limits With WHO Norms
The Union Health Ministry has proposed amending Schedule M of the Drugs Rules, 1945, to align microbial limits in Grade A clean areas with WHO norms.

Why in News
On 4 November 2026 the Union Ministry of Health and Family Welfare announced a proposed amendment to Schedule M of the Drugs Rules, 1945, notified as G.S.R. No. 953(E) of 28 October 2026, to bring microbial monitoring limits for Grade A clean areas in line with WHO guidelines.
India's rulebook for medicine factories is being pulled closer to global practice. On 4 November 2026 the Ministry of Health and Family Welfare made public a proposal to amend Schedule M of the Drugs Rules, 1945, rewriting the microbial limits that apply inside the cleanest zones of a sterile medicine plant.
What has been proposed
The draft came through a gazette notification numbered G.S.R. No. 953(E), dated 28 October 2026. It revises the permitted levels of microbial contamination for Grade A clean areas so that India's figures sit alongside what the World Health Organization asks for. The WHO text being matched is its Technical Report Series (TRS) No. 1044, and within it Annexure 2, which carries Good Manufacturing Practices, or GMP, for sterile pharmaceutical products.
Why a Grade A zone is special
Grade A is the tightest cleanliness grade used in sterile manufacturing. It covers the critical spaces where a product still lies open, where empty containers wait to be filled, and where components that have already been sterilised are handled before sealing. A single stray organism picked up at that moment can pass directly into an injection or an eye drop, which is why air and surfaces in these zones are policed harder than anywhere else in the plant.
The gap being closed
Until now the numbers written into Schedule M and the numbers in the WHO requirement for Grade A did not agree. The ministry says the amendment is meant to settle that difference and put Indian regulatory provisions in step with standards recognised internationally. The draft goes one step further: it carries the WHO position that any microbial growth found in a Grade A area is itself a trigger for investigation, instead of being weighed against a tolerance figure.

Because this is a proposal and not yet law, the ministry has invited objections and suggestions from the industry and from the public. They are to reach the Under Secretary (Drugs Regulation) at the Ministry of Health and Family Welfare in New Delhi, or the drugs division by e-mail, and the notification itself can be read in the Official Gazette.
The larger picture
The government frames the move as part of a steady tightening of quality standards in pharmaceutical manufacturing, with domestic rules written against international benchmarks so that the quality and safety of medicines made in the country can be relied upon.

Exam Point of View
Remember the schedule being amended (Schedule M), the parent rules (Drugs Rules, 1945), the notification number and date (G.S.R. No. 953(E), 28 October 2026), the WHO reference (Technical Report Series No. 1044, Annexure 2, on GMP for sterile pharmaceutical products), what a Grade A area is, and that any microbial growth there now triggers an investigation.
Practice Questions
Schedule M, which the Union Ministry of Health and Family Welfare has proposed to amend, belongs to which set of rules?
- A.The Essential Commodities Rules, 1955
- B.The Drugs Rules, 1945
- C.The Food Safety and Standards Rules, 2011
- D.The Clinical Establishments Rules, 2012
Show answer
Schedule M sits inside the Drugs Rules, 1945, and it is this schedule that the Ministry of Health and Family Welfare has proposed to amend.

- A.Technical Report Series No. 961
- B.Technical Report Series No. 986
- C.Technical Report Series No. 1044, Annexure 2
- D.Technical Report Series No. 1019, Annexure 4
Show answer
The Ministry of Health and Family Welfare has said that the revised limits for microbial contamination in Grade A clean areas are being drawn from the World Health Organization Technical Report Series No. 1044, and specifically from its Annexure 2, which carries Good Manufacturing Practices for sterile pharmaceutical products.
Read the full explanation →In sterile pharmaceutical manufacturing, a Grade A area is the zone where which of the following is done?
- A.Raw materials are stored while awaiting quality testing
- B.Exposed products, containers and sterilised components are handled
- C.Finished cartons are labelled and packed for dispatch
- D.Factory effluent is treated before being discharged
Show answer
A Grade A area is described as the critical zone of a sterile medicine plant, the place where a product still lies open, where containers are handled, and where components that have already been sterilised are dealt with before the product is closed and sealed.
Read the full explanation →Under the proposed amendment, how is any microbial growth detected in a Grade A area to be treated?
- A.As an acceptable deviation if it stays within the tolerance limit
- B.As a trigger for investigation
- C.As ground for immediate cancellation of the manufacturing licence
- D.As a reason to re-sterilise the batch and release it without further action
Show answer
Besides revising the numerical limits, the draft adopts the World Health Organization position that the detection of any microbial growth in a Grade A area must itself set off an investigation, rather than being measured against a permitted level and passed over.

What change has been proposed in Schedule M of the Drugs Rules, 1945?
The limits prescribed for microbial contamination in Grade A clean areas are being revised so that they match the WHO requirement. The proposal was notified as G.S.R. No. 953(E) on 28 October 2026 by the Ministry of Health and Family Welfare.
Which WHO document is the amendment based on?
WHO Technical Report Series (TRS) No. 1044, and specifically its Annexure 2, which lays down Good Manufacturing Practices for sterile pharmaceutical products.
What is a Grade A area?
It is the critical zone in sterile pharmaceutical manufacturing where exposed products, containers and sterilised components are handled, so microbial control there has to be the strictest in the plant.
