Why in News

On 1 October 2026 Nalanda University and the CSIR-Traditional Knowledge Digital Library Unit signed a Memorandum of Understanding for academic, research and capacity-building cooperation on traditional knowledge, intellectual property rights and cultural heritage, including the traditional cultural expressions of Bihar.

Nalanda University and the CSIR-Traditional Knowledge Digital Library Unit have agreed to work as partners on traditional knowledge, intellectual property rights, the rights of communities and cultural heritage. The Memorandum of Understanding between them was signed on 1 October 2026.

Who put their names to it

Prof. Sachin Chaturvedi, Vice-Chancellor of Nalanda University, signed for the university. Dr. Viswajanani J Sattigeri, Scientist-H and Head of the CSIR-TKDL Unit, signed for the unit. Teachers of the university and senior officers of the unit watched the signing.

What the partners will take up

The two sides will pool their separate strengths and run joint academic and research work. Their plan covers scholarly exchanges, training courses, internships for students, exchange visits and networking. Traditional cultural expressions of Bihar get special attention in the work they have mapped out.

Prof. Chaturvedi praised the role the digital library plays in stopping the misuse of India's traditional knowledge. He asked for folklore, music and the ecological wisdom of communities to be recorded subject by subject, and for young people to be taught about intellectual property. He added that such knowledge should reach users in a way that protects the communities who hold it. Dr. Sattigeri said India leads the world on traditional knowledge, and that the revived university can again become a hub of learning and research.

About the digital library

The Government of India set up the Traditional Knowledge Digital Library in 2001, with CSIR and the Ministry of AYUSH working together. It was the first database of its kind anywhere in the world. Its purpose is to stop patents being granted wrongly on Indian traditional knowledge and to deter anyone from appropriating the country's heritage.

Set up in2001, by CSIR with the Ministry of AYUSH
HoldingsOver 5.2 lakh formulations and practices
Streams coveredAyurveda, Unani, Siddha, Sowa Rigpa and Yoga
LanguagesEnglish, German, French, Japanese and Spanish
Shared with18 international patent offices

The entries are drawn from traditional texts and rewritten against modern scientific terms, so that a patent examiner can read them. Because the material is offered in five international languages, barriers of script and language fall away. Access is given to 18 international patent offices under non-disclosure agreements. Evidence of prior art from the library has already led to more than 375 patent applications around the world being revoked, rejected, amended, withdrawn or given up.

About the university

Nalanda University is an international university of national importance at Rajgir in Nalanda district of Bihar, and it works under the Ministry of External Affairs. Drawing on the heritage of the ancient seat of learning, it pursues intellectual, philosophical, historical and spiritual studies and seeks to build regional understanding of each other's history.

Policies it feeds into

Both sides expect the partnership to serve the aims of the National Education Policy of 2020 and the National IPR Policy of 2016 on traditional knowledge, intellectual property and cultural heritage, and to support evidence-based research in Indian Knowledge Systems.

Exam Point of View

Remember that the TKDL began in 2001 as a CSIR and Ministry of AYUSH venture, the first of its kind worldwide; it holds over 5.2 lakh formulations, is offered in five international languages and is shared with 18 patent offices; over 375 patent applications have fallen because of it. Note Nalanda University at Rajgir in Bihar under the Ministry of External Affairs, its Vice-Chancellor Prof. Sachin Chaturvedi, and the two policies named, NEP 2020 and the National IPR Policy 2016.

Practice Questions

Q1.Science & TechnologyEasy

In which year was India's Traditional Knowledge Digital Library (TKDL) established?

  1. A.1995
  2. B.2001
  3. C.2008
  4. D.2014
Show answer

Correct answer: B. 2001

Explanation

The correct answer is 2001. The Government of India created the Traditional Knowledge Digital Library in that year, bringing CSIR and the Ministry of AYUSH together for the purpose, and it was the first database of its kind anywhere in the world. Its aim is to stop patent offices from wrongly granting patents on Indian traditional knowledge, and to deter anyone from appropriating the heritage of the country. The library today holds information on over 5.2 lakh formulations and practices taken from the traditional texts of Ayurveda, Unani, Siddha and Sowa Rigpa, as well as Yoga, each entry matched to modern scientific terms so that an examiner can follow it. A, C and D are wrong because none of them is the founding year; the library was already functioning before any of those later dates, and it had no existence as early as the first option. Exam tip: tie TKDL to 2001, to CSIR with AYUSH, and to the phrase first of its kind in the world.

Q2.Science & TechnologyMedium

Nalanda University, which signed an MoU with the CSIR-TKDL Unit, is situated at which place?

  1. A.Bodh Gaya, Bihar
  2. B.Vaishali, Bihar
  3. C.Rajgir, Bihar
  4. D.Patna, Bihar
Show answer

Correct answer: C. Rajgir, Bihar

Explanation

The correct answer is Rajgir, Bihar. Nalanda University has been established at Rajgir in Nalanda district of Bihar as an international university of national importance, and it functions under the aegis of the Ministry of External Affairs. Its objectives rest on the heritage of the ancient seat of learning of the same name and on strong international cooperation, and it pursues intellectual, philosophical, historical and spiritual studies. The revival of the university is meant to improve regional understanding and the appreciation of one another's heritage and history, building a community where students, scholars and researchers work side by side. A, B and D are wrong because, although each names a well known place in Bihar, none of them is the seat of the university; the campus stands at Rajgir, the town nearest the ruins of the ancient university in Nalanda district. Exam tip: Nalanda University, Rajgir, Nalanda district, Bihar, Ministry of External Affairs.

Q3.Science & TechnologyMedium

To how many international patent offices is the TKDL database made available under non-disclosure agreements?

  1. A.9
  2. B.12
  3. C.18
  4. D.26
Show answer

Correct answer: C. 18

Explanation

The correct answer is 18. The Traditional Knowledge Digital Library is at present open to that many international patent offices, and each of them gets access through a non-disclosure agreement, so the knowledge is used for examining patent claims without being published. The database is presented in five international languages, namely English, German, French, Japanese and Spanish, which removes the barriers of language and format that would otherwise keep an examiner abroad from reading Indian traditional texts. The arrangement has produced results: prior art evidence drawn from the library has caused more than 375 patent applications across the world to be revoked, rejected, amended, withdrawn or abandoned. A, B and D are wrong because each understates or overstates the number of offices that hold access today. Exam tip: remember the set of figures together, 18 patent offices, five languages and over 375 patent applications defeated.

Q4.Science & TechnologyEasy

The TKDL was set up by CSIR in collaboration with which Union ministry?

  1. A.Ministry of Culture
  2. B.Ministry of AYUSH
  3. C.Ministry of Education
  4. D.Ministry of External Affairs
Show answer

Correct answer: B. Ministry of AYUSH

Explanation

The correct answer is the Ministry of AYUSH. The Traditional Knowledge Digital Library was created by the Government of India through a collaboration between CSIR and that ministry, which is the natural partner because the database records the formulations and practices of the Indian systems of medicine, that is Ayurveda, Unani, Siddha and Sowa Rigpa, along with Yoga. The library holds over 5.2 lakh such formulations and practices, transcribed from traditional texts and correlated with modern terminology. A and C are wrong because neither the culture ministry nor the education ministry was a party to building the database, however much the subject touches heritage and learning. D is wrong on a point worth noting carefully: the Ministry of External Affairs is the ministry under which Nalanda University has been established, not a partner in the TKDL. Exam tip: TKDL means CSIR plus AYUSH; Nalanda University means the Ministry of External Affairs.
