Why in News

On 29 October 2026 Union Home and Cooperation Minister Amit Shah chaired the 93rd General Council meeting of the National Cooperative Development Corporation in New Delhi, where its cumulative disbursal of Rs 4,14,586 crore, zero net NPA and fresh lending targets were placed on record.

The General Council of the National Cooperative Development Corporation met for the 93rd time on 29 October 2026 at the Corporation's head office in New Delhi. Amit Shah, who holds both the Home and the Cooperation portfolios, took the chair. Members reviewed the audited accounts and annual report for FY 2025-26, the spread of lending in the cooperative sector, the shaping of new Multi-State Cooperative Societies and the Corporation's plan for the years ahead.

The money NCDC has moved

Figures placed before the Council show assistance of Rs 4,14,586 crore released to cooperative bodies between the birth of the Ministry of Cooperation and 25 October 2026. In FY 2025-26 alone the Corporation cleared projects of Rs 1,55,408 crore and paid out Rs 1,27,596 crore. Yearly payouts have climbed from Rs 24,733 crore in FY 2020-21 to Rs 1,27,596 crore in FY 2025-26, close to a fivefold jump in five years. The 3,339 units and projects sanctioned in FY 2025-26 carried benefits for 14,881 cooperative societies.

A balance sheet without bad loans

The Corporation booked a net profit of Rs 1,475 crore in FY 2025-26. Its loan recovery rate stood at 99.84 per cent and net non-performing assets stayed at nil. The Chairman called the last five years a golden stretch for the body and noted that it now has offices in every State and Union Territory, Ladakh and the smaller North-Eastern States included.

Targets and new instruments

Disbursal goals were read out as Rs 1.70 lakh crore for FY 2026-27, Rs 2.10 lakh crore for FY 2027-28 and Rs 2.50 lakh crore for FY 2028-29, with the Minister pressing for roughly Rs 3.50 lakh crore in FY 2029-30 and Rs 4 lakh crore the year after. The amendment to the NCDC Act, notified in the Gazette on 14 August 2026, widened the ways the body may fund cooperatives through equity and share capital. A central grant of Rs 2,000 crore lets it raise Rs 20,000 crore from the market over four years; Rs 9,380 crore went out in FY 2025-26 under this route and Rs 6,172 crore in the current year up to 25 October.

Directions given

The Chairman asked for a 25-year roadmap drawn up by a group of cooperative-sector veterans and outside experts. He set a 2030 deadline for the North-East to meet its own demand for milk, eggs, fish and meat, urged consortium and co-financing tie-ups with NABARD, State Cooperative Banks and commercial banks, and backed circular-economy units around cooperative sugar mills for ethanol, CNG and other products. Under the Sahakar Navachar Yojana, which gives a full grant of up to Rs 25 lakh from a corpus of Rs 10 crore, Rs 85 lakh has so far gone to five institutions. Training arms LINAC and its regional centres ran 227 programmes for 21,688 participants in FY 2025-26.
