Why in News
On 1 October 2026 Digital Bharat Nidhi signed an agreement at Sanchar Bhawan, New Delhi with the Government of Maharashtra, MDIL, BSNL and MahaIT for the Amended BharatNet Programme, backed by Rs 10,520 crore of central support.
Digital Bharat Nidhi (DBN), which works under the Department of Telecommunications, signed an agreement at Sanchar Bhawan in New Delhi to carry the Amended BharatNet Programme (ABP) into Maharashtra under the state-led model.
Who signed it
Five parties are on the agreement: Digital Bharat Nidhi of the Department of Telecommunications, the Government of Maharashtra, MahaNet Digital Infrastructure Limited (MDIL), Bharat Sanchar Nigam Limited (BSNL) and Maharashtra Information Technology Corporation Limited (MahaIT). MDIL will execute the project in the state. Shyamal Misra, Administrator of Digital Bharat Nidhi, and Virendra Singh, Secretary of the state’s Department of Electronics, Information Technology and Artificial Intelligence, were among those present, along with Buveneswari S., Managing Director of MahaIT, and Papa Sudhakara Rao, Director (Enterprise Business) of BSNL.
The money and the reach
| Item | Figure |
|---|---|
| Central financial support | Rs 10,520 crore |
| Gram panchayats in scope | 28,237 |
| Villages to get connectivity on demand | 15,799 |
| Expected rural home fibre connections | More than nine lakh |
How the 28,237 panchayats break up
- 15,171 Phase I gram panchayats move from linear to ring topology, so a single cut no longer takes the network down
- 12,740 Phase II gram panchayats come under coverage
- 326 newly created gram panchayats are added to the scope
Beyond the panchayats, 15,799 villages will be given connectivity whenever they ask for it, which is the part of the design meant to close the last mile.
What the Amended BharatNet Programme is
The Union Cabinet approved the Amended BharatNet Programme on 4 August 2023. Its purpose is to upgrade, consolidate and widen the existing BharatNet network so that every gram panchayat has sturdy broadband and every village can get it on demand. The Maharashtra agreement is a state-led rollout of that national design, and the government expects it to improve e-governance, online classes, telemedicine and digital payments in rural and remote parts of the state.
Digital Bharat Nidhi in brief
Digital Bharat Nidhi is the new name of the Universal Service Obligation Fund. The fund was set up under the Indian Telegraph (Amendment) Act, 2003, and the Telecommunications Act, 2023 renamed it. It is an attached office of the Department of Telecommunications and pays for universal telecom access in underserved rural, remote and urban areas. Apart from BharatNet, it funds the 4G Saturation Project and mobile services in aspirational districts, Left Wing Extremism affected areas, Himalayan and border areas, islands and the North Eastern states.

Exam Point of View
Note the amount (Rs 10,520 crore), the state (Maharashtra), the five signatories, the executing agency (MDIL), the panchayat numbers 28,237, 15,171, 12,740 and 326, the 15,799 villages on demand, and that the Amended BharatNet Programme was approved on 4 August 2023. Also remember Digital Bharat Nidhi is the former Universal Service Obligation Fund, renamed by the Telecommunications Act, 2023.
Practice Questions
How much financial support has the Centre approved for the Amended BharatNet Programme in Maharashtra?
- A.Rs 5,240 crore
- B.Rs 8,375 crore
- C.Rs 10,520 crore
- D.Rs 14,600 crore
Show answer
Correct answer: C. Rs 10,520 crore
Explanation
The correct answer is Rs 10,520 crore. That is the financial support the Government of India has approved for running the Amended BharatNet Programme in Maharashtra under the state-led model, and the agreement signed at Sanchar Bhawan puts it into effect through MahaNet Digital Infrastructure Limited. Options A, B and D are invented amounts and none of them matches the sanction. Candidates slip here because the release carries several other large numbers that are not money at all: 28,237 gram panchayats in scope, 15,799 villages to be connected on demand, 15,171 Phase I panchayats being moved to ring topology, 12,740 Phase II panchayats and 326 new panchayats. Keeping the rupee figure separate from the panchayat and village counts is the whole trick in this question, so C is correct.
Which company will implement the Amended BharatNet Programme in Maharashtra?
- A.MahaNet Digital Infrastructure Limited
- B.Bharat Sanchar Nigam Limited
- C.Maharashtra Information Technology Corporation Limited
- D.Railtel Corporation of India Limited
Show answer
Correct answer: A. MahaNet Digital Infrastructure Limited
Explanation
The correct answer is MahaNet Digital Infrastructure Limited, usually written as MDIL. The project in Maharashtra will be implemented through MDIL, which is why it is one of the five parties to the agreement. Option B is wrong: Bharat Sanchar Nigam Limited signed the agreement and its Director for Enterprise Business attended, but the execution rests with MDIL. Option C is wrong for the same reason, as MahaIT is a signatory whose Managing Director was present, not the implementing agency. Option D is wrong because that company is not among the five signatories at all; the others are Digital Bharat Nidhi of the Department of Telecommunications and the Government of Maharashtra. Reading the list of signatories and the line naming the implementing agency separately is how you avoid the trap, so A is right.
Digital Bharat Nidhi was earlier known by which name?
- A.National Broadband Mission Fund
- B.Universal Service Obligation Fund
- C.Telecom Development Fund
- D.Digital India Infrastructure Fund
Show answer
Correct answer: B. Universal Service Obligation Fund
Explanation
The correct answer is the Universal Service Obligation Fund. The fund was created under the Indian Telegraph (Amendment) Act, 2003, and the Telecommunications Act, 2023 renamed it Digital Bharat Nidhi. It is an attached office of the Department of Telecommunications and its mandate is to support telecom access in underserved rural, remote and urban areas. Options A, C and D are plausible sounding names but none of them is the earlier name of this fund. Remember what the fund pays for besides BharatNet: the 4G Saturation Project and mobile services in uncovered parts of aspirational districts, Left Wing Extremism affected areas, Himalayan and border areas, islands and the North Eastern states. The Maharashtra agreement for the Amended BharatNet Programme was signed by this very fund, so B is the answer.
