Why in News

On 7 October 2026 the Raksha Rajya Mantri opened SAREX-2026, the multinational maritime search and rescue exercise whose sea phase is set off Paradip on 8 October 2026, and the 24th NMSAR Board Meeting was held the same day.

India’s largest maritime rescue drill was formally opened on 7 October 2026, when Raksha Rajya Mantri Shri Sanjay Seth inaugurated the Multinational Search and Rescue Exercise (SAREX-2026). The sea phase of the exercise is to be held off Paradip in Odisha on 8 October 2026. Watching and taking part are 32 delegates drawn from 30 friendly foreign countries, along with representatives of international organisations.

Who is taking part

The drill is deliberately multi-agency. The Navy, the Coast Guard, the Air Force, the Coastal Police, port authorities, civil agencies and the shipping community are all in it, beside regional and international partners. The Minister argued from this that guarding the sea today cannot rest with any one organisation: it asks for a Whole-of-Government and Whole-of-Nation effort. SAREX itself is built to test operational readiness, improve interoperability between foreign and Indian units, try out joint response drills and let agencies trade working practices, with saving life at sea as the one aim above the rest.

From LEOSAR to MEOSAR

The Minister traced how satellite-aided rescue in India has moved forward in stages — first Low Earth Orbit Search and Rescue (LEOSAR), then Geostationary Search and Rescue (GEOSAR), and now towards Medium Earth Orbit Search and Rescue (MEOSAR). He called the Indian Earth Orbit Local User Terminal (MEOLUT) reaching full operational capability a real step up, and thanked ISRO and the teams behind it. Invoking One Earth, One Family, One Future, he said rescue work at sea only improves when nations pool effort, and that as the country moves towards Viksit Bharat 2047 its rescue arm must grow quicker, sharper and harder to break. He closed on the Indian Coast Guard motto, Vayam Rakshamah, which means “We Protect”.

The 24th NMSAR Board Meeting

Earlier the same day the 24th National Maritime Search and Rescue (NMSAR) Board Meeting was held under Director General Paramesh Sivamani, Director General of the Indian Coast Guard and Chairman of the NMSAR Board. The Board went over how ready the country is to mount rescue missions across the Indian Search and Rescue Region (ISRR), a stretch of ocean measuring 4.6 million square kilometres. Members took up technology integration, sharing information in real time, handling distress alerts, tracking vessels and coordination between agencies — the groundwork on which SAREX-2026 rests. The Chairman said lessons from earlier missions have to show up as sharper readiness, not stay on paper. The National Maritime Search and Rescue Awards 2026 were also given away at the meeting.

Exam Point of View

Hold on to the exercise name SAREX-2026, the venue off Paradip in Odisha, the count of 32 delegates from 30 foreign nations, who inaugurated it, the LEOSAR-GEOSAR-MEOSAR sequence with MEOLUT, the 24th edition of the NMSAR Board Meeting with DG Paramesh Sivamani as Chairman, the 4.6 million square kilometre Indian Search and Rescue Region and the Coast Guard motto Vayam Rakshamah.

Practice Questions

Q1.DefenceEasy

Where is the sea phase of the Multinational Search and Rescue Exercise SAREX-2026 being conducted?

  1. A.Off Kochi
  2. B.Off Paradip
  3. C.Off Port Blair
  4. D.Off Visakhapatnam
Show answer

Correct answer: B. Off Paradip

Explanation

The correct answer is off Paradip. The exercise was inaugurated by the Raksha Rajya Mantri on 7 October 2026 and the sea phase was set to be conducted off Paradip, on the Odisha coast, the next day. Thirty-two delegates from thirty friendly foreign nations were to take part in or observe the drill, along with representatives of international organisations. Option A, off Kochi, is wrong: Kochi is a major naval station on the Arabian Sea side but is not the location named for this exercise. Option C, off Port Blair, is wrong: although the Andaman and Nicobar Islands sit inside the Indian Search and Rescue Region, the exercise was not held there. Option D, off Visakhapatnam, is wrong as well: it is a large eastern port and naval headquarters, yet the venue announced for SAREX-2026 was Paradip and not Visakhapatnam. Remember that the exercise brought together the Navy, Coast Guard, Air Force, Coastal Police, ports, civil agencies and the shipping community in what was described as a Whole-of-Government and Whole-of-Nation approach.

Q2.DefenceMedium

How large is the Indian Search and Rescue Region (ISRR) reviewed at the 24th NMSAR Board Meeting?

  1. A.2.4 million square kilometres
  2. B.4.6 million square kilometres
  3. C.7.8 million square kilometres
  4. D.1.2 million square kilometres
Show answer

Correct answer: B. 4.6 million square kilometres

Explanation

The correct answer is 4.6 million square kilometres. At its twenty-fourth meeting the National Maritime Search and Rescue Board looked at how prepared the country is to run rescue operations across this whole stretch of ocean, and discussed technology integration, real-time information sharing, management of distress alerts, vessel tracking and coordination between agencies. Options A, C and D give other figures that do not match the extent announced for the region. The number is worth memorising together with the rest of the meeting’s detail: it was chaired by Director General Paramesh Sivamani, who is Director General of the Indian Coast Guard and Chairman of the Board, it was held on the same day as the inauguration of the exercise, and it also saw the presentation of the National Maritime Search and Rescue Awards for the year. The Chairman stressed that lessons learnt in earlier missions and multi-agency exercises must translate into greater mission readiness.

Q3.DefenceMedium

Which sequence correctly describes the progression of India’s satellite-aided search and rescue capability?

  1. A.GEOSAR to LEOSAR to MEOSAR
  2. B.LEOSAR to GEOSAR to MEOSAR
  3. C.MEOSAR to LEOSAR to GEOSAR
  4. D.LEOSAR to MEOSAR to GEOSAR
Show answer

Correct answer: B. LEOSAR to GEOSAR to MEOSAR

Explanation

The correct answer is LEOSAR to GEOSAR to MEOSAR. India began with Low Earth Orbit Search and Rescue, moved on to Geostationary Search and Rescue, and is now progressing towards Medium Earth Orbit Search and Rescue. The Minister described the Indian Earth Orbit Local User Terminal, known as MEOLUT, reaching full operational capability as a significant advance in this field and congratulated ISRO along with the associated teams. Option A reverses the first two stages and so is wrong. Option C places Medium Earth Orbit capability first, which inverts the actual order of development. Option D puts the geostationary stage last, which is also incorrect. For the examination, pair this sequence with the other facts of the day: the exercise name SAREX-2026, the venue off Paradip, the thirty foreign nations involved, the Coast Guard motto Vayam Rakshamah meaning “We Protect”, and the aspiration of Viksit Bharat 2047 that the Minister linked to stronger rescue capability.
