IICA Observes 3rd CSR Day Ahead of NCCSR 2026 in New Delhi
IICA observed its third CSR Day on Gandhi Jayanti and said corporate social responsibility spending has grown to nearly Rs 35,000 crore a year.

Why in News
On 5 October 2026 the Ministry of Corporate Affairs said the Indian Institute of Corporate Affairs had observed its third CSR Day on Gandhi Jayanti, as the curtain raiser to NCCSR 2026, the third National Conference and Exhibition on Corporate Social Responsibility, to be held on 6 and 7 October in New Delhi.
The Indian Institute of Corporate Affairs (IICA), which works under the Ministry of Corporate Affairs, observed its third CSR Day on the birth anniversary of Mahatma Gandhi. Gyaneshwar Kumar Singh, Director General and Chief Executive Officer of IICA, gave a special address to Batch 11 of the IICA Certified CSR Professional Programme. The session, held online by the School of Business Environment, also served as the curtain raiser to the third National Conference and Exhibition on Corporate Social Responsibility (NCCSR 2026).
Why 2 October
The observance follows a suggestion made by the then President of India, Ram Nath Kovind, at the National CSR Awards in 2019, that 2 October be set apart for corporate social responsibility. The day draws on Mahatma Gandhi's idea of trusteeship.
How CSR spending has grown
The Director General said that corporate social responsibility in the country rests on Indian tradition and on the idea of trusteeship, and did not arise only out of the Companies Act. Pointing to Section 166(2) of the Companies Act, 2013, he said the law itself accepts that a company works within society and owes a duty to its workers, the community and the environment, and not to shareholders alone.
| CSR spending in the first year of the mandate | About Rs 10,000 crore |
| CSR spending in 2023-24 | Nearly Rs 35,000 crore |
| Phases of the framework | Comply or explain, the 2019 amendments, the 2021 Rules |
The 2021 Rules brought in the Unspent CSR Account, multi-year projects, certification of the use of funds and impact assessment. He held that CSR should not be read as a way of filling gaps in government spending but as a means of using company resources, technology and skill to create a multiplier effect.
What was asked for
He observed that much of CSR is still supply driven, with projects picked in familiar areas and through familiar agencies, and called for needs based CSR with community participation, a standard procedure for assessing needs, social impact assessment and stronger capacity among implementing agencies. He pointed to the CSR Exchange Portal of the ministry, where district administrations and communities can place documented needs before companies.
NCCSR 2026
NCCSR 2026 will be held on 6 and 7 October 2026 at The Ashok in New Delhi on the theme 'Re-envisioning the Spirit of CSR for Viksit Bharat: From Compliance to Commitment'. It has drawn over 550 delegates. Five high level panels and a fireside chat are planned across the two days, with a National Exhibition on CSR alongside, carrying 30 to 40 stalls in four thematic zones tied to the Viksit Bharat 2047 vision: Yuva for education and skilling, Garib for aspirational districts and marginalised groups, Annadata for agriculture and rural livelihoods, and Nari Shakti.

Practice Questions
What is the theme of NCCSR 2026, the third National Conference and Exhibition on Corporate Social Responsibility?
- A.CSR for Sustainable Development Goals
- B.Re-envisioning the Spirit of CSR for Viksit Bharat: From Compliance to Commitment
- C.Trusteeship and the Indian Corporation
- D.From Spending to Transforming
Show answer
Correct answer: B. Re-envisioning the Spirit of CSR for Viksit Bharat: From Compliance to Commitment
Explanation
The correct answer is Re-envisioning the Spirit of CSR for Viksit Bharat: From Compliance to Commitment. The conference, organised by the School of Business Environment of the Indian Institute of Corporate Affairs, is being held on 6 and 7 October 2026 at The Ashok in New Delhi, and has drawn over 550 delegates from across the country. Option C names the Gandhian idea of trusteeship, which the institute cites as the root of corporate social responsibility in India, but it is not the theme. Option D echoes the call made in the address for a shift from spending to transforming and from compliance to commitment, which is part of the theme but not the whole of it. Option A is a generic phrase of the kind used for many such conferences. The theme is best remembered along with the dates, the venue and the four thematic zones of the exhibition, which are Yuva, Garib, Annadata and Nari Shakti.
Which former President of India suggested that 2 October be dedicated to corporate social responsibility?
- A.Pranab Mukherjee
- B.Ram Nath Kovind
- C.A. P. J. Abdul Kalam
- D.Droupadi Murmu
Show answer
Correct answer: B. Ram Nath Kovind
Explanation
The correct answer is Ram Nath Kovind. The observance of CSR Day draws on a suggestion he made as President of India at the National CSR Awards in 2019, that 2 October be set apart for corporate social responsibility. The choice of date links the observance with the birth anniversary of Mahatma Gandhi and with his idea of trusteeship, which the Indian Institute of Corporate Affairs treats as the foundation of corporate responsibility in the country. Option A names a President who held office before him and option C one who held office earlier still, while option D names the President in office at present. None of them is connected with this suggestion. The institute has observed CSR Day three times so far, the latest observance serving as the curtain raiser to NCCSR 2026 in New Delhi. Only option B is correct.
Which section of the Companies Act, 2013 was cited to say that a company owes a duty to its employees, the community and the environment, and not to shareholders alone?
- A.Section 135
- B.Section 149
- C.Section 166(2)
- D.Section 173
Show answer
Correct answer: C. Section 166(2)
Explanation
The correct answer is Section 166(2). The Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs pointed to this provision of the Companies Act, 2013 to argue that the law itself recognises that a company works within society and owes responsibility to its workers, the community and the environment, and not only to its shareholders. Options A, B and D name other provisions of the same Act and are plausible distractors, since questions on corporate social responsibility often turn on the section cited. The address also traced how the framework has grown, from the early comply or explain phase through the amendments of 2019 to the Rules of 2021, which brought in the Unspent CSR Account, projects spread over several years, certification of the use of funds and impact assessment. Spending has risen from about Rs 10,000 crore in the first year of the mandate to nearly Rs 35,000 crore in 2023-24.
