The correct answer is A, Iran. Iran has never been a member of the Gulf Cooperation Council, though it lies on the Persian Gulf. The GCC was founded in May 1981 in Abu Dhabi by six Arab monarchies of the Arabian Peninsula: Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman. Its secretariat is in Riyadh. The council was formed partly as a response to the Iranian Revolution of 1979 and the Iran-Iraq war, so non-Arab Iran was kept out, as was Iraq. The members work together on trade, a customs union, security and a common market, and together they are a key source of India's oil imports and home to millions of Indian workers.
