Why in News

On 7 October 2026 the Health Ministry announced that NCAHP has notified regulations for Autonomous Boards and a Central Assessment Committee, the competency-based D.MRIT curriculum and fresh registration rules for allied and healthcare professionals.

The National Commission for Allied and Healthcare Professions (NCAHP) under the Union Health Ministry has notified a set of measures under its parent law, the NCAHP Act of 2021, that reshape how allied and healthcare courses are judged and how practitioners get on the rolls.

Autonomous Boards and the Central Assessment Committee

The Autonomous Boards and Central Assessment Committee Regulations of 2026 place Autonomous Boards under every State Allied and Healthcare Council. A Board seats 10 to 20 members, a President among them, drawn from the recognised professional categories.

  • Undergraduate and Postgraduate Boards carry standards, competency frameworks, faculty development, training and research into recognised courses, and report to the State Council.
  • The Assessment and Rating Board weighs applications for recognition and Letters of Permission, inspects institutions, reviews annual disclosures, empanels assessors and puts ratings in the public domain on the State Council website.
  • The Ethics and Registration Board verifies documents, recommends registration, helps keep the State register and examines complaints and violations.

Where a State has no working Council, a Central Assessment Committee of 10 to 30 members, a President included, does the same work under the Commission's supervision. The rules list the grounds on which such a member may be removed, among them conflict of interest and abuse of position, with a hearing first.

D.MRIT: a two-year diploma

On 30 September 2026 the Commission notified a competency-based curriculum for the Diploma in Medical Radiology and Imaging Technology under One Nation One Curriculum. The course runs two years, opens to students who cleared Class 12 Science with Physics, Chemistry and Biology, and carries a six-month clinical internship covering patient care, radiation safety and imaging equipment. Adoption is optional for the academic year 2026-27 and compulsory from 2027-28. The degree-level B.MRIT and M.MRIT curricula had come earlier, by a notice of 24 April 2025. In all, the Commission has now issued 20 competency-based curricula.

Registration with a UID and a QR code

The Registration of Allied and Healthcare Professionals Regulations of 2026, published in the Gazette of India on 15 September 2026, make registration the condition for practice. Every professional gets a Unique Identification number and a certificate carrying a secure QR code. State registers and the Central register synchronise in real time and stay open to public verification. Registration holds for five years and renews on Continuing Professional Development. Students on internships may take interim registration free of charge, and Indians holding foreign qualifications may register once equivalence is assessed.

Practice Questions

Q1.NationalEasy

Under which Act has the National Commission for Allied and Healthcare Professions notified the Autonomous Boards and Central Assessment Committee Regulations?

  1. A.NCAHP Act, 2021
  2. B.Clinical Establishments Act, 2010
  3. C.National Medical Commission Act, 2019
  4. D.Allied Health Services Act, 2015
Show answer

Correct answer: A. NCAHP Act, 2021

Explanation

The correct answer is the NCAHP Act, 2021. The Commission notified both the Registration of Allied and Healthcare Professionals Regulations and the Autonomous Boards and Central Assessment Committee Regulations under the National Commission for Allied and Healthcare Professions Act, 2021, which is the parent law for this sector and the source of the Commission powers to frame rules on education, assessment, ethics and registration. Option B, the Clinical Establishments Act, 2010, deals with the registration of clinical establishments such as hospitals and diagnostic centres, not with allied and healthcare professionals, and is not the law in question here. Option C, the National Medical Commission Act, 2019, governs medical education and the medical profession, a separate statutory framework altogether. Option D names an Act that does not exist in this context at all. Only the 2021 Act is the enabling law for these regulations.

Q2.NationalMedium

How many members will the Central Assessment Committee constituted under the new regulations have?

  1. A.10 to 20 members, including a President
  2. B.10 to 30 members, including a President
  3. C.15 to 25 members, including a Chairperson
  4. D.20 to 40 members, including a Chairperson
Show answer

Correct answer: B. 10 to 30 members, including a President

Explanation

The correct answer is 10 to 30 members, including a President. The regulations create a Central Assessment Committee for States and Union Territories where no functional State Allied and Healthcare Council exists. It works under the overall supervision of the Commission, is assisted by the Commission secretariat, and performs the functions that Autonomous Boards would otherwise discharge, following the prescribed verification, inspection and rating procedures. Its strength is set at 10 to 30, a President included, with representation from the recognised professional categories and extra representation where needed so that areas without a working Council are covered. Option A gives the strength of an Autonomous Board under a State Council, which is the wrong body. Options C and D use ranges that the regulations do not prescribe, and they call the head a Chairperson, whereas the regulations provide for a President.

Q3.NationalMedium

From which academic year must institutions mandatorily adopt the new D.MRIT curriculum?

  1. A.2025-26
  2. B.2026-27
  3. C.2027-28
  4. D.2028-29
Show answer

Correct answer: C. 2027-28

Explanation

The correct answer is 2027-28. The Commission notified the competency-based curriculum for the Diploma in Medical Radiology and Imaging Technology on 30 September 2026 under One Nation One Curriculum, and institutions that run the course or intend to run it must adopt the curriculum mandatorily from the academic year 2027-28. Institutes that wish to move earlier may adopt it from 2026-27, which makes option B the optional year rather than the compulsory one, and therefore wrong. Option A falls before the curriculum was notified at all, and option D is a full year later than the deadline the notification sets. The diploma itself runs two years, is open to candidates who have passed Class 12 in the Science stream with Physics, Chemistry and Biology, and carries a six-month clinical internship that covers patient care, radiation safety and imaging equipment.
