Why in News

The Ministry of Road Transport and Highways announced Chintan Shivir 2026, a two-day conclave on 5 and 6 October 2026 at Ekta Nagar in the Narmada district of Gujarat, to work out how highway projects can be delivered faster, safer and with better quality.

The Ministry of Road Transport & Highways (MoRTH) has announced a two-day conclave named Chintan Shivir 2026, to be held on 5 and 6 October 2026 at Ekta Nagar in the Narmada district of Gujarat. Senior representatives of the Centre, the States and the agencies that build roads on the ground will sit together there to work through the problems that slow down highway projects.

Who will take part

The opening session on the first day will be addressed by the Minister of Road Transport & Highways, Nitin Gadkari, and by the two Ministers of State in the ministry, Ajay Tamta and Harsh Malhotra. Road transport and public works ministers of the States have been invited, along with senior officials of the State Public Works Departments, the implementing agencies and other stakeholders. The ministry expects this mix to improve coordination between the Centre and the States and to let field experience travel from one State to another.

The five thematic sessions

  • PM GatiShakti and integrated infrastructure planning — planning road projects together with other infrastructure rather than in isolation.
  • Land Acquisition and Bhoomi Rashi — the land questions that hold up construction, and how to make the process move.
  • Model Concession Agreements and Ratings — the contract side of highway building and how projects are rated.
  • Designing Safe Highways — building road safety into the design stage itself.
  • Quality Assurance and Project Monitoring — tightening quality checks and keeping track of how projects progress.

What the ministry wants out of it

The conclave is meant to find the hurdles that keep showing up in project delivery and to settle on answers that can be copied elsewhere, including changes in policy and in the way institutions work. The ministry describes the Shivir as a platform for focused discussion that ends in action, with the aim of highways that are safer, better built and ready for the demands of the years ahead. Quality, safety and efficiency in delivery run through every one of the sessions.

Practice Questions

Q1.Summits & ConferencesEasy

Where is the Ministry of Road Transport and Highways organising Chintan Shivir 2026?

  1. A.Vigyan Bhawan, New Delhi
  2. B.Ekta Nagar, Narmada district, Gujarat
  3. C.Pune, Maharashtra
  4. D.Bhopal, Madhya Pradesh
Show answer

Correct answer: B. Ekta Nagar, Narmada district, Gujarat

Explanation

The correct answer is Ekta Nagar in the Narmada district of Gujarat. The Ministry of Road Transport and Highways is holding its two-day Chintan Shivir there on 5 and 6 October 2026, bringing together senior representatives of the Centre, the States and the agencies that carry out highway work. Vigyan Bhawan in New Delhi is wrong, since the venue named for this conclave lies in Gujarat and not in the national capital. Pune in Maharashtra is wrong for the same reason; no part of the programme has been placed there. Bhopal in Madhya Pradesh is wrong as well, and the Shivir is not being held in that State. The point of meeting outside Delhi is to let State ministers, State Public Works Department officials and implementing agencies exchange field-level experience with the Centre in one place.

Q2.Summits & ConferencesMedium

How many thematic sessions will Chintan Shivir 2026 feature?

  1. A.Three
  2. B.Four
  3. C.Five
  4. D.Six
Show answer

Correct answer: C. Five

Explanation

The correct answer is five. The conclave is built around five thematic sessions: PM GatiShakti and integrated infrastructure planning; Land Acquisition and Bhoomi Rashi; Model Concession Agreements and Ratings; Designing Safe Highways; and Quality Assurance and Project Monitoring. Three is wrong because it leaves out two of the named themes, and the ministry has listed all five as key sessions of the two-day programme. Four is wrong for the same reason, since dropping any one of the listed subjects would mean leaving out either the contract side, the land side, the safety side, the planning side or the monitoring side of highway work. Six is wrong because no sixth subject has been announced for the Shivir. Each session is meant to end in practical, repeatable answers rather than general discussion.

Q3.Summits & ConferencesEasy

Who is the Union Minister of Road Transport and Highways addressing the inaugural session of Chintan Shivir 2026?

  1. A.Ajay Tamta
  2. B.Harsh Malhotra
  3. C.Bhupender Yadav
  4. D.Nitin Gadkari
Show answer

Correct answer: D. Nitin Gadkari

Explanation

The correct answer is Nitin Gadkari, who holds the Road Transport and Highways portfolio and will speak at the opening session on the first day. Ajay Tamta is wrong as the answer to this question, although he will also address the inaugural session; he serves as a Minister of State in the same ministry, not as its Cabinet Minister. Harsh Malhotra is wrong for exactly the same reason, as the other Minister of State in the ministry who will speak at the opening. Bhupender Yadav is wrong because he handles Environment, Forest and Climate Change, a different ministry altogether, and has no role in this conclave. Candidates should link the portfolio to the person: the Chintan Shivir is a Road Transport and Highways event, and its senior-most minister is the one who leads the inaugural session.
