Why in News
Narendra Bhooshan, a 1992-batch IAS officer of the Uttar Pradesh cadre, assumed charge as Secretary of the Union Ministry of Environment, Forest and Climate Change, moving from the Department of Land Resources.
Narendra Bhooshan, an Indian Administrative Service officer of the 1992 batch from the Uttar Pradesh cadre, has taken over as Secretary of the Union Ministry of Environment, Forest and Climate Change, known in short as MoEFCC. He steps into the ministry's senior-most civil service post straight from the Ministry of Rural Development, where he was Secretary of the Department of Land Resources.
More than thirty years in service
The new Secretary brings over three decades of administrative work in the Union government as well as in state governments. His earlier charges have covered energy, infrastructure, industry, agriculture, urban development, finance and the management of land resources. That spread of subjects matters for a ministry whose files run from forest clearances and wildlife to climate negotiations and pollution control.
His years in the Uttar Pradesh cadre
In his home state he rose to Additional Chief Secretary with charge of Energy, Additional Energy Sources and Technical Education. Earlier he was Principal Secretary in a long line of departments, among them Public Works, Infrastructure and Industries Development, Information Technology and Electronics, Science and Technology, and Panchayati Raj. He also headed the Greater Noida Authority as its Chief Executive Officer. His district years were spent as District Magistrate of Mathura, of Firozabad and of Udham Singh Nagar, giving him field experience alongside the policy desks.
Assignments in the Union government
At the Centre he has worked as Deputy Director General of the Unique Identification Authority of India, as Mission Director for National Food Security Management, and as Joint Secretary in the Department of Agriculture and Cooperation. He was additionally posted as Officer on Special Duty in the India Trade Promotion Organisation, which functions under the Ministry of Commerce and Industry.
Academic background
He is a graduate in Electronics and holds a Master's degree in International Development Policy from Duke University in the United States. His professional training has included programmes on public finance, on infrastructure and on preparedness for a changing climate.

Practice Questions
Who has assumed charge as Secretary of the Union Ministry of Environment, Forest and Climate Change?
- A.Keshav Chandra
- B.Narendra Bhooshan
- C.Ashok K. K. Meena
- D.Kamal Kishore Soan
Show answer
Correct answer: B. Narendra Bhooshan
Explanation
The correct answer is Narendra Bhooshan. He has taken over as Secretary of the Union Ministry of Environment, Forest and Climate Change, the ministry that handles forests, wildlife, pollution control and climate policy for the country. He is an Indian Administrative Service officer of the Uttar Pradesh cadre and reached this post after serving as Secretary of the Department of Land Resources in the Ministry of Rural Development. Option A, Keshav Chandra, is the Secretary in the Ministry of Mines and not in the environment ministry. Option C, Ashok K. K. Meena, heads the Department of Drinking Water and Sanitation in the Ministry of Jal Shakti. Option D, Kamal Kishore Soan, is Additional Secretary and Mission Director of the National Jal Jeevan Mission, again a water sector post rather than an environment one. So only option B names the new environment Secretary correctly.
Narendra Bhooshan, the new Secretary of the Ministry of Environment, Forest and Climate Change, belongs to which cadre of the Indian Administrative Service?
- A.Madhya Pradesh
- B.Maharashtra
- C.Uttar Pradesh
- D.Bihar
Show answer
Correct answer: C. Uttar Pradesh
Explanation
The correct answer is Uttar Pradesh. Narendra Bhooshan is an Indian Administrative Service officer of the Uttar Pradesh cadre, and he belongs to the batch of the year 1992. His long list of state assignments confirms the cadre: he served as Additional Chief Secretary for Energy, Additional Energy Sources and Technical Education, as Principal Secretary in departments such as Public Works, Industries Development, Information Technology and Electronics, Science and Technology and Panchayati Raj, and as Chief Executive Officer of the Greater Noida Authority. He was also District Magistrate of Mathura and of Firozabad, both districts of Uttar Pradesh. Options A, B and D name Madhya Pradesh, Maharashtra and Bihar, and none of these states figures among his cadre postings, so each of them is wrong. Only option C matches the cadre of the officer.
Immediately before becoming Secretary of the environment ministry, Narendra Bhooshan was Secretary of which department?
- A.Department of Land Resources
- B.Department of Drinking Water and Sanitation
- C.Department of Administrative Reforms and Public Grievances
- D.Department of Science and Technology
Show answer
Correct answer: A. Department of Land Resources
Explanation
The correct answer is the Department of Land Resources. His appointment as Secretary of the Ministry of Environment, Forest and Climate Change followed his tenure as Secretary of the Department of Land Resources, which works under the Ministry of Rural Development. Option B, the Department of Drinking Water and Sanitation, sits in the Ministry of Jal Shakti and is not a post he held. Option C, the Department of Administrative Reforms and Public Grievances, is the department that drives governance reform campaigns across ministries, and it has no link to his career record. Option D, the Department of Science and Technology, is a Union department, but his science and technology charge was in the Uttar Pradesh government as Principal Secretary, not at the Centre. Hence option A alone is correct.
From which university did Narendra Bhooshan earn his Master’s degree in International Development Policy?
- A.University of Oxford
- B.Harvard University
- C.Duke University
- D.University of Cambridge
Show answer
Correct answer: C. Duke University
Explanation
The correct answer is Duke University, which is in the United States. Narendra Bhooshan is a graduate in Electronics, and he went on to earn a Master’s degree in International Development Policy from Duke University. His professional training has also included programmes on public finance, on infrastructure and on preparedness for a changing climate, subjects that fit the work of the environment ministry he now heads as Secretary. Options A and D name the University of Oxford and the University of Cambridge, both in the United Kingdom, and neither awarded him this degree. Option B names Harvard University, which is in the United States like Duke but is not the university named in his academic record. Therefore option C is the only correct choice here.
