With reference to the election of the President of India, consider the following statements : 1. The value of the vote of each MLA varies from State to State. 2. The value of the vote of MPs of the Lok Sabha is more than the value of the vote of MPs of the Rajya Sabha. Which of the statements given above is/are correct ?

  1. A.1 only
  2. B.2 only
  3. C.Both 1 and 2
  4. D.Neither 1 nor 2

Correct answer

A. 1 only

Explanation

The correct answer is A, 1 only. An MLA's vote value depends on the State's population, but every elected MP, in either House, has the same vote value.

Article 55 lays down the formula. The value of an MLA's vote equals the State's population divided by the number of elected MLAs, divided again by 1,000; the population used is that of the 1971 Census, frozen until after the first census taken after 2026. So an MLA from Uttar Pradesh has a vote value of 208, while one from Sikkim has 7. The value of an MP's vote is the total value of all MLAs' votes in the country divided by the total number of elected MPs of both Houses, which gives a single figure (700 in the 2022 election) for every MP alike.

B is wrong: statement 2 is false and statement 1 is true.

C is wrong: Lok Sabha and Rajya Sabha MPs have equal vote values.

D is wrong: statement 1 is correct.

Exam tip: Article 55 = parity between States and the Union; MLA vote value varies by State, MP vote value is the same for both Houses.
