The Pradhan Mantri Gram Sadak Yojana (PMGSY) Chintan Shivir, a two-day meeting on rural road connectivity, was held at Bharat Mandapam, New Delhi, on 5 and 6 October 2026. What the ministers said
Union Minister of Rural Development and of Agriculture and Farmers Welfare Shivraj Singh Chouhan asked for wider use of digital tools, GPS-based monitoring and artificial intelligence for field verification and quicker decisions. He said a metalled road does more than connect a village, because it opens the door to opportunity, and he pressed for timely completion of works, faster preparation of Detailed Project Reports and tendering, better construction quality and stronger accountability at every level.
Minister of State for Rural Development Kamlesh Paswan sought close watch on pending and delayed works, especially in difficult and North-Eastern areas, and stressed contractor responsibility through the stipulated five-year maintenance period. He also urged States to examine genuine connectivity gaps under PMGSY-IV and to adopt green construction technologies.
Expert sessions
Secretary, Rural Development, Rohit Kansal described new tools added to the scheme and called maintenance and quality non-negotiable. Experts from CRRI, the NDMA and the CDRI discussed disaster-resilient and climate-resilient rural roads, new construction technologies, sustainable materials and AI-enabled digital monitoring. An officer of the Border Roads Organisation shared experience of building roads in the country's hardest terrain, which can guide work in hilly, remote and border areas.
